About this file
This is a contract overview and site documentation for the Small Arms Firing Range (SAFR) Cleaning and Maintenance Service Contract at Cannon Air Force Base (CAFB), New Mexico.
The contractor shall provide all labor, personnel, equipment, tools, materials, vehicles, supervision, and services necessary to perform quarterly inspection, cleaning, and maintenance for two Small Arms Firing Ranges: the 27 Special Operations Security Forces Squadron (SOSFS) Combat Arms Training and Maintenance (CATM) facility (Building 4945) and the 26 Special Tactics Squadron (STS) CATM (Building 4665). Contract scope includes quarterly servicing of bullet trap systems, Heating, Ventilation, and Air Conditioning (HVAC) units, dust collection units (STS facility only), firing point areas, and Range Safety Officer/Control Booths at each facility. All work must comply with manufacturers' specifications and applicable federal, state, and local regulations including OSHA and EPA requirements. The 27 Special Operations Civil Engineering Squadron (27 SOCES) maintains the requirement, and a Contracting Officer Representative (COR) will provide technical oversight and day-to-day administration. The Contracting office and COR serve as the sole authorized point of contact between the contractor and range officers for scheduling, access, storage, and communications.
The document includes detailed specifications for each facility's components: SOSFS CATM operates 28 firing lanes with a 15,496 square-foot firing point area and an augerless manual bullet trap system requiring 116 three-gallon canisters; STS CATM operates 7 firing lanes with a 7,290 square-foot firing point area and an auger-automatic bullet trap system using one 55-gallon barrel. HVAC filter requirements differ significantly between facilities, with SOSFS requiring 80 intake filters and 144 exhaust filters quarterly, and STS requiring 60 intake filters and various exhaust filter types quarterly. STS facility includes a Dust Collection Unit requiring specific HemiPleat and Pamic filter replacements annually. The document provides comprehensive photographic documentation of both facilities' control booths, firing positions, backstop/bullet ramp areas, bullet trap systems, and HVAC infrastructure.
