SECTION 01 11 00

SUMMARY OF WORK

1. PART 1 – GENERAL

1.1 SUMMARY

Description: Contractor shall furnish all design, labor, equipment, material, manufactured articles, transportation, supervision, site investigation, and all else necessary to perform all operations in connection with successfully completing project RKMF230064 – Construct Addition and Repair 328 WPS, Building 47 Nellis Air Force Base, Las Vegas, Nevada. The project shall be completed as required herein and per the attached 35% design, references, specifications, and Technical Analysis.

The contractor shall use Department of Defense construction standards, quality control, and efficient repair and construction practices. Contractor shall field verify all information provided and shall be responsible for obtaining all information necessary to properly complete design and construct the project. The final product shall be fully functional and usable when complete. The contractor shall not detract from this Statement of Work. All materials submittals must show review and approval by the Contractor’s Quality Control Manager. Any discrepancies between codes, standards, or provisions and this SOW shall immediately be brought to the Contracting Officer’s attention, and the more stringent requirements shall apply unless otherwise directed.

The contractor’s design and specifications shall correctly show and include all work as stated in this scope of work.

1.1.1 DEFINITIONS & ACRONYNMS:

1.1.1.1 Contracting Officer (CO): The Contracting Officer refers to a person with the authority to enter into, administer, change and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.

1.1.1.2 Contracting Officer’s Technical Representative (COTR): The Base Civil Engineer or his authorized representative is designated as the COTR (Construction Manager), for the purpose of technical surveillance and evaluation of the work performed under this contract. This designation in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in the terms of the contract.

1.1.1.3 Contract Clauses: Terms and conditions that clearly define and outline a specific part of the contract. Particularly, privileges, rights and duties relevant to the contract.

1.1.1.4 Statement of Work (SOW): Written descriptions (in the quality, detail, and professionalism identified in the Contractor’s technical proposal) documenting work required by

Statement of Work 01 11 00 - 2 the Government and may be provided by the Government or prepared by the Contractor. Included in the SOW are the specific technical requirements for the project.

1.1.1.5 Professional Certification: The process of affixing a seal or statement to a drawing or design document to indicate that the work to which it is affixed has been performed by a person licensed as a professional, in that area of expertise, in the state of Nevada.

1.1.1.6 Designer of Record (DOR): The individual accountable for specific portions of the design documents. Where professional certification is required for the design, the DOR would be the individual providing certification for that portion of the design. Where professional certification is not required, the DOR would typically be the individual who provided the design or specifications for a particular aspect of the project (i.e.: architectural, civil, structural, mechanical or electrical).

1.1.1.7 Design Cost: This cost includes direct engineering design time used to create drawings and specifications for the project, site visits and site investigations, administrative support, project manager during design, surveying on site, reproduction of drawings and prints, test soil borings, water flow testing of existing fire hydrants, and meetings with base personnel during design.

Design costs do not count against Air Force programming limitations on construction costs.

1.1.1.8 Bond Cost: This item includes bonding for the entire contract including 3 construction CLINs and 1 design CLIN and will be shown as separate item(s) or CLIN(s) on the bid schedule.

All items on Bid Schedule shall be in whole dollars and no cents.

1.2 LOCATION:

1.2.1 The project site is located at 4390 England Ave, Nellis Air Nellis AFB (NAFB), Nevada 89191. See locations as shown on the 35% design documents. Proposed building additions are to the west and south side of the existing building.

1.2.2 Nellis Air Force Base (NAFB) is located approximately nine (9) miles north of downtown Las Vegas at the intersection of Las Vegas Blvd and Craig Road. NAFB consists of three main areas: the Main Base, Area II, and Area III. This project is located on the main base.

1.3 DESCRIPTION OF WORK: The work to be accomplished includes, but is not limited to, the following:

1.3.1 Project Goal

1.3.1.1 This project is divided into four classifications of work: Design, Minor Construction (MC), Repair (R) – Building and Repair – Parking Lot. Cost proposal shall not exceed the limits as stated in the Bid Schedule. The contractor shall utilize and improve on the 35% conceptual design package to provide a 100% stamped design and use that design to execute

Statement of Work 01 11 00 - 3 the Minor Construction and Repair portions of this project. The Minor Construction (MC) part of this project requires the contractor to design and construct a new addition on the west and south sides of Bldg 47 as shown on 35% conceptual design documents. The addition on the west side will be higher than the existing building and shall have an independent roof. The west addition shall have an entry to the building on the west side, a lobby, two (2) small offices, a large auditorium, a large multipurpose room, and a large office. The auditorium and the multipurpose room will have 6” raised flooring with access ramps. The south addition shall be located in the building notch on the southeast corner of the building and the existing roof shall be extended over this space. The south addition shall have five (5) briefing rooms. The existing building will be renovated to house three (3) large offices, one (1) small multipurpose room and three (3) small multipurpose rooms, two (2) server rooms, a conference room, a mother’s room, restrooms, utility room and breakroom. The office rooms, large auditorium, multipurpose rooms and briefing rooms, inside renovated area, and new addition (except lobby and two (2) offices inside the lobby), are to be constructed to meet the requirements of ICD-705 Physical Security requirements. Refer (Appendix P) to 35% Design drawings for location of classified area. Aforementioned design and construction will follow all applicable Federal, State and Local codes and Department of Defense codes including all Unified Facilities Criteria, Engineer Technical Letters (ETL), the Nellis & Creech Air Force Bases Installation Facility Standards (IFS) (Appendix G) and it’s appendices as found in Appendices H Through L and R, and UFC 04-010-05.

