1.0 SCOPE

1.1 Purpose

A. The purpose of the Tyndall Air Force Base (TAFB) project for building 561 is to repair hurricane damage and to rehabilitate the building sufficiently to continue the mission for up to five years until it is being demo ’d. The work scope for the repairs are to be in compliance with current building codes, including the DoD

Building Code, and the portion of the Florida Building Code that contains the

High Velocity Hurricane Zone (HVHZ) provisions. Exceptions will be noted in the body of the document.

B. The scope of work is based on HVHZ FBC, section 1602.2 criteria for Miami

Dade County Risk Category III and IV Buildings and Structures meeting 186 mph. Based upon our AF Structural SME recommendations and in alignment with the SecAF directed Severe Weather Readiness Assessment recommendations, the

Tyndall PMO will use the UFC 3-301-01 and the following Tyndall design wind speeds based upon Risk Categories III-V. RC III 165 mph and RC IV 170 mph

(Risk categories are defined by UFC 03-301-01, Table 2-2).

C. All exterior building envelope materials such as, but not limited to windows, glazing, roofing systems, concrete masonry unit or metal panel walls, and doors shall have a current Miami-Dado Notice of Acceptance (N0A) and installed to

HVHZ standards that match the specified wind requirement. Our construction industry partners shall continue to have the option of submitting test results or drawings sealed by a Professional Engineer stating conformance with HVHZ standards in lieu of materials pre-approved by Miami-Dade County.

D. While we should always use our Unified Facilities Criteria as the basis for all our facilities designs, we will also integrate the best practices from the Florida

Building Code (FBC) High-Velocity Hurricane Zone (HVHZ) into this design guidance to further improve facility resiliency at Tyndall. Other details from the memorandum may apply as well.

E. A Risk Category III is applicable to buildings 561 since it is designated as Vehicle

Repair Center and must meet the requirements for a 165 mph wind speed.

F. This task order delivery method is Design-Build (D-B). Work on supporting facilities includes external building fixtures, building utilities within the Points of

Demarcation (POD) for privatized utilities, and work within the Administration /

Office Building. The Contractor shall be responsible for providing all labor, equipment, tools, materials, and services necessary to complete the project within the allotted timeframe.

G. This project has an estimated period of performance from Notification to Proceed

(NTP) through completion and turnover of the facility back to the Government for mission operations of 330 calendar days.

H. Implementation of work will not start until an approved 100% Design has been issued. Simple tasks not requiring design documents may be authorized by the

PM with CO concurrence with interim conditions and requirements being met.

Ordering of long lead items may be coordinated with PM with CO concurrence.

I. The latest IFC is to be used for color selection to assure base uniformity. Match existing colors as close as possible. Lighter colors are encouraged. Colors will be approved for use on a per building basis.

1.2 Field Changes:

A. Field Changes: The Contractor and the Government may agree to perform a no cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated items. All field changes must be approved by the CO prior to execution. Only the CO may authorize field changes or deviations from the SOW.

B. Surveys for asbestos, mold and lead paint should be conducted prior demolition or rehabilitation.

1.3 Requirements:

1.3.1 Exterior Windows, Curtain Walls, Storefronts, Doors, and Louvers Architectural

Design Criteria:

A. Approved products with test reports for use in the FBC HVHZ and their respective Florida Product Approval (FPA) that has been tested to the FBC standards of TAS 201, 202, and 203.

B. Anodized, blue tinted low e windows and storefronts are to be used for window replacement.

C. Provide Stainless Steel 316 Hardware for resiliency.

1.3.2 HVHZ Windows and Storefronts Performance Requirements:

A. Wind loads: Provide storefront system; include anchorage, capable of withstanding wind load as indicated on the Structural Drawings. The design pressures are based on the FBC for the geographical location of Miami-Dade

County.

B. Air Infiltration: Test the specimen in accordance with ASTM E 283. Air infiltration rate shall not exceed 0.06 cubic foot per minute per square foot

(0.3 liter per second per square meter) at a static air pressure differential of

6.24 psf (300 Pa).

