“Unacceptable” basis at the overall factor level using the ratings shown below.

Past Performance Acceptable/Unacceptable Rating Method

Adjectival Rating Description

Acceptable

Based on the offeror’s performance record, the

Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable

Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Therefore, the offeror shall be determined to have

“Acceptable”.

The rate of the New Mexico Gross Receipts Tax may be obtained from the New Mexico Taxation and Revenue Department

(http://www.tax.newmexico.gov) at (505) 827-0700.

Services. Any pricing submitted for the six-month Option to

Extend Services will not be utilized for either Price Analysis or any potential Award. The six-month extension of services is IAW

RFO 52.217-8, "Option to Extend Services". The six-month extension of services is not to be considered part of any option period and will be a separate Option exercised if it is utilized.

Optional CLINs.

i) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The

Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the

Government to exercise the option(s).

j) Determination of Responsibility. In accordance with RFO subpart 9.1 –

Responsible Prospective Contractors, an offeror must be determined to be responsible by the Contracting Officer in order to be eligible for award.

k) Notice of award.