The contractor is to provide and install new power, communication, plumbing, drains, HVAC, FA & MNS system and fire suppression. The contractor shall also provide the following: all conduits, J- boxes, electrical power, grounding, and communication circuits to support a new Access Control System (ACS) and Intrusion Detection System (IDS) for this new classified area. The security equipment itself shall not be purchased nor installed by the contractor. Pull strings shall be installed to support these new systems only. The aforementioned design shall comply with all applicable Federal, State, and local codes and Department of Defense codes to include all Unified Facilities Criteria, Engineer Technical Letters (ETL), IFS and its appendices, ICD 705 (Appendix

P), UFC 04-010-05, UFC 4-010-01, UFC 4-021-02.

1.3.1.2 Secure Inspection Requirements

All contractor and subcontractor personnel tasked to perform work on this project shall be citizens of the United States. Proof of this shall be provided to the government after award.

The 328 WPS Site Security Manager (SSM) or representative shall be allowed to access all construction areas to ensure compliance with and documentation of construction. SSM will also be allowed to inspect all materials, take pictures for record of construction progress, and perform detailed inspection for accreditation of the work required in the new classified area within building

47. SSM will contact the CES project manager and the Contracting Officer in the event that there are issues that need to be corrected. Personnel from 99 CONS, 99 CES and other designated representatives will also be allowed to access the construction site to perform observations and inspections as required.

The contractor shall control and record all personnel’s access to the B47 construction site. A daily sign-in log shall be managed by the contractor’s Site Superintendent and or Quality Control

Manager. That log shall be saved by the contractor for record and submitted to the government’s Site Security Manager (SSM) via the 99 CONS Administrator on a weekly basis.

Once demolition of the construction area is completed the contractor shall notify the government so the SSM can begin inspections of all construction as required.

The contractor/site superintendent shall provide and install a physical security barrier to control access into and out of the B47 construction area in direct compliance with ICD 705 (Appendix P) and UFC 04-010-05. The construction area shall be locked by the contractor when work is not ongoing.

All materials for the B47 construction shall be locked in a secured container in the construction area until used per ICD 705 and UFC 04-010-05.

The contractor shall ensure that all personnel that perform work on this SCIF and all materials that are installed in this SCIF comply with the requirements of ICD 705 (Appendix P) and UFC 04- 010-05.

1.3.1.3 Quality and Supervision

The contractor shall implement and enforce a Quality Control Program. All material submittals for B47 shall be signed by the Designer of Record. Their Quality Control Manager or Site Superintendent shall perform detailed inspection of each level of work, products provided, completed tasks, and other deliverables to ensure compliance with ICD 705 (Appendix P) construction requirements. Quality Control Inspection Reports shall be signed, dated, and a copy submitted to the government during the biweekly meeting. This inspection shall also be conducted, and forms completed when requested by the government to verified completeness and compliance and with ICD 705, ICD 705-1, UFC 04-010-05, UFC 4-010-01, UFC 4-021-02, DoD 5105.21, Vol 2, DODD 5205.07, Vol 3.

The contractor’s Site Superintendent shall conduct bi-weekly meetings with the government’s CE Project Manager and or the CE Project Inspector and Contracting to support the following:

determine/confirm compliance with SCIF construction standards; discuss future work planned;

minimize impact to the customer; coordinate internal building outages with customer; provide and discuss Quality Control Reports; improve quality control tasks; discuss and correct discrepancies;

and complete other coordination efforts as required.

1.3.1.4 Classified Area Design Requirements

The contractor’s design must clearly show the perimeter of the classified area, elevations of the interior and exterior of each sound rated wall of the classified area, details of how each STC rated wall is built, details and locations of each penetration through the sound rated wall, and other code requirements. All utilities entering the classified areas shall be consolidated through a specific area to reduce inspection requirements by the user. The contractor will provide dielectric breaks on all new metallic conduits and ducts that penetrate the sound rated walls. Existing metal conduits shall be grounded. The contractor shall design and construct all STC rated walls to meet the

Statement of Work 01 11 00 - 5 requirements in ICD 705 (Appendix P). High acoustically rated insulation and joint sealant shall be used to fill all voids. High pressure lines that cannot use PVC to transition the classified barrier shall be sleeved through PVC pipe and sealed to meet the STC rating and grounded in accordance with the requirements of UFC 4-010-05.

