56 SOIS Camera System w/Install Questions
1. Could you please provide the following….
· Any available building drawings, floor plans, or as-built layouts for Building 848 Answer: No drawings are available due to this building being a Sensitive Compartmented Information Entity (SCIF).
· Approximate ceiling heights throughout the areas where cameras and cabling will be installed Answer: Cameras on the inside of the building are approximately 10.5 ft high. Outside cameras are at least 15 to 20 ft high.
· Any known variations in ceiling types (e.g., drop ceiling, open structure, hard ceiling) Answer: Outside is mostly open structure with the mechanical yard having an open ceiling. Inside is tile edge panel ceiling.
2. Are we allowed to propose any brand, or is a specific manufacturer required?
Answer:
Offerors may propose any manufacturer, provided the proposed cameras meet the requirements identified in the Performance Work Statement (PWS) in addition to this question-and-answer document. Products comparable to the Pelco Sarix Professional 4 series are referenced for performance baseline only; equivalent products which are brand name or equal are acceptable.
3. Can you please confirm the specifications for the listed cameras?
Answer:
The Government requires dome, fisheye, and multi-head cameras meeting or exceeding the performance characteristics of the Pelco Sarix Professional 4 series or equal products. “Or equal” products will be accepted, provided they meet or exceed the following minimum salient characteristics:
- Minimum 4K (8MP) resolution for dome and multi-head cameras; 8MP minimum for fisheye cameras
- Low-light capability suitable for indoor and outdoor operational environments
- Fixed dome, fisheye, and multi-head form factors as applicable
- Power over Ethernet (PoE) capability
- ONVIF compliant (Profile S and/or T)
- Indoor/outdoor rated as required by installation location (IP66 or equivalent for exterior cameras)
- Suitable for mounting heights ranging from approximately 10 to 20 feet
- Compatibility with a standalone, local recording system
- No integrated Wi-Fi, Bluetooth, or unauthorized wireless capability
- No default remote access, cloud connectivity, or external “phone home” communication unless explicitly approved by the Government
4. Are there any specific requirements for storage, RAID, or remote access?
Answer:
The system shall utilize a local, standalone video recording solution sized to support eleven (11) total cameras (six dome, two fisheye, and three multi-head exterior cameras). Requirements include:
- Storage capacity sufficient to support a minimum of 30 days of continuous recording for all cameras
- RAID configuration (RAID 1 or RAID 5 minimum) for data redundancy
- All data shall be stored locally; cloud-based storage is not authorized
- Remote access, mobile access, or external network connectivity is not authorized unless explicitly approved by the Government
- System shall operate as a closed/local system in accordance with facility security requirements
5. Workstation, PoE & UPS:
No specifications are provided. Please confirm if standard configurations are acceptable.
Answer:
Standard commercial configurations are acceptable provided they meet system performance requirements. Minimum expectations include:
- Workstation capable of supporting video management system (VMS) software for eleven (11) cameras with no performance degradation (modern supported operating system required; deprecated systems such as Windows 7 are not acceptable)
- PoE switching sufficient to support all cameras with appropriate power budget
- UPS sized to support recording equipment, switching infrastructure, and workstation for a minimum of 30 minutes
- All components shall be compatible and integrated to support a fully functional standalone system
- System shall allow for future scalability without requiring major system redesign
6. Could you please confirm whether prevailing wage (Davis-Bacon) or union labor requirements apply to this contract?
Answer: At this time, the Government considers this requirement to be for the supply of equipment (commodity) rather than construction or services. Therefore, prevailing wage requirements under the Davis-Bacon Act and union labor requirements are not applicable.
7. I have been looking into this with my team but I wanted to confirm if your team would be willing to look at a Hanwha solution?
Answer: Offerors may propose any manufacturer’s solution, including Hanwha, provided the proposed system meets the requirements identified in the Performance Work Statement and this question-and-answer document. Products comparable to the Pelco Sarix Professional 4 series are references for performance baseline only; equivalent products are acceptable.
8. The solicitation references a UPS but does not specify quantity. Could you please confirm whether a single unit is required for the server only, or if an additional unit is needed for the monitor/viewing station as well?
Answer: It should be a single unit. An UPS is required for the monitor and the server rack.
9. For the motion detector being replaced with a camera at the SCIF entrance, is there existing CAT6 cabling at that location, or should we plan for a new cable run?
Answer: We’re unsure if CAT6 is in there for the motion sensor. Plenum-rated shielded CAT6a is required for new runs.
10. For indoor CAT6 routing, is there a preferred pathway or existing infrastructure we should utilize, or would you prefer all new cabling to be run independently?
Answer: The pathways are already in place, but for the new additions, new cabling will have to be ran.
11. For the exterior camera to be installed on the rear of the building (ensuring it does not face the runway), is there a preference between a fixed-position camera or a PTZ camera with privacy masking capabilities? Additionally, the solicitation specifies the use of a multi-head camera for this location, which may result in portions of the runway being within view. Could you please clarify the intended requirement and any restrictions regarding field of view?
Answer: A fixed position camera for this location is acceptable. Camera placement and configuration shall not permit viewing, recording, or monitoring of the flightline or any restricted area. A camera with pan, tilt, or zoom capability must have those functions physically or administratively restricted as required by installation security policy.
