Yes, CLIN 0003 includes all the items identified on Attachment 3 Bid Schedule CLIN 0003 and Attachment 1 Statement of Work, Repair. In accordance with the Solicitation Section M, in the event the lowest Offeror's bid exceeds the funds available, the offeror's base bid shall proceed through deductive items D0001-D0003 (Attachment 3 Bid Schedule) in stated order of priority until the aggregate total is less than or equal to the amount of funds available for the project.

The 35% design provided is a conceptual design and as long as proposed HVAC design meets the SOW section 1.3.20, UFC, IBC, Nellis IFS, and all other standards, contractor may use another system.

Per the supplied 35% drawings there are two package units shown. Due to the space constraints the duct work sizing from these units will not be feasable or will it fit in the allowable space above the ceiling. Will the Gov. accept another design such as a 4 pipe system with low profile fan coils that will fit in the allowable ceiling space?
SOW HVAC Yes, the government will accept deviation from the 35% conceptual design as long as the SOW, UFC, IBC, Nellis IFS, and any other standards are met.
7 17-Jul-25 Can other long lead items outside of electrical be submitted for approval before the IFC set? This would help construction timeline. SOW CONTRACTING
Per SOW Section 1.3.1.5 Project Phasing, Long lead items that are identified by the contractor’s engineer shall be identified in the contractor’s proposal and submitted to the Contracting Officer with a request to purchase them early in the project timeline to avoid construction delays. It is expected that the approved 65% drawings be complete enough to submit submittals for the new service transformer, the main service entrance panel at 480v, the main 208v panel(s) and the electric meter for approval to purchase them early to avoid construction delays. This submittal(s) shall not include any other equipment.

11 17-Jul-25 Can any site management rols be overlapped or multi hat? Or will each role be independent and designated (SSHO, Super and QCM)? CONTRACTING The roles can be multi-hat, however, the assigned individual cannot share time with other projects.
Additionally, a backup/alternate shall be available if the primary takes time off for any reason.

See sheet S-200 in Appendix A - 35% Concp Dsg PDF. Between Grids E-2/3 and J-2/3. See 1969 Original Build, File S14.TIF in Attachment 5 - Appendix X. Per SOW section 1.3.14.3 The depressed portion of the slab on grade is to be patched and repaired as required. This shall be with level floor in accordance with the 35% design intent. No Access Flooring is required in this area.
14 17-Jul-25 The sow calls for STC 50 Doors, what is the desired goal STC rating? If the goal is 50, we would recommend a STC 55 door so you can guarantee a STC 50 rating after installation. SOW ARCHITECTURAL / ICD 705 STC 50 doors are the minmium rating per the desired sound group rating. Acoustic Testing is required to confirm compliance with ICD 705.
15 17-Jul-25 We are required to provide a structural analysis of the existiing building. If any defiecienies are found, will these be treated as a change order or contract amendment? SOW CONTRACTING Contractor shall provide a structural analysis per the SOW Section 1.3.4. If any deficiencies are noted, they will be treated as an unforeseen sight condition.

Contractor is responsible for the procurement and storage of soils as needed for the project based on Appendix F Geotechnical Evaluation Report and any additional testing the contractor performs as a part of this project.

INTERIOR DESIGN / FFE Existing furniture and equipment that is not a part of the building's real propoerty (e.g. auditorium seating) will be removed as part of current B47 user's turnover of the facility. Power will be available throughout the construction at B47. Temporary power will not be provided by the Government during transformer installation. It is assumed that temporary generator power will not be needed as power is availble at B47. However, contractor is responsible for determining generator power needs throughout the construction of the project.
24 17-Jul-25 Will nearest fire hydrants be used for site water and dust control? SITE / CONSTRUCTION
Contractor is responsible for dust control per SOW Section 1.27.7. NAFB water resources shall not be used for dust control. See SOW Sections 1.20.1 Water and Electricity. Irrigation of existing trees and vegetation that will remain shall be maintained by the contractor during the entire duration of the construction contract.
25 17-Jul-25 Statement of Work, Section 01 11 00 - 11 paragraph 1.3.1.4 indicates IDS and ACS scope consists of empty conduits with pull strings; please confirm CCTV system will aso consist of empty conduit and pull strings.
SOW 1.3.1.4 CCTV CCTV requiremnets were removed from the scope of the project per the End User prior to solicitation. There are no current requirements for CCTV.