SECURITY SYSTEM DESIGN: The contractor shall include a design of the new Intrusion Detection System (IDS) and Access Control System (ACS) with the design beginning with the 65% designs. Drawing for these system shall comply with the classified area UFC 4-021-02:

Electronic Security Systems. The contractor’s design must show all panels, devices, equipment, conduits, J-boxes, cables, other components required for a complete and functional Intrusion Detection System (IDS) and Access Control System (ACS.

The contractor shall utilize the 35% design, coordinate with Advantor Corporation Inc, 328 WPS security managers, the Government SAP Security Officer (GSSO), and the Special Security Officer to further develop the design for each system to meet the classified area requirements. The contractor’s 65%, 95% and 100% designs shall include the locations of each device and the routes of all circuits needed to support the installation of the IDS and ACS.

WIREWAYS INSTALLATION: The contractor shall provide and install all wireways/conduits, power, and communication and pull strings to support installation of the Intrusion Detection System (IDS) and Access Control System (ACS), but IDS and ACS systems must be independent of each other.

The contractor will not provide nor install the IDS or ACS equipment; however, the contractor shall coordinate with Advantor Corporation Inc, 328 WPS Security Managers, GSSO, and Special Security Officer to acquire and provide an approved IDS and ACS design at the 65% level. Nellis AFB only accepts IDS systems from Advantor Corporation and ACS systems from a DSX Authorized Dealer.

Wireways shall be installed at classified area entrance doors. Two dedicated power circuits, two 2-pair communication circuits, grounding, and all ACS and IDS wireways shall terminate on the inside of the classified area, within 3-feet of this door to support install of the ACS and IDS panels and pin pad card swipe devices. Wireways for pin pad and card swipe device shall be installed on the exterior of the main entry door to support personnel access.

1.3.1.5 Project Phasing

Long lead items that are identified by the contractor’s engineer shall be identified in the contractor’s proposal and submitted to the Contracting Officer with a request to purchase them early in the project timeline to avoid construction delays. It is expected that the approved 65% drawings be complete enough to submit submittals for the new service transformer, the main service entrance panel at 480v, the main 208v panel(s) and the electric meter for approval to purchase them early to avoid construction delays. This submittal(s) shall not include any other equipment.

1.3.1.6 Required Updates to 35% Design

1.3.1.6.1 The contractor shall perform the following updates to the existing 35% design package prior to submitting the next level of design to the government.

1.3.1.6.2 The contractor shall remove the name, address and other information of the contractor who was tasked to provide the initial 35% conceptual design for this project.

1.3.1.6.3 The contractor shall keep the details of the Minor Construction and Repair portions of this project separated as shown on the 35% conceptual design.

1.3.1.6.4 The contractor must ensure that the title page for each design submitted to the government contains the following information.

o Name, Title, and Symbol of the Prime Contractor.

o Project Directory containing the name, company, address and phone number of the Engineer for each discipline and the Designer of Record.

o Governing Agency Codes and standards.

o Drawing Index

1.3.1.6.5 The contractor shall address and incorporate the 35% design review comments to the initial design submittal as in Appendix T.

1.3.1.6.6 The contractor shall address and incorporate the 21 Minimum Antiterrorism Standards outlined in UFC 4-010-01 to ensure the design and construction of the project fully comply with the required standards. minimum protective measures shall include but not be limited to removal of vegetation (bushes) in the Unobstructive Space per latest UFC 4-010-01, para. 3-3.

1.3.1.6.7 The contractor shall address and incorporate the requirements the Nellis and Creech AFB IFS Electrical Requirements

1.3.1.6.8 The Contractor shall address and incorporate the acoustical requirements of ICD 705 (Appendix P) and UFC 04-010-05 in the 35% Design Analysis Sound attenuation and STC ratings.

1.3.1.6.9 The Contractor shall address and incorporate adjustments to make CMU openings compliant with block modules to mitigate undesirable saw cuts/ constructability issues where required in the 35% Design Drawings.

1.3.1.6.10 The Contractor shall address and incorporate adjustments to make the ramp and landings into MPR-Large (Room 08) and the door access into Room 23A ABA compliant where required.

1.3.1.6.11 The contractor shall confirm fire extinguisher cabinet locations and incorporate adjustments to properly locate semi-recessed, fully recessed or surface mounted cabinets depending on wall type, traffic pattern and installation in an unclassified or classified area.

1.3.1.7 Design/Build Requirements

1.3.1.7.1 DESIGN SEGMENT: This includes direct engineering design time used to expand on the 35% design package to develop and provide 65%, 95%, 100%, 100% Check Set, and 100% Issued For-Construction Set (IFC) designs. Each design package must include drawings, specifications, Technical Analysis, AF Form 66, and other items as required in this Statement of Work. This also includes other auxiliary design support such as site visits, administrative support, Project Management during design, site investigation, surveying on site, reproduction of drawings and prints, and meetings with base personnel during design.

