STATEMENT OF WORK (SOW) – Camera System Procurement and Installation
1. Introduction
1.1 Purpose: This Statement of Work outlines the requirements for a contractor, hereinafter referred to as the Contractor, to provide and install a complete video surveillance camera system at Building 848, Cannon Air Force Base, Clovis, New Mexico, for the 56th Special Operations Intelligence Squadron (Customer). This contract is considered a commodities contract and focuses primarily on the acquisition, installation, and commissioning of defined hardware and associated system components.
1.2 Background: The Customer requires an upgraded video surveillance system to replace and modernize the existing system at Building 848. The upgrade is intended to enhance security, improve video quality and coverage, support operational monitoring, and provide a compliant recording solution with sufficient retention.
1.3 Scope: This SOW covers the procurement, delivery, installation, configuration, and testing of eleven security cameras, associated recording equipment, cabling, mounting hardware, network components, and related accessories. The Contractor shall provide a fully functional video surveillance system with a minimum of thirty days of video retention. This SOW also includes initial system training for ten designated Customer personnel on basic system operation.
2. General Requirements
· 2.1 Contractor Responsibilities:
· Procure and deliver all hardware, software, licenses, and accessories required for the system as outlined in Section 3.
· Install cameras at Customer approved locations throughout Building 848, including interior and exterior locations, in accordance with approved drawings and site conditions.
· Install all required cabling, conduit, mounting hardware, racks, power distribution, and network components.
· Configure the camera system, recording system, workstation, and monitoring equipment for operational use.
· Test the system to ensure full functionality and compliance with the requirements of this SOW.
· Provide initial training to designated Customer personnel.
· Provide documentation including system configuration details, licensing information, and warranty terms.
· Comply with all applicable local, state, and federal regulations and building codes.
· Properly dispose of any discarded equipment associated with the system replacement.
2.2 Customer Responsibilities:
· Provide access to Building 848 and all required installation areas.
· Coordinate and approve final camera placement locations, subject to Contractor feasibility assessments.
· Provide necessary network access and coordination for system integration.
· Designate ten personnel to receive system training.
· Review and approve system installation, testing results, and final acceptance.
2.3 Project Timeline: The Contractor shall complete the project within a timeframe to be coordinated with the Customer. A detailed project schedule and installation plan shall be provided and coordinated prior to the start of work.
2.4 Communication: The Contractor shall designate a primary point of contact for all project related communication. The Customer shall also designate a primary point of contact. Coordination meetings and progress updates shall occur as required to support project execution.
2.5 Acceptance Criteria: The Customer will accept the completed system upon successful completion of testing and verification that all requirements in Section 3 have been met. Acceptance will be documented through Customer approval.
3. Specific Requirements (Technical Specifications)
3.1 Camera Specifications
· Quantity: Eleven cameras total
· Camera Types and Resolution:
· Six outdoor dome cameras, 2 megapixel resolution, varifocal lenses.
· Two outdoor fisheye cameras, 8 megapixel resolution, 360 degree coverage.
· Three outdoor multihead cameras, 8 megapixel resolution per unit, providing wide area coverage.
· Lens:
· Varifocal lenses for dome cameras.
· Integrated fisheye and multi sensor optics for specialty cameras.
· Night Vision: Integrated infrared capability suitable for exterior and low light conditions.
· Weatherproofing: Outdoor rated cameras suitable for exterior installation.
· Power: Power over Ethernet with supplemental PoE injectors as required.
· Networking: Wired Ethernet, enterprise grade, with camera channel licensing.
· Manufacturer and Model: Enterprise grade cameras consistent with the quoted equipment list and performance specifications.
· Other Features: Wide dynamic range, motion detection, and compatibility with enterprise recording and management software.
3.2 Recording Equipment Specifications
· Type: Network Video Recorder appliance.
· Channels: Minimum of eleven licensed camera channels.
· Storage Capacity: Twenty-four terabytes of onboard storage providing a minimum of thirty days of video retention.
· Recording Resolution: Full resolution recording matching camera capabilities.
· Remote and Local Access: Local workstation access via installed monitoring workstation.
· Compliance: FIPS compliant recorder and camera licensing.
3.3 Cabling and Connections
· Cat6 structured cabling shall be installed throughout the facility.
· All terminations, patch panels, connectors, and cable management shall be included.
· Cabling shall be routed using conduit, EMT, flexible metallic conduit, and appropriate mounting hardware.
· All cabling shall be installed neatly and in compliance with applicable codes and industry best practices.
3.4 Network Requirements
· The system shall integrate with the Customer’s existing network infrastructure using wired Ethernet connectivity.
· A dedicated PoE capable network switch, fiber modules, and associated networking hardware shall be provided as required for system operation.
3.5 Power Requirements
· The system shall utilize PoE power delivery for cameras.
· A rack mounted UPS and surge protection shall be installed to support the NVR and associat`ed equipment.
3.6 Software
· The system shall include enterprise camera channel licenses and FIPS compliant camera licenses.
· All required software for viewing, recording, and managing the camera system shall be included and licensed.
4. Testing and Acceptance
· 4.1 Testing Procedures:
· Verification that all eleven cameras are operational and correctly positioned.
· Verification of image clarity, night vision, and coverage areas.
· Verification that all cameras are recording properly on the NVR.
· Verification that the system achieves a minimum of thirty days of video retention.
· Verification of workstation functionality and system access.
· Verification of network connectivity and system stability.
4.2 Documentation: The Contractor shall provide written documentation summarizing testing results and system configuration.
4.3 Acceptance: Upon successful completion of testing and verification, the Customer will formally accept the system.
5. Training
· 5.1 Training Content
· The Contractor shall provide training for ten designated Customer personnel covering:
· Viewing live and recorded video.
· Basic system operation and navigation.
· Basic configuration and camera management.
· Common troubleshooting procedures.
5.2 Training Materials: User manuals and basic system documentation shall be provided.
5.3 Training Location: Training shall be conducted on site at Building 848.
6. Warranty
6.1 Hardware Warranty
The Contractor shall provide a one year warranty against defects in product and workmanship for all provided equipment. The warranty period shall begin on the date of Customer acceptance.
6.2 Installation Warranty
The Contractor shall provide a one year warranty on installation workmanship.
6.3 Warranty Procedures
Warranty service shall be coordinated through the Contractor. Warranty does not apply to existing equipment not included in this scope.
7. Exclusions and Assumptions
· The following are excluded from this SOW:
· Patching, painting, or replacement of ceiling tiles.
· Correction of existing code violations.
· Electrical or cooling upgrades not explicitly listed.
· Warranty coverage for existing equipment.
· Unforeseen conditions or equipment not listed in the approved quote.
8. Contractor Qualifications
8.1 Experience: The Contractor shall have demonstrated experience installing and commissioning enterprise grade video surveillance systems.
8.2 Certifications: The Contractor shall maintain applicable industry and safety certifications.
8.3 Insurance: The Contractor shall maintain general liability and workers compensation insurance and provide proof prior to commencement of work.
8.4 References: The Contractor shall provide professional references upon request.
