SHEET E-102 RFI #27 & #144 Response ELECTRICAL There are two parking lots on site. RFI#27 refers to the lot North at Devlin and RFI 144 refers to the lot North at Holloman behind B107. Additional parking lot lighting is not required at the parking lot along Devlin Drive.

2 9 7-Aug-25 RFI#24 asked if water from adjacent fire hydrants can be used for dust control and construction use. Can the contractor use the building domestic water source for construction use?
Previous RFI Responses/Amd. 0003 Civil Contractor may utilize building domestic water source for construction use, however, building domestic water shall not be used for dust control.
2 10 7-Aug-25 RFI#41 is conflicting. The existing building is CMU wrapped with EIFS. Please provide direction on this since the gov. response says EIFS is not to be used, but the SOW says to match existing.

2 13 7-Aug-25 Will the new mechanical equipment need to be covered? M101/ Mechanical Per UFC 4-010-01 3-3.6 Enclosures. When trash containers, fuel tanks or electrical or mechanical equipment within the unobstructed space provide the opportunity for concealment, they must be enclosed.
Enclosures must have four sides and a top. 35% design shall be updated per SOW 1.3.1.6.6. This wall and top can enclose only the mechanical equipment.

If the low offeror's base bid exceeds the funds determined available, the Contracting Officer shall evaluate all bids on the basis of the same deductive items (See Solicitation, Section M, Steps 5-6). 2 16 7-Aug-25 Can Devlin Ave. be closed off between Grissom and England for contractor use? Or will this need to remain open during construction? If the answer is NO, can the contractor use all parking stalls at Devlin parking area?
Contracting Devlin Ave between Grissom and England shall remain open through construction, unless a scheduled road closure is required and coordinated through and approved by 99 CE. A laydown area is shown in the 35% drawings next to B107. If the contractor requires additional, they may use the spaces at Devline, but should account for any additional fencing requirements.
2 17 7-Aug-25 RFI #109 response said that if a line was found under the building footprint, it would possibly not be treated as an unforeseen. How are we supposed to know what is under the building if a utility map was not provided?

Paint will mask the aesthetic quality gained from having hone face CMU. The Exterior Finish Schedule in the SOW appears to indicate that the split and ground face CMU should be provided with integral color finish (Nellis Brown).

2 21 7-Aug-25 RFI 70 regarding sustainability: GOV is asking DB Team to write a Div 1 spec section. Usually GOV edits and provides Div 1 sections for DB RFPs. The concern is that if all proposers edit their own version of this spec section, there will not be a common basis for bidding.

2 22 7-Aug-25 Please confirm the room acoustics requirement for the Auditorium as it appears this room is configured for presentations to a large group. UFC 3-101-01 Table 2-1 shows a design criteria of reverberation time RT60 <1.0 sec for auditoriums. Please confirm room acoustics design for the Auditorium is to meet RT60 < 1.0 sec.

2 23 7-Aug-25 UFC 3-101-01 Table 2-1 requires Auditoriums to have STC 60 walls and STC 50 doors. Please confirm that we are to follow this requirement for a higher STC at auditorium walls. The 35% Drawing A-101 shows both partitions and doors with STC 50 rating (since they are perimeter SCIF walls and doors).

2 24 7-Aug-25 Please resolve the conflict between the responses to RFIs #37, #74 and # 75 answered with Amd. 03: All questions pertained to SOW 1.3.16.4 and 1.3.16.5, and wanted to confirm whether only the boundary walls of the secure spaces are required to have 50 STC rating (i.e., ICD 705 Wall A, Sound Group 4), or if the non-secure boundary walls of the Mission Planning Rooms are also required to have 50 STC rating, as SOW
1.3.16.5 calls for 50 STC Doors to these rooms, but does not specify 50 STC rated walls.
RFI # 37 response says the only 50 STC walls are the boundary walls.
RFI #74 and #75 responses indicate that both the perimeter walls for the classified area (74) and the partitions for the various offices, MPRs and Briefing Rooms inside the classified area and references ICD 705 Wall A, Sound Group.
Please provide clarification as follows: Identify each room (by Room Number) which requires 50 STC rated partitions/walls (all 4 walls) as well as 50 STC rated door, with the understanding that only the rooms walls which are also part of a secure boundary wall will be constructed to comply with ICD 705, Wall A, Sound Group 4. 50 STC partitions which are not part of a secure boundary do not need to meet other ICD criteria for boundary wall construction (e.g. gauge and stud spacing).

