Questions & Answers:

1. Re: Revised Scope of Work 7/20/20, glass & window requirements –

The requirements (1.3.1) appear to be for a different project …blue glass, blast resistant. We don’t believe the existing structure is capable of meeting the ATFP blast resistant requirements. Therefore, it would not seem appropriate to upgrade the windows to meet that standard. Also, the Q&A appears to question if the windows are to be replaced. Please confirm that both windows are to be replaced with the blast resistant design.

Response:

Unless the windows are leaking they will not be replaced. The window if replaced must meet 165 mph and the HVHZ requirements per Air Force directives. Blast resistant as per UCF 4-010-01 would not apply for this building. Work Scope: “C. Windows – (If the window is causing the leak then perform the following) 1. Seal or replace window in office. The building envelope is not required to be brought up to those standards since it is being demo‘ d in the future.

2. Are the exterior lights indicated on the existing building lighting plan (wall mounted area lights, wall packs at doors) to be replaced?

Response:

Work Scope for exterior lights: “Replace or install LED exit lights at bay exits with CRI 80 with amber lens for turtle preservation”. The “exit” may need to be changed to “exterior”. There appears to be four lights above the rollup doors and three at the entry doors per drawing E-1.

3. The existing building plans provided do not show the side wall addition –

a. How many high bay lights are in the addition?

Response:

The drawing E-1 from 1996 shows 15 lights in the main bay and 4 lights in the addition for a total of 19 lights. The drawing E-1 from 1963 shows 28 lights in the main bay and no addition being installed. The contractor is to field verify all dimensions and actual layout. The awarded contract will assume the contractor has verified the dimensions and layout and additional quantities will be the bidder’s responsibility.

b. The roll-up doors should be approx. 12’6” high. Can you confirm?

Response:

The drawing A-1 from 1963 shows 12’ by 16’ foot doors. Drawing A-2 shows the doors 12 feet wide and no height. The work scope has the following: “Replace rollup doors up to ~ 13’ by 20’ “. The contractor is to field verify all dimensions and actual layout. The awarded contract will assume the contractor has verified the dimensions and layout and additional quantities will be the bidder’s responsibility.

4. The requirements (1.3.4) mentions carpet. The Summary of Work G. Office mentions VCT flooring. Please clarify the requirement.

Response:

The requirements (1.3.4) mentions carpet. That is correct. We normally include standard language for our projects to ensure that all the requirements are communicated should the work scope be added later. The work scope is for VCT not carpet. If carpet is found in the office it is to be replaced with VCT since the office has a history of leaks.

5. Re: H. Bathroom – Since the restroom is a single facility (one toilet) is a toilet partition really required?

Response:

The area is rather small. If the partition is not feasible then we can eliminate from the work scope.

Since we are not bringing the bathroom up to ABA or ADA standards, potentially, the shower assembly could take the place of the partition.

Re: Revised Scope of Work, 1.3.5 Ext. HM Doors – Are the exterior doors to be replaced? Please clarify the requirement for the ext. HM doors. Also, 1.3.1 appears to say that the ext. doors and louvers all have to be blast resistant. The doors can be replaced, but the structure in which they are installed would not comply.

Response:

The entry doors if replaced must meet 165 mph and the HVHZ requirements per Air Force directives.

Blast resistant as per UCF 4-010-01 would not apply for this building. Currently the storefront is the only door being replaced. There is an optional task: “ 5. Optional: Repair / Replace side door frame and door if the office leak is being caused by the door framing and seals. The building envelope is not required to be brought up to those standards since it is being demo’ d in the future.

6. What floor finish is required for the bathroom?

Response:

The floor in the bathroom has an uneven tile floor at the entry. If the floor is being replaced a nonslip surface should be installed since this is a shower area.

7. The original Summary of Work indicated 800sf of wall panels to be replaced. The revised

Summary of Work does not indicate a quantity. Please clarify the requirement. Also, please understand that the quantity should consider that full panel replacement (bottom to top) will be necessary. A partial wall panel replacement is not appropriate.

Response:

The original scope had 800 sf of panels. The contractor is expected to inspect the exiting building wall panels and provide a realistic estimated SF of wall panel replacement based on their professional judgement. We are not trying to make the building look new only be functional for 5 years or less. Cosmetic repairs will not be made. The new wall panels must meet a 165 mph and HVHZ installation. The building envelope is not required to be brought up to those standards since it is being demo’ d in the future.
