56 SOIS Camera System w/Install Questions

1. Could you please provide the following….

· Any available building drawings, floor plans, or as-built layouts for Building 848 Answer: No drawings are available due to this building being a Sensitive Compartmented Information Entity (SCIF).

· Approximate ceiling heights throughout the areas where cameras and cabling will be installed Answer: Cameras on the inside of the building are approximately 10.5 ft high. Outside cameras are at least 15 to 20 ft high.

· Any known variations in ceiling types (e.g., drop ceiling, open structure, hard ceiling) Answer: Outside is mostly open structure with the mechanical yard having an open ceiling. Inside is tile edge panel ceiling.

2. Are we allowed to propose any brand, or is a specific manufacturer required?

Answer:

Offerors may propose any manufacturer, provided the proposed cameras meet the requirements identified in the Performance Work Statement (PWS) in addition to this question-and-answer document. Products comparable to the Pelco Sarix Professional 4 series are referenced for performance baseline only; equivalent products which are brand name or equal are acceptable.

3. Can you please confirm the specifications for the listed cameras?

Answer:

The Government requires dome, fisheye, and multi-head cameras meeting or exceeding the performance characteristics of the Pelco Sarix Professional 4 series or equal products. “Or equal” products will be accepted, provided they meet or exceed the following minimum salient characteristics:

- Minimum 4K (8MP) resolution for dome and multi-head cameras; 8MP minimum for fisheye cameras

- Low-light capability suitable for indoor and outdoor operational environments

- Fixed dome, fisheye, and multi-head form factors as applicable

- Power over Ethernet (PoE) capability

- ONVIF compliant (Profile S and/or T)

- Indoor/outdoor rated as required by installation location (IP66 or equivalent for exterior cameras)

- Suitable for mounting heights ranging from approximately 10 to 20 feet

- Compatibility with a standalone, local recording system

- No integrated Wi-Fi, Bluetooth, or unauthorized wireless capability

- No default remote access, cloud connectivity, or external “phone home” communication unless explicitly approved by the Government

4. Are there any specific requirements for storage, RAID, or remote access?

Answer:

The system shall utilize a local, standalone video recording solution sized to support eleven (11) total cameras (six dome, two fisheye, and three multi-head exterior cameras). Requirements include:

- Storage capacity sufficient to support a minimum of 30 days of continuous recording for all cameras

- RAID configuration (RAID 1 or RAID 5 minimum) for data redundancy

- All data shall be stored locally; cloud-based storage is not authorized

- Remote access, mobile access, or external network connectivity is not authorized unless explicitly approved by the Government

- System shall operate as a closed/local system in accordance with facility security requirements

5. Workstation, PoE & UPS:

No specifications are provided. Please confirm if standard configurations are acceptable.

Answer:

Standard commercial configurations are acceptable provided they meet system performance requirements. Minimum expectations include:

- Workstation capable of supporting video management system (VMS) software for eleven (11) cameras with no performance degradation (modern supported operating system required; deprecated systems such as Windows 7 are not acceptable)

- PoE switching sufficient to support all cameras with appropriate power budget

- UPS sized to support recording equipment, switching infrastructure, and workstation for a minimum of 30 minutes

- All components shall be compatible and integrated to support a fully functional standalone system

- System shall allow for future scalability without requiring major system redesign

6. Could you please confirm whether prevailing wage (Davis-Bacon) or union labor requirements apply to this contract?

Answer: At this time, the Government considers this requirement to be for the supply of equipment (commodity) rather than construction or services. Therefore, prevailing wage requirements under the Davis-Bacon Act and union labor requirements are not applicable.

7. I have been looking into this with my team but I wanted to confirm if your team would be willing to look at a Hanwha solution?

Answer: Offerors may propose any manufacturer’s solution, including Hanwha, provided the proposed system meets the requirements identified in the Performance Work Statement and this question-and-answer document. Products comparable to the Pelco Sarix Professional 4 series are references for performance baseline only; equivalent products are acceptable.