C. Water Resistance: Test the specimen in accordance with ASTM E 331. There shall be no leakage at a minimum static air pressure differential of 12 psf (575

Pa) as defined in AAMA 501.

D. Uniform Load: Apply a static air design load of 65 psf (3,112 Pa) in the positive and negative direction in accordance with ASTM E 330. There shall be no deflection in excess of L/180 of the span of any framing member. At a structural test load equal to 1.5 times the specified design load, no glass breakage or permanent set in the framing members in excess of 0.4% of their clear spans shall occur.

E. Windborne-debris-impact-resistance Performance: Test in accordance with

ASTM E 1886 and information in ASTM E 1996 and/or AAMA 506.

a. Large-missile Impact: For aluminum-framed systems located within 30 feet (9.1 meters [m]) of grade.

b. Small-missile Impact: For aluminum-framed systems located more than 30 feet (9.1 m) above grade.

F. Exterior glazing shall be large impact-rated in compliance with FBC Chapter

14; maximum glass sizes as per ASTM E1300; low thermal emissivity-type, insulated and tinted. Dry glazing gaskets are in accordance with ASTM C864 or ASTM C509 per FBC Chapter 14.

1.3.3 Lighting

A. The interior lighting replacements will be LED lights with a CRI 90 and a minimum of 4000K

B. The exterior lighting replacement will be LED lights with a CRI 80 minimum with amber light for turtle preservation

C. Exit lights will be LED

1.3.4 Carpeting

A. The requirements for the AF GSA carpeting program must be met for quality and pricing if installed under this contract.

1.3.5 Exterior Hollow Metal Doors:

A. Doors shall be 14 gauge, heavy-duty, level 2, physical performance level B, model 2 with an R-10 insulated core.

B. Provide Stainless Steel 316 Hardware for resiliency.

1.3.6 Rollup Doors:

A. Doors shall be minimum of 20 Gauge aluminum with 24 gauge frames

B. Provide explosion proof motors and controls where hazardous vapors may be present.

1.3.7 ADA and ABA standards:

A. The building is not being brought up to ADA or ABA standards since the building is being demo’d

1.3.8 Fire Protection standards:

A. The building is not being brought up to meet current standards.

B. Any new additions must be installed per the current codes for the vehicle exhaust system to provide a safe work environment.

C. Replacement of the fire panel, mass notification, and antenna will remain the same.

1.3.9 General:

A. The contractor is to field verify all dimensions and actual layout. The awarded contract will assume the contractor has verified the dimensions and layout and additional quantities will be the bidder’s responsibility without a modification to the contract.

1.3.10 ACAD and pdf drawings:

A. Non as built available drawings in ACAD and pdf will be provided

1.3.11 Building Envelope:

A. All exterior work must meet a 165 mph and HVHZ installation. The building envelope is not required to be brought up to those standards since it is being demo’ d in the future.

2.0 Summary of Work

2.1 Task 1.0

A. Roof – All exterior work must meet a 165 mph wind and HVHZ installation.

1. Replace fascia, trim around front and back gabled roof edge.

2. Seal L channel both sides under existing roofing edge

3. Install gutter and downspouts on sides under the roof edge

4. Repair exterior leak into Office

B. Walls - All exterior work must meet a 165 mph wind and HVHZ installation.

1. Replace wall sheet metal above doors and around the building that is patched or has tape over holes. Provide a quantity in SF based on professional judgement for whole panel replacement. The new wall panels must meet a 165 mph and HVHZ installation.

2. Seal and paint exterior of the building ~ 82’ by 60’ building and mechanical room

3. Repair exterior leak into Office

C. Windows – All exterior work must meet a 165 mph wind and HVHZ installation. (If the window is causing the leak then perform the following)

1. Seal or replace window in office

D. Doors - All exterior work must meet a 165 mph wind and HVHZ installation.

1. Replace rollup doors up to ~ 13’ by 20’ (up to 8) 20 gauge with 24 gauge accessories

2. Replace rollup door motors and controls (up to 8). One door may be serviceable

3. Replace store front and frame to the building

4. Repair or replace lock on left side exterior door facing store front door. The door will not unlock from the exterior.