1.3.1.7.2 Direct Design Cost: This includes direct engineering design time used to create drawings, specifications, and other design documents for this project.

1.3.1.7.3 Indirect Design Cost: This includes site visits and site investigations, administrative support, project manager during design, surveying on site, reproduction of drawings and prints, water flow testing of existing fire hydrants, investigation of existing building electrical, HVAC, Fire Alarm and Mass Notification systems, utility systems, and meetings with base personnel during design.

1.3.1.7.4 The Contractor shall include seismic evaluation of the existing facility.

1.3.1.7.5 CONSTRUCTION SEGMENT: The construction segment of this project consists of three (3) work classifications: Minor Construction, Parking Lot Repair, and Building Repair.

MINOR CONSTRUCTION (MC)

1.3.2 General Requirements

1.3.2.1 Contractor shall execute a design build project to provide a new building additions on west and south side. The new addition on the west side shall be 5,280 square feet and the addition on the south side shall be 633 square feet. Contractor shall utilize the 35% conceptual design package that was provided in Appendix A-D to develop and provide a 100% stamped design package. The 100% stamped For Construction design package shall be used to execute the Minor Construction portions of this project and will include a lobby, two (2) small offices, a large auditorium, a large multipurpose room, and a large office on the west side. The auditorium and the multipurpose room will have 6” raised flooring with access ramps. The south addition shall be located in the building notch on the southeast corner of the building and the existing roof shall be extended over this space. The south addition shall have five (5) briefing rooms. The building addition shall be provided with electrical, heating, ventilation, air conditioning (HVAC), communication, plumbing, sewer, fire suppression, fire alarm and mass notification system.

1.3.2.2 This facility shall comply with the Architectural Barriers Act.

1.3.2.3 The West addition shall have an entrance to the building on the West side.

1.3.2.4 Ensure the new building addition footprint is placed to minimally impact all existing utilities. Design must show all existing utilities and those that will be rerouted outside of the footprint. Sheet C-101 of the existing 35 percent design provides the analysis for the existing utilities.

1.3.3 Existing Conditions

1.3.3.1 Portions of the existing exterior walls on the west side and south side of the building shall be demolished to create new openings for the new additions at the west side and south side of the facility.

1.3.3.2 Portions of the existing concrete sidewalks, curbs, gutters, ramps, and handrails will be demolished on the south side of the building to make way for the new addition.

1.3.3.3 Numerous trees and vegetation will be demolished around the site. The irrigation system will need to be modified to accommodate the building addition. Irrigation of existing trees and vegetation that will remain shall be maintained by the contractor during the entire duration of the construction contract. The contractor shall replace any trees that die during construction.

Gravel ground cover will be removed and salvaged to make way for the new building addition.

Numerous on-site boulders will need to be relocated to make way for a new concrete sidewalk at the building entrances. Salvaged ground cover shall be stored per Section 1.19 Material Storage.

1.3.3.4 A portion of the north and east side CMU site walls will be removed to make way for the building addition.

1.3.3.5 UTILITIES: The Geospatial Information System (GIS) data shows that an underground communication line and electrical duct bank exist in the footprint of this new addition; The contractor shall conduct a ground penetrating radar survey to identify any additional utilities which may be located under the addition during the first design level. .Contractor shall take precautions when conducting any below grade work. See Section 1.3.5 Civil for additional information.

1.3.3.6 If any part of the sewer or water line is found under the footprint of the foundation the contractor shall inform the government during design so that it is accounted for during pre-construction phase.

1.3.3.7 Geotechnical Report. The Contractor is required to obtain the services of a Geotechnical Engineer. All explorations and Geotechnical evaluations and recommendations are the responsibility of the Contractor. Comply with section 1.4.1 Geotechnical Design. The contractor shall conduct a geotechnical survey during design. The Design-Build contractor may utilize the geotechnical survey report included in this document as a reference only for bidding purposes.

1.3.3.8 The locations of the existing utilities are unverified. The contractor shall provide for a GPR (ground penetrating radar) survey of the entire site. The contractor shall pothole all utility points of connections before construction. Report any conflicts to the Contracting Officer before ordering any materials.

1.3.4 Structural

1.3.4.1 The contractor shall develop the structural requirements provided in the 35% design package to fully design and execute construction of this project. The structural requirements shall comply with the latest codes and standards and Nellis and Creech Installation Facility Standard.

The designer shall provide design for the new and seismic retrofit of the existing building. The design must show details of all items required to support this project for existing and new structures.

1.3.4.2 A new addition at the North-East corner is attached to the existing building. The new addition walls are concrete masonry, and the roof framing is metal deck supported on steel joist. Roof steel joists are supported on new and existing concrete masonry walls. The walls are founded on continuous spread footing and the floor is concrete slab on grade. Portion of the existing building slab on grade slopes.

