STATEMENT OF WORK (5 SEP 08)
RKXF 08-8010
CONSTRUCT RANGE 6/6A HAND GRENADE TRAINING RANGE, R63C
(5 September 2008)
GENERAL REQUIREMENTS
SCOPE OF SERVICES:
The design-build contract will consist of two separate segments by the Contractor. The first is the Design Segment and the second is the Construction Segment. The specific requirements for this project are detailed in the description of work. These requirements will govern the Contractor’s Design and Construction Segments of the contract. The Scope of Services will include the following.
DESCRIPTION OF WORK:
The Contractor shall furnish all labor, supervision, materials, tools, equipment, incidental work, and professional design as necessary to design and construct a Hand Grenade Training Range at the Nellis Air Force Range (R63C) near Creech Air Force Base Nevada for the 99th Ground Combat Training Squadron. The training range consists of 6 earthen berms, 5 throwing pits, 1 observation pit and 1 ready wall. A proposed layout of the training range is provided for reference. Additional guidance is also available in US Army Field Manual No. 3-23.30, dated June 2005 and Training Circular No. 25-8, dated April 2004. The contractor will be required to submit a 35%, 95% and 100% final design package to the Government for review and approval. Offeror shall be responsible for obtaining any documents not attached as part of the RFP but referenced as criteria for the project. The project shall include, but is not limited to the following major items of work:
a. Earthen Berms (6 Total). Each earthen berm shall be 6 feet high. The cross section shall be trapezoidal, measuring approximately 6 feet wide at the top and 42 feet wide at the base. The longitudinal section shall be trapezoidal, measuring approximately 128 feet at the top and 164 feet at the base. The slope on all four sides shall be a rise of 1 foot per 3 feet of run. No borrow pit is available on site; therefore, all soil necessary to construct the earthen berms will be provided by the contractor. For berm soil description; construction spoil (recycle) without any petroleum products, also concrete materials not to exceed approximately 6” in size. is permissible. Outside layer after construction spoil shall be Type II rock and shall be 2’ thick and compacted to a minimum of 85%. The overall outside layer after Type II rock shall be 3’ thick Type II clean fill soil for added protection to prevent erosion. Provide necessary clearing and grubbing along with the demolition of existing structures. Berms shall be constructed parallel to each other and with a separation distance of 164 feet center-to-center. See proposed layout in ATTACHMENT #1 for reference. All Joshua trees and yuccas within the designated area are state protected and must be transplanted into a nursery area away from the impacted area. These trees need to be maintained in the nursery by watering 1 or 2 times per month with a water truck. Suggest that contractor trench rows for transplanting that are far enough apart to drive a water truck between the rows for easy watering.
b. Throwing Pits (5 Total). Each throwing pit shall be constructed with reinforced concrete walls and footing. Three sides of the structure measure 9’ wide x 6’ high x 0.5’ thick and the fourth side (knee wall) measures 9’ wide x 2’ high x 0.5’ thick. The top of the knee wall shall be sloped inward to allow any grenade dropped on the wall to roll into the throwing pit. Install drain pipes (no more than 2 inches in diameter) in the knee wall to allow throwing pit drainage. Slope the floor of the pits in the direction of the drainage pipes. The structure shall a dirt floor and no roof. The first 12 inches in depth of the pit floor shall be excavated and backfilled with sand. Additionally, a sand pit is also required outside of the throwing pit past the knee wall. Excavate an area 9 feet wide x 9 feet long x 12 inches deep and backfill the area with sand. See proposed layout in ATTACHMENT #1 for reference.
c. Observation Pit. This 3-sided structure shall be constructed with reinforced concrete walls, footings, and floor slab with no roof. The main wall of the structure shall measure 12’ wide x 8 feet high x 0.5’ thick. The other two wing walls shall each measure 9’ wide x 8’ wide x 0.5’ thick. Construct the wing walls at a 135( angle from the main wall. Provide a total of four (4) windows, each measuring 30” wide x 24” high. Install 2 windows equidistant across the main wall and 1 window centered on each of the wing walls. All the windows shall be installed approximately 46” from the finished floor elevation to the bottom of the windows. The window panes shall be 35 mm (about 1-3/8 inches) thick and constructed in accordance with paragraph C-4, page C-2, Appendix C of US Army Field Manual No. 3-23.30. The finished floor elevation shall be approximately 12” above grade. Provide concrete steps across the back side (the side without a wall) for easy access to the reinforced concrete observation deck floor. See proposed layout in ATTACHMENT #1 for reference.
d. Ready Wall. The ready wall consists of two detached reinforced concrete walls with a 6 foot separation. The total requirement is 48 LF of wall x 8’ high x 0.5’ thick along with adequate footings. The ready wall shall have a dirt floor and no roof. See proposed layout in ATTACHMENT #1 for reference.