5. Optional: Repair / Replace side door frame and door if the office leak is being caused by the door framing and seals.

E. Ceiling

1. Replace ceiling tiles and track in office with white tiles and tracks (grids)

2. Replace ceiling tiles and track in breakroom with white tiles and tracks (grids)

F. Lights – (If interior LED lights in bays cannot be provided with explosion proof fixtures, then work with the contracting office to authorize other explosion proof lighting.)

1. Replace or install LED exterior lights with CRI 80 with amber lens for turtle preservation.

2. Replace bay lights with LED lights 90 CRI lights with a minimum 4000 K. (The existing lights are Class 1, Division 1 and 2, Group C and D).

3. Replace or install LED exit lights over the two interior exit doors

G. Office

1. Demo and mold remediate office

2. Replace walls in office with drywall

3. Replace insulation exterior walls as needed

4. Replace flooring with VCT if present. If no flooring is present clean and seal flooring.

H. Bathroom – (The bathroom drawing calls for a urinal. The shower has replaced the uninal.)

1. Demo and mold remediate bathroom.

2. Install ceiling tiles with white tiles and tracks or drywall ceiling

3. Prep and paint ceiling if drywall is installed on ceiling

4. Prep and paint walls

5. Install new composite light colored partitions if space will allow. The shower enclosure may be used to take the place of the partition if space will not allow for the installation.

6. Install new shower

7. Install Toilet and hardware

8. Install vanity, sink, and hardware

9. Install bathroom exhaust fan

10. Install bathroom accessories

11. The bathroom is not being brought up to ADA or ABA standards since the building is being demo’ d.

12. Replace flooring with nonslip flooring if the existing flooring must be replaced.

Otherwise clean and existing flooring after bathroom work is completed

I. Vehicle Exhaust System. (The vapor exhaust floor system is intermittent operation.

This may require a complete replacement of mechanical and explosion proof electrical equipment to provide a safe environment while working on explosive vapors. The lines in the floor may be plugged. The truck exhaust system is nonfunctional. A new 6” or larger exhaust trunk system is needed for commercial tanker trucks.)

1. Test , repair or replace vehicle floor vapor exhaust fan system

2. Install trunk line system to support vehicles running inside facility.

3. Anticipate fuels fumes to be 15 feet or higher when tanker lids are open.

J. Electrical

1. Explosion proof connections are required for any new electrical components where hazardous vapors may be encountered..

K. HVAC

1. Install a Trane 15 SEER Heat Pump Split System (208/230/1PH) sized to service the office, breakroom and bathroom.

2. A wall-hang application for AHU on wall may be used.

3. Provide ductwork to office, breakroom and bathroom to condition those areas.

4. Install new refrigerant line set and charge with R-410 to manufacturer's specs.

5. Install communication wire from AHU to CU.

6. Cover exposed line set and communication wire with line hide.

7. Place condensing unit on new composite pad.

8. Install new 20A electrical circuit in conduit from existing panel to condensing unit.

9. Install Disconnect at condensing unit.

10. Electrical modifications and final hookup w/ start-up.

11. Drain line modifications and hookup.

12. Apply Coastal Protection Package (Corrosion Grenade and Cal-Shield).

13. Include Wireless Thermostat Controller.

14. 5-year manufacturer's parts warranty.

15. 1-year warranty on materials, labor, and workmanship

16. Balance and test system upon installation.

L. Fire Protection

1. If the new exhaust system requires detection per code, then install detection and tie into fire protection panel.

2. 3rd party. Certification and testing is required for new fire protection tie ins.

3. The system is not being brought up to new requirements since the building is scheduled for demo.

3.0 POINTS OF CONTACT (POCs)

3.1 POCs will be coordinated through the CO.

3.2 Contracting Officer Authority:

A. CO, the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