1.3.4.3 The East and West concrete masonry walls of the existing building are to be anchored to the roof diaphragm for out of plane loads. Provide angle ties for the out of plane anchorage. Provide a new drag strut on line 3 for connection of the existing concrete masonry wall to the existing roof steel beams.

1.3.4.4 The new addition on the West side of the existing building is separated by a seismic joint. The new addition roof is metal deck supported on steel joists spanning full width of building

Statement of Work 01 11 00 - 10 to the perimeter concrete masonry walls. The concrete masonry walls are founded on continuous concrete spread footings. The floor is concrete slab on grade.

1.3.4.5 The contractor must ensure that load bearing members of the foundation are not installed over any part of existing or new utilities.

1.3.4.6 The contractor shall design and install permanently installed fall protection in accordance with UFC 3-110-03 and DAFMAN 91-203.

1.3.4.7 Provisions shall be made at the point of steel roof joint connections to CMU walls to allow for temperature expansion of steel to avoid future CMU wall failures. Design drawings shall include details for this expansion detail.

1.3.5 Civil

1.3.5.1 The contractor shall develop the civil requirements provided in the 35% design package to fully design and execute the construction of this project. The civil requirements shall comply with the latest codes and standards and Nellis and Creech Installation Facility Standard.

Design must show details of all items required to support this project.

1.3.6 Architectural

1.3.6.1 The contractor shall develop the Architectural requirements provided in the 35% design package to fully design and execute construction of this project. The architectural requirements shall comply with the latest codes and standards and the Nellis-Creech Installation Facility Standard.. Design must show details of all items required to support this project.

1.3.6.2 Provide EPDM roofing for building addition. The color of the roof must match that of the existing building. The maximum slope of the roof is as stated in the IFS and UFC 3-110-03.

1.3.6.3 The building additions at the south and west shall not have any windows.

1.3.6.4 Provide anodized aluminum and glass exterior doors. Use dark bronze or clear anodized aluminum doors and frames with thermal breaks. Door and frame color/finish shall match existing exterior doors. Refer to the finish schedules of the 35% Design Drawings and Section 1.4.8 for additional requirements.

1.3.6.5 Provide and install exterior and interior door hardware to meet section D06.4 of the IFS. Lock sets shall be BMHA Series 4000m Grade 1 with removable cores. Locks shall be “Best” brand or “Best” compatible. Cylinders and cores shall be interchangeable and have 7-pin tumblers.

Provide “A” Keyway.

1.3.6.6 Interior doors shall be solid wood, unless noted to be STC Rated doors. STC rated door to be metal doors meeting the STC rating. Provide STC rated doors at all unclassified spaces to meet sound proofing requirements of the ICD 705 to enable split operations.

1.3.6.7 STC Rated Cipher Lock doors shall only be provided at the communications room.

Non STC Rated cipher lock doors shall be provided at the offices in unclassified spaces to ensure security of leadership offices.

1.3.6.8 All interior walls shall have a level 5 finish.

1.3.6.9 The walls of each room shall be painted to meet the requirements of the IFS.

1.3.6.10 Provide a vestibule mantrap at the entrance to each classified area.

1.3.6.11 Provide 6” raised floor and access ramp at large auditorium and large multi-purpose room.

1.3.6.12 Refer to 35% design drawings for classified and un-classified space.

1.3.7 Electrical

1.3.7.1 The contractor shall utilize and develop the electrical requirements provided in the 35% design package to fully design and execute construction of this project. The Electrical requirements shall comply with the latest codes and standards and the Nellis-Creech Installation Facility Standard; and the Nellis and Creech AFB IFS Electrical Requirements;. Design must show details of all items required to support this project.

1.3.7.2 Design must show all major electrical equipment that are needed to support the building addition’s medium voltage circuits and electrical service to the building’s additions.

Provide a one-line diagram of the medium voltage and electrical service. Provide short circuit calculations, kilowatt load to include amperage, voltage, KAIC rating, and demand requirements.

Provide a detailed panel schedule.

1.3.7.3 Provide and install electrical receptacles throughout the building to support user’s requirements.

1.3.7.4 Provide and install receptacles as shown in the 35% design drawings and the Nellis and Creech AFB IFS Electrical Requirements.

1.3.7.5 Provide dedicated electrical receptacles for each workstation per latest UFC3-520- 01.

1.3.7.6 Provide 120 volt GFCI electrical receptacles on the exterior front. GFCIs are to be located on each outdoor receptacle and not be GFCI breakers located in a panel. Outdoor receptacles are required to have GFCI unit per duplex receptacle with no other receptacles downstream of a given receptacle.

1.3.7.7 Provide dedicated circuits and receptacles to serve new equipment; printers, copiers, and other special equipment in the building addition. Install GFCI circuits and receptacles as required. Comply with the Nellis and Creech AFB IFS Electrical Requirements dated.

1.3.7.8 Provide a new lightning protection system per latest UFC 3-575-01 including required air terminals, connecting cables, down cables, and in-ground counterpoise grounding loop around the building additions.