2 25 7-Aug-25 Can an air-cooled chiller with a capacity greater than 40 tons be used on this project? SOW 1.4.42, Attachment 4, Appendix J Nellis-Creech Mechanical and Plumbing Requirements, Item 9f.
MECHANICAL Yes, The government requires all chillers to be air-cooled and water-cooled chillers are not allowed under Clark county regulations.
2 26 7-Aug-25 If a 4-pipe fan coil system is used in the HVAC building design, please confirm that the Server Rooms and Utility Room only need to be served by ductless DX split systems.
SOW 1.3.20.15, 1.3.20.16, and 1.4.42.29.3
MECHANICAL In the Server rooms ductless dx split system are to be redundant systems specific to these room requirements. In the Utility room a ductless dx split system can be used.
2 27 7-Aug-25 Based on the SOW 1.3.1.6.6 and RFI Response 151, this project is required to comply with the 21 minimum ATFP standards given in UFC 4-010-01 dated 12 December 2018 with Change 3, 24 May 2024. Standard 2 requires a zone of unobstructed space to extend 33ft from the outside edge of the existing building and additions. The intent of this space is to prohibit an aggressor from concealing packages or other items which might constitute a threat.
The existing CMU wall to the northwest of Existing Building 47 creates an enclosed area that is only accessible via a lockable gate to the adjacent sidewalk or from Building 47. There is a new break room in Building 47 and a shade area in the enclosed area, which will encourage foot traffic into the enclosed area.
Please confirm this area can be considered a space in which threats would be visually detected by building occupants per Section 3-3 of UFC 4-010-01, and that a lid spanning from the CMU walls to the project buildings would not be required as a physical barrier to keep threats from being tossed from beyond the CMU walls. Please confirm is it acceptable to only enclose site elements within the 33ft unobstructed space that provide opportunity for threat concealment, and no additional enclosures are required.
SOW 1.3.1.6.6 and RFI 151 Response. ATFP See RFI Log 2, #13 above.
2 28 7-Aug-25 Per the response to RFI 41, "New CMU site walls shall match the existing split-faced, honed and vented CMU as applicable. EIFS is not to be used on the new CMU walls. Per SOW 1.4.7.2 Existing exterior masonry walls shall be painted to match the new exterior masonry walls." On Sheet A-201, Key Note1 and Exterior Finish Schedule Note E-1 on the West Elevation identifies this wall as new (CMU) and says to paint to match existing. Please confirm whether the new exterior CMU walls building walls are required to be painted, or have exposed integral color as described in the RFI response cited above.

2 29 7-Aug-25 The SOW and 35% Concept Drawings specify the provision of 6" H raised access flooring to be provided for the Auditorium and Large Multi-Purpose Room; the access floor appears to be required to accommodate cabling and receptacles for power and data for Auditorium seating and Multi-Purpose Room cubicles.
On recent projects designed for ICD 705 compliance, access flooring has been eliminated from the design by security; it creates a vulnerability as another concealed space requiring regular inspection. Data has been routed to workstations via cable trays exposed below the ceiling to surface-mounted raceway at walls or to power poles, and at floors using an inspectable system like Connect Rac. Please respond to the following questions:
1. Confirm that the use of the proposed raised access flooring system has been vetted by the AO/SSM or other accrediting authority.
2. Confirm whether the raised access flooring can be deleted at the Auditorium, or must be provided as shown, as a surface-mounted distribution system will be too disruptive for the seating configuration.
3. Confirm whether the raised access flooring can be deleted at the large Multi-Purpose Room, as the power and data cabling can readily be routed to banks of cubicles from adjacent walls.

