1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a Request for Quotation (RFQ). The Request for Quotation (RFQ) number FA485526Q0101 shall be used to reference any written quote provided under this RFQ.
3. This solicitation document and incorporated provisions and clauses are those in effect through:

The North American Industry Size Classification System (NAICS) code associated with this requirement is 334310 which has a small business size standard of 750 employees.
Description:
Cannon AFB is requesting a video recording system with installation at building 848 on Cannon Air Force Base located in Curry County, NM. Provide (1) appliance NVR recorder and associated equipment with a minimum of 30-day video retention capacity to be installed. Install six (6) dome Cameras throughout the facility, two (2) fisheye cameras, 1 at the generator OPS room outside and 1 installed at door 114 OSA door. Install (3) multi-head cameras outside to overview surrounding area. Considerations will be taken for building needs for camera placement and mounting. (1) Workstation will be installed on the main floor and replace existing workstation.
Removal of the old system will be included. See attachment, Statement of Work, for additional information.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.
FAR Provision *52.212-2, Evaluation -- Commercial Items (Nov 2021), applies to this acquisition and the following evaluation is applicable:
(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
1. Technical: Quote must be rated as technically acceptable to be eligible for award.
2. Price: Award will be made to the lowest priced vendor meeting all other evaluation criteria.
3. Past Performance: Award will not be made to any offeror that has relevant negative past performance.

(b) A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability. Please provide the names, addresses and points of contact for all financial institution organizations utilized to determine if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