1.3.7.9 Provide required grounding system for all new power distribution systems per latest UFC 3-520-01 and NEC.

1.3.7.10 Provide new lighting and lighting controls for the building additions per latest UFC 3-530-01 and ASHRAE 90.1. Computer workstation receptacles and most other receptacle shall not be controlled by time-of-day clocks or similar devices as required in ASHRAE 90.1.

1.3.7.11 Provide LED lighting fixtures throughout the interior and exterior of the building additions. The designer shall determine lumens per UFC requirements.

1.3.7.12 Provide egress path lighting in the building additions for all required egress passage per latest UFC 3-530-01, the NEC and NFPA 101. All egress lights and exit signs shall be backed up by a 90-minutes battery pack. Any egress lights located outdoors or located indoors with no air conditioning shall have demountable battery packs for relocating battery packs indoors in a conditioned space.

1.3.7.13 Lighting fixtures at the entrances and exits within the building addition shall contain emergency lighting capability.

1.3.7.14 Provide exterior light fixtures in the Soffit of the building additions. These light fixtures and photocells (if used) shall be rated for the ambient temperature per the IFS Lighting Requirement (Appendix I) and Electrical Requirements (Appendix H).

1.3.7.15 Provide electrical equipment and lighting fixture schedule in the design.

1.3.8 Low Voltage

1.3.8.1 The contractor shall utilize and develop the Communication requirements provided in the 35% design package to fully design and execute construction of this project. The Communication requirements shall comply with the NC 27-10, UFC 03-580-01 Telecommunication Building Cabling System Standard and the latest codes and standards as stated in this SOW. Design must show details of all items required to support these requirements.

1.3.9 Electronic Safety and Security (ESS)

1.3.9.1 Provide an addressable fire alarm control system for this facility. Per UFC 4-021- 01, the fire alarm system will be integrated with a mass notification system (MNS) and shall be collocated within the Monaco MAAP-X per the Base IFS Fire Protection Requirements. The control panel(s) will be located in the utility room per Appendix A, Drawings. If located in a mechanical or riser room, must be located inside a NEMA 12 enclosure or NEMA 4 enclosure for protection from dripping water, be dusttight, and spraying water from pressurized water if located within 4ft of panel, and these rooms shall have HVAC per Nellis AFB IFS Fire Protection Requirements. The NEMA 12 or NEMA 4 shall have a window and a display door when opened such that the display can be seen without opening the main door. Speakers must be waterproof if noted in mechanical or riser rooms. Note that most of the fire alarm rework and equipment shall be considered repair. The equipment installed in the additions and its installation shall be considered minor construction.

1.3.9.2 The fire alarm system shall be designed and installed in accordance with the requirements of UFC 4-021-01, UFC 3-600-01, NFPA 72, ADAAG and the Nellis AFB IFS Fire Protection Requirements.

1.3.9.3 Provide manual pull-stations at each personnel exit door from a normally occupied space.

1.3.9.4 Provide Duct-mounted smoke detectors in air handling units where required by NFPA 90A and UFCs. Provide other detectors, such as spot-type smoke detectors and heat detectors where required by code. Use of smoke detectors and heat detectors(and their temperature rating) in a sprinklered building shall be justified on the fire alarm drawing as generally smoke detectors and heat detectors are not used in a sprinklered building with the exception of smoke detectors in HVAC ducts and smoke detectors required adjacent to and above the main FACP panel.

1.3.9.5 Provide tamper switch for each control valve and connect to the system control panel.

1.3.9.6 Provide audible/visible notification appliances (speaker/strobes) throughout the facility in all normally occupied spaces. Placement of audible appliances will be such that the intelligibility index requirements of NFPA 72 are met throughout the facility. Fire alarm strobes will be white and MNS will be amber. The system will be a combined system and will use two separate strobes.

1.3.9.7 Provide transceiver that is capable of transmitting the following signals: 1) sprinkler water flow; 2) manual pull-station; 3) smoke detection; 4) fire alarm system supervisory alarm. In addition, the transceiver will transmit all general alarm signals with the fire station (general alarm and general trouble conditions). Transceiver shall be located within the fire alarm panel.

1.3.9.8 Provide mass notification system’s control panel per latest UFC 4-021-01, the autonomous control unit, will be co-located with the fire alarm panel.

1.3.9.9 Provide remote panels (referred to as local operator’s consoles) for the mass notification system in, or near the entry door. The system control panel(s) shall be fully compatible with the Base’s central station fire alarm/MNS monitoring system.

1.3.9.10 Mass notification system shall be installed in accordance with UFC 4-021-01, UFC 3-600-01, NFPA 72, ADAGG, and Base IFS Fire Protection requirements.

1.3.9.11 Provide card access and keys at all exterior doors, at doors from public to classified areas, and at server room doors.

