SUBJECT: Asbestos Survey – Building 60

1. On 17 March 21, Civil Engineer Environmental Element (CEIE) personnel, upon request from

27 SOCES/Engineering Flight (CEN), assessed the project site in Building 60 (Attachment 1) to determine the potential impacts projected work activities could have on suspect asbestos-containing materials (ACM). Thirteen (13) samples were collected for laboratory analysis.

2. Project Description: The project associated with this work effort is to demolish and replace carpeting throughout the building and replace drop ceiling and grid that does not meet current base architectural standard throughout the building. The project and work area encompassed by this survey is provided below and in the Floor Plan provided as Attachment 1.

3. This Asbestos Survey was performed by Mrs. Amanda Farr (CEIE) as the Lead Asbestos

Inspector for this survey; certification may be referenced in Attachment 2.

4. Findings:

a. Twelve (12) samples consisting of one (1) distinct layer were collected from the ceiling tiles and floors and one (1) sample consisting of two (2) distinct layers was collected from the flooring of Building 60 for laboratory analysis for asbestos as follows:

Gray Hard/Granular floor tile, Tan/Black Soft/Bituminous mastic, Yellow/Black Soft/Bituminous mastic, Off White Fibrous ceiling tile, and White Fibrous ceiling tile.

b. Analytical results provided in Attachment 3 and Attachment 4 indicate that all analyzed materials were below the regulatory limit for asbestos.

(1) Floor mastics (Samples # 60-210317-01 & 02) located in building 60 are asbestos-containing material with >1% asbestos by weight or volume as demonstrated in Attachment 3; samples were analyzed at a concentration of 2% using polarized light microscopy (PLM) method of testing. Further testing was done on the two samples (01 & 02) using the Point Count Method.

(2) Ceiling Tiles (Samples # 60-210317-03, 04, 05, 06, 07, 08, 09, 10, 11, 12) and floor mastic (Sample # 60-210917-13) located in building 60 had no asbestos fibers detected by PLM method of testing provided in Attachment 3. No further tests were performed on these samples.

(3) Sample numbers 60-210317-01 & 02 were tested using the Point Count Method.

These samples are <1% asbestos by weight or volume as demonstrated in Attachment 4; Samples were analyzed at 0.50% and 0.75% respectively.

c. Photos of homogeneous materials sampled during this Survey may be referenced in

Attachment 5.

5. Analytical Methods: Analysis was accomplished by polarized light microscopy (PLM) in a laboratory certified for Environmental Protection Agency (EPA) Method 600/R-93/116, as required by 40 CFR 763/Subpart E, Appendix E. Analysis results and laboratory certification may be referenced in Attachment 6. A summary of the analysis methods used for this effort include:

a. PLM EPA Method 600/R-93/116/EPA-600-M4-82-020: PLM is a technique used for the identification and quantification of asbestos in bulk materials. This method utilizes the polarized light microscope to observe specific optical properties. Using these optical properties the PLM analyst can distinguish asbestos from non-asbestos fibers and further classify the various species that compose the asbestos mineral family. The method separates the sample material into various layers based on their morphology and then detects for the presence for the different asbestos fibers in each of these layers. The results are expressed as the percentage of the different asbestos fibers detected in each of the different layers based upon visual estimation. Additionally, the results of the non-asbestos fibrous component of each bulk sample is reported. The detection limit set by the EPA for asbestos containing material is 1% asbestos. Any material greater than 1% asbestos would be presumed to be asbestos containing material (ACM) but may be verified through Point Count Analysis.

b. Asbestos EPA 400 Point Count Method 600/R-93/116/EPA-600-M4-82-020 – The Point Count method is a more labor-intensive technique for quantitating asbestos, and is less subjective than a visual estimation. This can be important especially at low asbestos concentrations. This methodology, which has a detection limit of 0.25% asbestos, increases the accuracy and precision of the asbestos concentration determined in a sample and is widely used to comply with National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations that recommend the use of better quantification methods with low concentrations of asbestos.

6. Conclusion: Suspect ACM samples tested show to contain asbestos at a level lower than the regulated limit. At the tested levels there are no regulated requirements for work being done with the materials.