The 35% design provided is a conceptual design. Contractor shall develop the 65%, 95% and 100% to maintain the same number of auditorium seats, workstations in the multi purpose room and square footage for the multi purpose room. Changes to the existing design shall meet all accessibility requirements, ICD 705 standards. If the design is modified for increased access under the floor contractor’s may propose a depressed slab, to minimize design changes due to the limited space inside the building addition for longer ramps to accommodate a 12” or 18” access floor at the interior and exterior. The cage requirements under the access flooring may be waived if space restrictions will only accommodate conduit installation.
Design coordination of this change with all disciplines shall be accounted for where the contractor proposes this change.

2 30 7-Aug-25 Please reconsider the response to Amd 03 RFI 108 and height of access floor. Raising the height of the access floor to accommodate all of the below-floor utilities does not appear to be feasible, considering the additional space that would be required for a longer ramp while maintaining the same SF and quantity of seating. If additional clearance is required, it appears that a depressed slab may be needed to accommodate an access flooring system with adequate clearance. Please provide a specific direction for this issue, to ensure all bidders are estimating the same scope.
Response to Amd. 03, Comment 108 ARCHITECTURAL The 35% design provided is a conceptual design. Contractor shall develop the 65%, 95% and 100% to maintain the same number of auditorium seats, workstations in the multi purpose room and square footage for the multi purpose room. Changes to the existing design shall meet all accessibility requirements, ICD 705 standards. To minimize design changes due to the limited space inside the building addition for longer ramps to accommodate a 12” or 18” access floor at the i-terior and exterior, contractors may propose a depressed slab. The cage requirements under the access flooring may be waived if space restrictions will only accommodate conduit installation. 2 31 7-Aug-25 The referenced SOW section (and many others) describes STC criteria for the construction of the secure boundary of the ICD 705 spaces and references the Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities, Version 1.5.1 (ICD 705) in Appendix P.
Please clarify the acoustic testing requirements for the (2) secure building areas.
1. Will the acoustic testing be performed by the Government or will the work be included in the Contractor's scope?
2. If the testing is to be performed by the Contractor, may testing be performed by the D/B acoustic design consultant, or will an independent 3rd party testing agency be required?
3. Please confirm whether the instrumented acoustical testing may be performed per ICD 705, Chapter 9 Acoustic Protection, C. Acoustic Testing, 2.g) to Noise Isolation Class (NIC) Standards, with results to comply with NIC 40 for Sound Group 3 and NIC 45 for Sound Group 4 or whether the acoustic field testing is required to meet or exceed the STC (lab) value cited (i.e. 50 STC-rated wall shall achieve minimum 50 STC in field, not
NIC 45).

If the new additions and the existing building are to be considered as a non-separated occupancy, the construction type would also be Type V. Should the construction type be changed from II-B to V? If so, would wood construction in the additions be acceptable?

2 37 7-Aug-25 SOW states under "FLOORS" that "Colors and textures of each item must be selected by the government".
Will the government be providing standard finishes for all interior finishes to be used, or is this limited to flooring only? Will the design team need to provide any finish schemes for government approval?
SOW 1.4.13 INTERIORS Contractor is to propose the finishes for all interior finishes to be used and the government will approve the selections. The design team must provide color schemes for government review and approval. See SOW 1.8.2.5, 1.8.2.6
2 38 7-Aug-25 SOW states under "Interior Design Scheme" to "Provide a complete room finish and color schedule in the construction documents. Schedule shall be coordinated with the color board." Will color scheme be provided by government or is to be developed by design team?

Burning a CD on bid day will be very problematic.
With Vendors and subcontractors submitting their pricing closer to the bid submission time, burning the CD at the last minute could delay the process and eliminate some General contractors.

