Questions & Answers:

1. Should the pricing and design be strictly based on the scope of work (Appendix A – Scope of Work)? If so, anything beyond that which is identified during the pre-design site visit would have to be added scope

Response:

The SOW has the requirements and the current Appendix A dated 20Jiuly202 posted to the site has the work scope. This is a design build project.

2. The RFP mentions the requirement for HAZMAT remediation (ACMs, lead paint, etc.). Is a report available that indicates the type, extent and locations of any HAZMAT?

Response:

The SOW has general guidance on HAZMAT. Appendix A has the following: B. Surveys for asbestos, mold and lead paint should be conducted prior demolition or rehabilitation.

3. Please confirm the eave ht. and ht at the ridge.

Response:

Drawing A2 shows a 20’ height for the eaves with a 4/12 roof pitch on a 40 foot wide building is ~

26.5 Height at ridge.

4. Is the wall pane profile known (for replacement)?

Response:

Available drawings to be provided

5. Please provide interior dimensions for the restroom. Based on scaling the drawing provided and square footage indicated, it does not appear that there is adequate space for everything mentioned in the Scope of Work.

Drawing A-1 shows a sink, urinal, and Toilet. Dimensions shown. A1 drawing provided. Replace the urinal with a shower. The contractor is to field verify all dimensions and actual layout. The awarded contract will assume the contractor has verified the dimensions and layout and additional quantities will be the bidder’s responsibility. Work with available spacing.

6. The restroom scope only calls for a urinal. Is a toilet also required?

Response:

Drawing A-1 shows a sink, urinal, and Toilet. Dimensions shown. A1 drawing provided. Replace the urinal shown on the drawing with a shower. The contractor is to field verify all dimensions and actual layout. The awarded contract will assume the contractor has verified the dimensions and layout and additional quantities will be the bidder’s responsibility. Work with available space.

7. Will it be necessary for the restroom to be ADA compliant? If so, it may be necessary to increase the size of the restroom?

The building is not required to be brought up to code since it will be demo’ d in 5 years. Work with the available spacing.

8. The SOW mentions “test & repair” vehicle exhaust fan system. What is the current operating condition of the system? In the proposal stage, what assumptions should be made for pricing?

Response:

The vapor exhaust floor system is intermittent operation. This may require a complete replacement of mechanical and explosion proof electrical equipment to provide a safe environment while working on explosive vapors. The lines in the floor may be plugged. The truck exhaust system is nonfunctional. A new 6” or larger exhaust trunk system is needed for commercial tanker trucks.

1. Test , repair or replace vehicle floor vapor exhaust fan system

2. Install trunk line system to support vehicles running inside facility.

3. Anticipate fuels fumes to be 15 feet or higher when tanker lids are open.

9. What size, length of trunk lines are required?

6 inch or larger for commercial tanker trucks.

10. The building dimensions stated (Wall painting), does not agree with the floor plan provided (if scaled). Are the proportions on the floor plan correct? Please confirm the building outside dimensions.

A2 drawing provided. The A-2 drawing roughly shows an 80’ by 50’ building foot print. The scope of work has approximately 82’ by 60’. The contractor is to field verify all dimensions and actual layout prior to bid. The awarded contract will assume the contractor has verified the dimensions and layout and additional quantities will be the bidder’s responsibility.

11. Re: Ceilings – By “ceiling & track,” is that ceiling & grid?

Response:

The “ceiling & track,” is the Ceiling tile and grid system.

12. What finishes are required for the office/breakroom and restroom?

Response:

Three stages of finish on drywall, 1 primer, 2 coats of paint.

White ceiling tiles and grids Flooring cleaned and sealed as needed based on the demo work being performed.

13. Is any interior painting required in the work bay?

None.

14. Is the office window in acceptable condition or need replacement?

Response:

The leak in the office may be attributes to the window. If that is the case then replace the window.

15. Any work in mechanical rooms?

Response:

The installation of the electrical for the new HVAC unit.

16. Are all the exterior doors in acceptable operating condition?

Response:

The rollup doors and storefront are the only doors being replaced. The lock on the office door is being repaired. The door seal may contributing to the office leak. If that is the case the frame may need repair.

17. How many lights need to be replaced in the work bays? What is the voltage requirement for fixtures?

Response:

The drawing shows 19 explosion proof lights. If they are not LED then all lights will be replaced.

18. The existing overhead lights appear to be shatter proof. Please confirm that shatter proof lights are to be used.

Response:

The existing lights are Class 1, Division 1 and 2, Group C and D. Explosion proof

19. Is there a requirement for casework, plumbing, etc. in the breakroom?

Response:

The Appendix A on has ceiling tile work at this time. If the drywall in the area will not support the ceiling tile track then additional drywall work may be required.

20. The engineer specified there would only be a 95% review and a 100% review. Please confirm design review requirements.

Response:

The SOW only requires a 95% and 100% design with three parts. Draft, Review and approval of comments, resubmittal to ensure comments were incorporated prior to next phase per SOW.

Submittals will be provided to the government for review, and they must reference the requirements contained in the design specifications.

21. Are as-built drawings available in CAD?

Available drawings to be provided

22. SOW words only to replace exits and High bay lights with new LED, are all other lighting

(exterior, bathroom, breakroom, and office) to be removed and reinstalled using existing fixtures?

Damaged or nonworking fixtures will be replaced with LED lights.

23. SOW words to test and repair vehicle exhaust system. Is there a ‘base std’ that needs to be referenced regarding this system? It looks like the existing system was home-made.

Response:

24. SOW words to install new trunk lines for to support vehicles running, will the new trunk lines require any type power? Will the trunk lines be required to be monitored by the Fire alarm system? Will they require any type detectors (CO2)?

The truck exhaust system is nonfunctional. A new 6” or larger exhaust trunk system is needed for commercial tanker trucks. This can be tied in with a new floor vapor exhaust system or can be stand alone. If power is required then it should be included in the design. If it is new it would be required to meet the applicable code for the fire detection if required for the hazardous environment.

25. SOW does not word any required work to the existing Fire Alarm/Mass Notification system, will this be required to be brought up to base standards? At a minimum the Monaco transmitter will be required to be replaced with the required Siemens transmitter.

The building is being demo’d, thus we will not bring it up to all base standards. The antenna will not be replaced.

26. SOW words to replace trim around roof edge – are you referring to the eave/rake metal? This would require removing the standing seam roof panels, since the existing eave metal is secured underneath.

1. Replace trim around front and back roof edge

2. Seal L channel both sides under existing roofing

3. Install gutter and downspouts on sides