1.3.9.12 See other sections on ACS and IDS. IDS from Advantor will normally use copper dry pairs from B47 to B2 unless new fiber cable has an unoccupied pathway available and the Advantor main panel has fiber terminations included

1.3.10 Mechanical

1.3.10.1 The contractor shall utilize and develop the mechanical requirements provided in the 35% design package to fully design and execute construction of this project. The Mechanical requirements shall comply with the latest codes, standards and the Nellis-Creech Installation Facility Standard. Design must show details of all items required to support this project. The contractor may submit value engineering recommendations for the government’s review and and consideration

1.3.10.2 The contractor shall provide an HVAC system for building B47 with electric heating and cooling capabilities. Equipment shall be ground-mounted on concrete pads and be sized to meet cooling and heating demands of the facility with maximum occupancy. HVAC equipment shall not be installed on the roof. All mechanical equipment shall be screened from view and easily accessible for maintenance and around all equipment, provide a safe environment for maintenance personnel. meeting all OSHA requirements. Server room shall have a redundant split system for cooling. Contractor shall perform an air test and balance on HVAC system.

1.3.10.3 Provide ventilation system for the entire facility to include restrooms.

1.3.10.4 Provide an Energy Management Control System (EMCS) using Direct Digital Control (DDC) that are manufactured by Johnson Controls Metasys to monitor and control HVAC equipment. The system must be connected to the Local Area Network (LAN). Johnson Control BACnet field controllers and thermostats shall be provided.

1.3.10.5 The contractor shall install new field controllers and thermostats per HVAC equipment using the new Johnson Controls BACnet field. All zone sensors will be replaced with the newest sensors. All zone sensors will be labeled with the address of FEC and equipment number it feeds.

1.3.10.6 The contractor must ensure the version of the Network Automated Engine matches the version of the existing Metasys ADX server that operates at the EMCS control office at Nellis

AFB. All controllers and control points shall be uploaded and pulled in to communicate with the existing Series Network Engine. The Series Network Engine will be pulled into the Nellis ADX Server. The version of the Supervisory Controller (SNE) must match the current version of the existing Metasys ADX server at Nellis AFB.

1.3.10.7 Provide a mechanical system schedule.

1.3.11 Fire Alarm/Mass Notification & Fire Suppression Systems

1.3.11.1 The contractor shall utilize and develop the Fire Protection requirements provided in the 35% design package to fully design and execute construction of this project. The Fire Protection requirements shall comply with the latest codes and standards and the Nellis-Creech Installation Facility Standard;. Design must show details of all items required to support this project.

1.3.11.2 See Repair Section 1.3.21 for additional details for the repair of the existing fire alarm, mass notification system to protect the entire facility and provisions of the fire suppression system for building 47.

REPAIR (R)

1.3.12 General Requirements

1.3.12.1 Contractor shall design and repair a section of building 47 to meet the requirements of 328th Weapons Squadron (328 WPS). The area shown on Appendix A-D must be repaired to support that function. The aforementioned 35% design shall be developed to a 100% Stamped Issued For-Construction (IFC) drawing set. Design and construction shall comply with applicable Federal, State, and local codes, Department of Defense codes to include all Unified Facilities Criteria, Engineer Technical Letters (ETL), the Nellis-Creech Installation Facility Standards, ICD 705 (Appendix P), UFC 04-010-05, UFC 4-010-01, and others as applicable.

1.3.12.2 Building 47 shall be designed to meet the requirements of this Statement of Work.

The Prime Contractor shall provide the following at a minimum:

1.3.13 Existing Conditions

1.3.13.1 An asbestos and lead based paint test report was provided to the contractor via Appendix E. The contractor can conduct another test if they see it fit to do so. All test reports shall be submitted to the government for record.

1.3.13.2 Contractors shall conduct abatement of hazardous materials if their reports identify any hazards. Abatement of all hazards shall be conducted using the procedure as identified in section 1.27 of this SOW. The contractor shall address the results of the Suspect Asbestos and Lead-Containing Materials Survey as noted in Appendix U in accordance with the Appendix M and Appendix V.

1.3.13.3 Numerous trees and vegetation will be demolished around the site. The irrigation system will need to be modified to accommodate the building repairs. Irrigation of existing trees and vegetation that will remain shall be maintained by the contractor during the entire duration of the construction contract. The contractor shall replace any trees that die during construction.

Gravel ground cover will be removed and salvaged to make way for the building repairs.

Numerous on-site boulders will need to be relocated to make way for new concrete sidewalks at the new building entrances. Salvaged materials shall be stored in accordance with Section 1.19 Material Storage.

1.3.13.4 All mechanical equipment on the exterior of B47 will be demolished. The large mechanical slab on the north side of the building will be demolished. The pad-mounted transformer will be demolished. The electrical generator and related panels will be salvaged and given to the Base by the contractor. A portion of the north and east side CMU site walls will be removed to make way for a new personnel gate.