The RFP is silent about existing or new OSP Outside Plant (site telephone and fiber optic) telecommunications cable requirements. Please indicate if existing OSP cables will be reused or if new need to be provided and if so, provide requirements (POC, # of telephone pairs, # of fibers, # of conduits, termination points, etc.) if applicable.
COMM The existing fiber optic cables can be reused if preserved/protected properly. The copper will not be so easy. It is direct buried

See Nellis & Creech Air Force Bases IFS C09.1.12. Install lighted bollards only at Group 1 and high-traffic Group 2 facilities. Reference Section C07.2.5 for information on lighted bollards. Lighted bollards are not required along the sidewalks. Refer to Appendix I for Nellis and Creech AFB IFS Lighting Requirements.
29 17-Jul-25 Drawing ED-101 keynote 10 indicates: "relocate existing communications pole". If pole has existing communications cables, then provide information about such cables including type, size, # of pairs, fiber type and count, etc. and the new location of the existing pole.
Drawing ED-101 ELECTRICAL / COMM Contractor shall relcoate communications pole as stated in the drawing sheet. The logistics of all cables shall be gathered after contract award, during the design process.

a) The primary (12.47kV) feeder shows a change of direction; per UFC, a manhole needs to be provided at all changes of direction. Please confirm a manhole needs to be provided at this change of direction. b) keynotes 2, 3, & 4 indicate fused cut-outs, primary feeder conductors and secondary feeder conductors are provided by the utility company; please confirm all the equipment in notes 2, 3 & 4 is to be provided by the contractor not the utility company, c) indicate if any lighting or power needs to be provided to the shade shelter.

a) Since the 35% design was completed, B47 is now fed from 6-way switch at the corner of Devlin & Grissom. Therefore, no pole mounted feed is required. Contractor shall replace the cable from new T47 to Switch as the current cable is too short. Conduits are existing and can be modified at the new transformer pad. No manhole is required.
b) These items are no longer required.
c) Power to the shade structure is not required.
31 17-Jul-25 Where the RFP requires the use of exposed raceways on walls: is EMT acceptable or are combo (power/data) metallic raceways required (similar to wiremold 4000 series)? ELECTRICAL / ICD 705 The use of rigid or EMT is required.

The Preliminary Electrical Load Calcuations include a 70% UFC Demand Factor per UFC 3-501- 01, Table 1. Per UFC 3-501-01 paragraph 3-2.3.1: "Do not apply these factors to distribution equipment downstream of the service entrance transformer". Therefore, the 70% demand factor may be applied to the pad-mounted transformer but not to the Main Switchboard MSB. If applicable, please provide the required new MSB amps size to meet UFC requirements.
Attachment 4, Appendix Y - Preliminary Calculation B47 ELECTRICAL MSB shall be 800A and service transformer shall be at a minumum 750 KVA.

Per the SOW, the offcie rooms, large auditorium, multipurposed rooms and brifing rooms inside renovated area, and new addition are to be constructed to meet the requirements of ICD-705 Physical Security requirements located in Appendix P. However, the specific criteria listed in SOW sections pertaining to different disciplines only mentions STC requirements and penetration treatment for secure boundary walls. Please confirm whether the RFP Statement of Work as pertains to the ICD 705 compliance has been reviewed with the CTTA per ICD 705 Chapter 3, Section C.4 "Radio Frequency at Perimeter Walls", and that the boundary of the secure spaces in B47 DO NOT require RF attenuation, which could include RF Shielding at the secure areas' boundary (walls, true floor and true ceiling), RF Shielded doors, power filter, RF filters for low votage copper and cabling, honeycomb waveguides at ductwork and piping penetration secure boundary, etc.

Please confirm that the only 50 STC-rated walls are the boundary walls of the (2) ICD 705 secure suites, and that none on the rooms inside the secure secure suites require 50 STC separation from each other (for example, MPR-Large to Office-1). SOW 1.3.6.5 indicates to provide 50 STC doors to mid-size mission planning rooms (as well to the secure boundary openings), but 1.3.6.4 only requires 50 STC walls for the secure boundary. If there are additional spaces within the suites that require acoustical separation, please identify rooms and define the acoustic rating required.
SOW 1.3.6.4 and 1.3.6.5 ICD 705 / USER Correct. The only 50 STC-rated walls are the boundary walls.

Existing Roof Conditions: The existing (and new) roof above the secure suite areas are considered to be the "true ceiling" which is required to meet the same 50 STC performance as the secure boundary walls; per as-built drawings provided, we know the existing roof was replaced in 2003, but the drawings only describe 90 MIL EPDM membrane over R-30 insulation - there is no mention of a coverboard as part of the assembly, and the set does not include any roof details. It is unclear whether this roof assembly, which is indicated to be repaired/reused will meet the 50 STC requirement. Can the Government provide the shop drawings for the roof replacment project, so we can determine the acoustical performance of the roof? If not, provide direction for acoustical mitigation.
SOW 1.3.16.10 ARCHITECTURAL Shop drawings are not available for the previous roof replacement project at B47. Contractor may propose acoustical mitigation methods after contract award, during the design process.

Per the 35% drawings, the Classified Server Room is located inside the south secure area, which is separated from the northwest secure area by uncontrolled space. The plan configuration will required the classified data to leave a secure space, cross an uncontrolled area, and enter a different secure space. Please confirm this configuration has been approved by the AO or CTTA and whether a protected distribution system (PDS) will be required.

The SOW structural section referenced describes an area of depressed slab that be repaired/remain, and this area is identified on S-200 (between GL 2-3 and E-J). However, this area of depressed slab is not identified on the architectural drawings or described in architectural SOW to receive access floor. During the 7/14/25 site visit, it appeared to us that this proeviously depressed slab area in Room DDS-2 has been infilled with concrete at some earlier date. Please confirm whether this area has a level or depressed floor slab, and it is depressed, provide direction as to treatment.