12. For interior cable runs, should wiring be installed within existing or new conduit, or is plenum-rated cable secured to the structure acceptable?
Answer: Provide plenum-rated, shielded CAT6a communications cabling (CMP) for all cable runs within the project area. Installation shall comply with NFPA 70, project design requirements, and all applicable SCIP accreditation/security requirements. For the new cameras a new plenum rated conduit will have to be ran.
13. Does UPS need to be compatible with Generators?
Answer: The UPS shall be compatible with the existing facility input power and shall support uninterrupted operation of connected equipment for 30 mins during loss of normal power.
14. What is the desired runtime when power goes out?
Answer: 30 minutes
15. Assuming UPS needs to be TAA compliant?
Answer: Please review the clauses and provisions posted in this solicitation and remember the Christian Act applies.
16. Is a Network card requested for UPS?
Answer: No. A network card or any remote monitoring/remote access capability is not needed and shall not be installed or used. The system shall not be connected to the network. Please fully review other attachments for this solicitation.
17. Any Vendor preference?
Answer: No vendor preference, system specs along with applicable provisions and clauses shall apply.
18. Rack or Tower UPS?
Answer: Rack-mount UPS is required. It must fit and be installed in the current rack.
19. Are any racks needed for installed the UPS and the gear into? If so, give details. What kind of rack and size?
Answer: The UPS shall fit in our current rack. The contractor is responsible for providing the mounting hardware, and associated components in the proper type, size, and configuration to support the proposed equipment within that rack.
20. Any cable management and/or power distribution requirements?
Answer: Yes, the contractor shall provide all cable management, mounting hardware, and power distribution components necessary for a complete and functional installation. All components shall be suitable for the installation environment and support a neat, secure, and professional installation.
21. What size monitor would you like for the workstation?
Answer: Current monitor works just fine.
22. What location will we be installing the Fisheye and Multi-head cameras?
Answer: Fisheyes will go on the inside of the facility. The multi-heads will be on the outside of the building.
23. Would we need to paint conduit if conduit is needed?
Answer: No
24. What type of workstation would you like to use?
Answer: Current workstation is sufficient.
25. MULTI-HEAD CAMERAS - The specification calls for 3x multi-head exterior cameras. Please confirm whether Section 889-compliant multi-head units are required, or whether single-sensor cameras providing equivalent coverage will be considered acceptable alternates.
Answer: The Government requires all camera equipment furnished under this requirement to be Section 889 compliant. Offerors may propose either single-sensor cameras in lieu of multi-head units only if the alternative provides equivalent or better coverage and fully meets the stated functional, technical, and integration requirements of the solicitation.
26. ONVIF INTEROPERABILITY - Please confirm whether ONVIF Profile S/T compliance is a hard requirement, or whether equivalent VMS functionality delivered through a proprietary but fully compliant platform would be acceptable.
Answer: ONVIF Profile S/T interoperability is a requirement. Proprietary platforms that do not provide equivalent interoperability, compatibility, and functionality will not be considered acceptable.
27. CABLE RUN DISTANCES - As no site drawings have been provided, we are pricing conservatively assuming 100% new infrastructure. Could you provide approximate cable run distances (shortest and longest) from the head-end to camera positions to allow more accurate pricing?
Answer: Site drawing and exact cable run distances are not available. Offerors were strongly encouraged to attend the site visit to assess field conditions and determine pricing assumptions. Proposals shall include all cable, pathway, terminations, and associated infrastructure necessary to provide a complete and fully functional system.
28. EXISTING INFRASTRUCTURE - Is there any existing conduit, cable trays, or telecom room infrastructure that can be leveraged, or should all bidders assume a full greenfield installation?
Answer: Existing conduit is available for the camera locations being replaced. New conduit will be required for new camera locations. Offerors shall include all additional pathway and associated infrastructure necessary to provide a complete and fully functional system.
29. PERSONNEL SECURITY REQUIREMENTS - The solicitation references background checks for base access. Please confirm: (a) whether active security clearances are required for installation technicians, and (b) whether technicians will require continuous escort inside the SCIF or only at initial entry.
Answer: Active security clearances are required for installation personnel under this requirement. In addition, personnel shall be continuously escorted while inside the SCIF, not solely at initial entry.
30. SCHEDULE OVERRUNS DUE TO SITE CONDITIONS - In the event installation extends beyond the planned schedule due to access delays, escort availability, or unforeseen site conditions, please confirm whether additional time would be billable at a mutually agreed daily rate via a change order process.
Answer: No, this is a firm-fixed price contract
31. For the exterior mounts at 15–20 ft, will a lift be required or is ladder access sufficient?
Answer: The determination of whether ladder access is sufficient or a lift is required is the responsibility of the offeror. As the site visit was strongly encouraged, offerors shall base their proposals on their own assessment of site conditions and include all equipment necessary to safely complete installation.
32. Can you provide more details on the infrastructure so I can estimate the cost and material and additional charge for the installation?
Answer: Building blue prints are not available due to security issues.
33. What would be the project start date?
Answer: Within 30 calendar days of contract award.
34. Is FIPS compliance a must?
Answer: Yes