1.3.13.5 The existing natural gas service, conduit, and all on-site natural gas equipment at Building 47 shall be removed and the service capped at street mainline. A portion of the sanitary

Statement of Work 01 11 00 - 17 sewer lateral pipeline will be demolished. All abandoned piping and conduit will be plugged with concrete.

1.3.13.6 Demolish all interior non-structural walls that currently exist in B47 as shown in 35% Concept drawings. Mechanical room walls to remain.

1.3.13.7 Designer shall conduct site investigation to identify all load bearing walls within the project space. Design and install means of supporting the weights of all openings required in such walls.

1.3.13.8 The contractor shall protect the South wall of the server room during demolition.

Refer to the 35% Design Drawings for additional structural details.

1.3.13.9 Demolish all systems as shown in 35% Concept drawings including lights, power, communication, control, HVAC, plumbing and others not noted. The existing fire alarm system will be modified by replacement for coverage of the existing building and coverage of the new additions to building 47. This list is not all encompassing.

1.3.13.10 The contractor shall conduct field investigation to identify all systems that must be rerouted due to the change in building layout.

1.3.13.11 Reroute all systems that must serve areas outside of the new classified. Work performed to reroute these systems shall be planned. New lines or circuits shall be installed to areas outside the new classified boundary if required. Outages shall be conducted during nonstandard duty hours or weekends.

1.3.13.12 The contractor shall remove all abandoned wires, cables, pipes, conduits, and other items from the renovated area.

1.3.13.13 Demolish all flooring that exist within the project area.

1.3.13.14 Demolish ceilings that exist within the project area.

1.3.13.15 Contractors shall report all debris and recycled materials as required by law.

1.3.14 Structural

1.3.14.1 Provide structural bracing across all openings in load bearing walls if openings are required.

1.3.14.2 Provide structural man-bars and inspection ports at all openings that exceed 96-square inches as required by ICD 705 (Appendix P). Man-bars where mandated at air-conditioning duct openings.

1.3.14.3 A portion of the existing building slab is depressed. The depressed portion of the slab on grade is to be patched and repaired as required.

1.3.14.4 A portion of the existing building slab slopes. The sloping portion of the existing slab on grade is to be removed and replaced with level slab on grade.

1.3.15 Civil

1.3.15.1 The contractor shall develop the civil requirements provided in the 35% design package to fully design and execute the construction of this project. The civil requirements shall comply with the latest codes and standards and Nellis and Creech Installation Facility Standard.

Design must show details of all items required to support this project.

1.3.15.4 The contractor shall demolish pavement, roadways, striping, sidewalk, mow strips, columns, fencing, vegetation, pads, CMU walls, light poles, utilities, bollards, curb, gutter, mechanical units, electrical units, retaining walls, etc. to make way for the building renovations and repair. Remove and salvage bike rack, boulders, and gravel ground cover for re-use. The contractor shall remove any unused salvaged gravel off- Base at the end of construction. The salvaged bike rack, boulders, and gravel ground cover shall be stored per Section 1.19 Material Storage.

1.3.15.5 Designer shall develop a fully complete site demolition plan, grading & drainage plan, pavement plan, utility plan, striping plan, landscape plan, irrigation plan, and horizontal layout plan per latest UFC 3-200-01 Civil Engineering.

1.3.15.6 Provide new fire water sprinkler lateral service to Building 47. Provide tapping valve at street point of connection. Replace sanitary sewer lateral pipe between Building 47 and the street mainline. The natural gas service piping and conduits shall be removed and capped at street mainline.

1.3.15.7 The thickness of new asphalt pavement, aggregate base, concrete pavement, sidewalk, and concrete slabs shall abide by the geotechnical report, UFC 3-200-01 Civil Engineering, and the IFS.

1.3.15.8 Provide pipe profiles for the new sanitary sewer pipe and new fire sprinkler water pipe.

1.3.15.9 Provide a new metal gate similar to the existing metal gate.

1.3.15.10 Provide a new 6-foot tall CMU site wall on the north side of the building addition, as necessary.

1.3.15.11 Design must include any work needed to support the upgrade of this project. Civil work is required to support the installation of new HVAC units on the North end of building 47.

1.3.16 Architectural

1.3.16.1 Provide room layout as requested by the customer 328 WPS and other offices as determined by the government. Refer to 35% Design Drawings.

1.3.16.2 Provide a new server room inside the classified area.

1.3.16.3 The breakroom will open to the hallway. No doors are required between these two areas. Provide two sliding doors from the breakroom to the patio on the north side.

1.3.16.4 Provide and install new STC 50 perimeter walls for the new classified area to meet ICD 705 requirements (Appendix P). All walls shall be built from floor to ceiling and from wall to wall.

1.3.16.5 Entrance to classified space and to mid-size mission planning rooms shall be designed to have STC-50 rated doors and access control. It shall be built to meet ICD 705 (Appendix P).

1.3.16.6 Show details of each wall section. Details must show all requirements as spelled out in ICD…