The SOW and referenced 35% drawings indicate the new CMU walls; the SOW states to "Provide CMU walls, both split-faced and honed to match existing color and pattern of adjacent buildings, but A2.01 indicates to paint the new CMU to match existing. Per the site visit, it appears that the existing CMU walls have an EIFS finish applied over the existing CMU, approximately 2" thick.
Please confirm whether we need to provide an EIFS finish over the new CMU to align with the face and color of the existing finish wall, or if we are to paint the exposed "New" CMU (which will not align with the face of the exterior walls) to match the EIFS color.
SOW 1.4.7.2, 35% Drawings A- 101, A-201 and S-200. ARCHITECTURAL
New CMU site walls shall match the existiing split-faced, honed and vented CMU as applicable.
EIFS is not to be used on the new CMU walls. Per SOW 1.4.7.2 Existing exterior masonry walls shall be painted to match the new exterior masonry walls.
42 17-Jul-25 Please confirm whether it is acceptable for our design team to include the civil engineering firm (J.B Young and Associates), who were responsible for the civil engineering design for the 35% submittal for this project?
GENERAL Yes, that is acceptable.

The Basis of Design section referenced mentions compliance required with Executive Order 14057 (decarbonization and clean energy (i.e., electrification)) which is reflected in the proposed mechanical system equipment design shown onthe 35% drawings. This EO was revoked by the Federal Government on January 20, 2025. Please confirm whether the "electrification" requirements shown in the 35% design are still applicable, or whether HVAC systems using natural gas may be considered.
Appendix C Basisi of Design, 5.3, 35% Drawings C102, MD101, and M101 MECH / ELEC HVAC systems using natural gas can be considered if natural gas is available, otherwise, electrical shall be used.

1. The zoning plan on M002 does not seem to have adequate zones to provide temperature control based on occupancy and orientation. We suggest requiring additional zones for Zone-1 (due to size), and the following zones to make better temperature control between heavily occupied dense rooms in one zone: Zone-3, Zone-9 and Zone-8. If the government wants to add these zones, please revise the RFP accordingly to require this.
35% Drawings, M002 MECHANICAL The 35% design provided is a conceptual design. Contractor may propsoe zone revisions, provided the HVAC design meets the SOW sections 1.3.10, 1.3.20, 1.4.42, UFC, IBC, Nellis IFS, and all other standards.

The referenced section in the SOW states that no mechanical equipment may be located on the roof. Please confirm that this does not appliy to ductwork. M101 appears to show new ductwork routed to the roof, anf per the building sections referenced, it does not appear there is sufficient clearance above the ceiling to for all ductwork. Note As-Built Drawing A2 Section 1 shows an even lower top of masonry elevation (9'-7") than is shown on the 35% drawings A301 Section 2B (10'-8"), sop some areas of the building will have even less clearance.

Per APPENDIX J Nellis and Creech AFB IFS Mechanical & Plumbing Requirements 9.i. Roof mounted mechanical equipment is prohibited. However for some renovation projects and unavoidable configurations, roof equipment may be allowed on a case basis per BCE office approval.

Section 1.3.21 describes the requirements for the FA/MNS system, and in 1.3.21.1, it states that "The control units are anticipated to be reused. Existing devices, conduit and wiring in like-new conditins may be reused". Section 1.3.21.4 includes a note which reads "FA and MNS shall be replaced with Monaco throughout. Wheelock MNS devices are compatible with Monaco MAAP-X Fire Alarm Panel." Unclear whether the statement is supposed to read that the Wheelock MNS devices are not compatible, as the prior statement says to all devices replace with Monaco throughout. Please clarify which, if any, components or devices associated with the existing FA/MNS may be reused.
SOW 1.3.21.1 AND 1.3.21.4 FIRE ALARM The Wheelocks are compatible, however, the Hochiki devices are not compatible and shall be replaced.

35% drawings ELECTRICAL Panels shall be renamed to avoid the conflict, however, the panels shown in the design are required. Note that panels inside the SCIF shall be provided for all types of circuits and these panels shall not share circuits with non-class.

The overall building square footage with the additions and existing building area exceeds the 10,000 sf threshold for High Performing Sustainable Buildings (HPSB) Guiding Principles Third-Party Certification (TPC) eligibility, per UFC 1-200-02, Change 2 from Jun 2022. A new UFC 1-200-02, Change 3 was released July 8, 2025 which increases the threshold for TPC eligibility to 25,000 sf. Please confirm that the latest UFC is required for compliance (with Change 3, released July 2025) and that while Guiding Principles tracking and reporting are required, TPC is not required.

If the existing fiber optic cables are to be rerouted to a new comm room location, it must be confirmed that there is enough slack to do so. If there is not enough slack, then a splice may be needed to be created in MH 287A for each cable, making them long enough to reach the new comm room location. As for the copper, as stated above, it is direct buried and is not in the MH system. A house cable may have to be terminated at the copper’s existing location and pulled into the new comm room location.