2 49 7-Aug-25 Due to several issues, it is likely that the life cycle cost analysis will show the proposed 35% design concept is NOT the most cost-effective option from an efficiency and constructability perspective.
To help solve these issues, it is our opinion that a 4-pipe HVAC system (with an air-cooled chiller and boiler) will be the best way to meet the building criteria and provide the best overall product to the Air Force.
However, this system will be more expensive from a first cost standpoint and is not able to be bid on with this solicitation format. Please provide clarification on how the contractor should bid on the Mechanical systems.
If contractors are directed to bid the project per the 35% design concept and the life cycle cost analysis shows a different system is required, please confirm that cost modifications will be available after the first design submission.
See list of issues below:
a. Per Appendix Y, the mechanical calculations included in the solicitation show the total cooling load for the building (excluding the two server rooms) to be 36.5 tons. However, the cooling load calculations appear to have been calculated at 106°F outdoor conditions, and not the 117°F requirement listed in the SOW. The total design cooling load for the building will be higher once it is calculated at 117°F, and most likely above 40 tons. Air-cooled packaged equipment is typically derated by 25% when operating in outdoor conditions of 115°, so the total delivered cooling will only be 30 tons for the designed units. Therefore, the 35% design concept will not work.
b. In addition, the new rooms in the building will be densely occupied and require a substantial amount of ventilation. This is not addressed in the 35% design drawing package, as equipment performance criteria for the listed "high performance" 20-ton HVAC units are not given.

MECH The government acknowledges the defect in the provided 35% design and refers back to the SOW where the contractor shall design and provide a HVAC system to meet the facilities cooling requirement. During the design build process, the contractor shall design to 117 deg F per the Nellis IFS.
During the LCCA, the contractor may choose another system as long as it follows all applicable codes and standards.
2 49 c. The 35% design drawings state to route the supply and return ductwork to the roof of the building and then back down through the roof inside each HVAC zone. This will result in a large number of roof penetrations and still will be extremely difficult to fit ductwork and VAV boxes above the ceilings. It is unlikely that ceiling heights higher than 7’-6” will be achievable in most areas.
Contractor is to confirm the achievable heights in their 65% design. Ceiling heights must meet minimum allowable ceiling height per code.
2 50 7-Aug-25 The 35% drawings do not reference demand control ventilation methods. Due to high occupancy, this building would benefit from this design strategy. Please confirm if contractor shall bid demand control ventilation per ASHRAE 90.1?

SOW 1.3.17.4 ELECTRICAL Tape Shields are not acceptable as they are not able to be grounded at both ends and cannot carry appreciable ground or neutral current. 1/3 concentric neutrals are able to be grounded at both ends and able to carry any grounding current up to its rating and/or any temp. fault current without damage while the upstream breaker takes the current offline.
It is base policy to ground the primary MV neutral at both ends as a safety measure.
2 61 7-Aug-25 Are the Main panel breakers required to be of the LSI type or are thermal magnetic breakers acceptable? Appendix A (pg.57) ELECTRICAL It is required that all breakers in the main service entrance panel be 100% rated including SPD and metering breakers. Use of 80% rated breakers is prohibited for all service entrance panels greater than 225A. Note that in many cases, LSI breakers are required to meet coordination requirements between main service entrance main breaker and the panel feeder breakers and between main service entrance panel feeder breakers and their downstream panels or major loads, usually the minimum ratio is 1.5 for proper coordination.

Appendix A (pg.55) ELECTRICAL In most office areas, most receptacles are planned for workstations.
However, in every office, there must at least one or more general purpose receptacles such that every portion of an office must be reachable with vacuum sweeper with a 15ft cord from one of the GP receptacles.
Office areas must also have dedicated receptacles for floor mounted copiers and shredders as required by the user.
For standard workstations, a maximum of 4 receptacles per dedicated workstation circuit is required and that 300VA continuous load per duplex receptacle is also required in the load calculations. Workstation receptacle loads are considered to be dedicated appliance loads at 300VA each and do not follow the NEC general purpose receptacle rules.
For nonstandard workstations the continuous load is greater and the number of workstations per dedicated circuit is further restricted from 4 to 3 or 2.
