Contract personnel require base access clearance and background checks with personally identifiable information submitted through secure methods. The contractor shall submit a Bill of Materials, product specifications, system layout, and Section 889 compliance certification. The period of performance is 30 days after award, with system inspection and acceptance based on functionality and compliance verification. A minimum one-year warranty on all equipment and installation is required, and any deficiencies identified during inspection must be corrected at no cost to the Government.

PERFORMANCE WORK STATEMENT
(PWS)
Video Surveillance System Installation
Building 848, Cannon AFB, NM
1. DESCRIPTION OF SERVICES
The contractor shall provide all labor, materials, equipment, supervision, and transportation necessary to design, furnish, install, configure, and test a complete video surveillance system at Cannon Air Force Base, New Mexico. The system shall be fully operational upon completion and meet all requirements outlined in this PWS.
2. SCOPE
The contractor shall provide a turnkey solution that includes system design and layout, equipment procurement, installation and configuration, testing and validation, and user orientation if required. The system shall operate as a standalone video surveillance system and shall not require connection to any Government network.
3. REQUIREMENTS
3.1 System Components:
- One (1) NVR system with minimum 30-day retention
- Six (6) 4K dome cameras
- Two (2) 8MP fisheye cameras
- Three (3) 4K multi-head exterior cameras
- One (1) workstation with monitor(s), PoE switches, UPS
3.2 Installation:
Contractor shall install all hardware, cabling, and infrastructure including Cat6, conduit, and mounting equipment.
3.3 Performance:
System shall provide full coverage with no blind spots, continuous recording, and 30-day retention.
3.4 Standalone Requirements:
System shall not use Wi-Fi, cloud services, remote access, or external data transmission unless approved.
3.5 Equipment:
All equipment shall be new, commercially available, and meet or exceed requirements.
3.6 Section 889:
Contractor shall comply with FAR 52.204-24 and 52.204-25.
4. SECURITY REQUIREMENTS
Contractor personnel must comply with base access, escort, and background check requirements. PII will be submitted through secure methods as directed.
5. GOVERNMENT-FURNISHED INFORMATION
The Government will identify coverage areas and provide access to workspaces.
6. CONTRACTOR SUBMITTALS
Contractor shall provide BOM, product specs, system layout, and 889 compliance certification.
7. INSPECTION AND ACCEPTANCE
System will be inspected for functionality and compliance. Contractor shall correct deficiencies at no cost.
8. PERIOD OF PERFORMANCE
30 Days After Award
9. WARRANTY
Minimum one (1) year warranty on all equipment and installation.
