TYNDALL RAPCON RELOCATION QUESTIONS
1. Are the current STARS and DALR GPS antennas viable and intended to be relocated with the equipment they service?
ANSWER: Yes, the STARS and DALR GPS antennas are serviceable and available to be relocate. New cabling will be provided by contactor.
2. Who will be responsible to ensure the batteries in the relocated 40 KVA Powerware 9390 are viable for service? Or should the batteries be replaced by the contractor prior to application of power in the new location?
ANSWER: The batteries in the Powerware 9390 to be relocated were installed Jun 2018 and have been in use with no interruption. The contractor will identify any unserviceable batteries to be replaced by 325 OSS/OSM.
3. Is the contractor to assume the Government calculations for the 5 KW UPS is sufficient to maintain the remaining connected equipment for 20 minutes until relocation? Will Air Traffic Operations be in service at building 216 while the 5 KW UPS is in service?
ANSWER: YES, the contractor may assume the Government calculations for the 5 KW UPS is sufficient to maintain the remaining connected equipment for 20 minutes until relocation? No Air Traffic Operations will be conducted from building 216 while the 5 KW UPS is in service. UPS will support minimal comm equipment only.
4. Will an exterior GPS mounting tower be provided by the base, or the antennas to be mounted to the building roof or side wall?
ANSWER: GPS antennas will be mounted on exterior sidewall of building 1285.
5. Back-up radios and primary radio communication equipment do not appear on the equipment layout drawings nor are they mentioned in the description of work. Are the back-up radios for the proposed facility to be relocated and installed by others?
ANSWER: No back-up radios will be relocated as part of this project. Contractor will not responsible to install or configure back up radios.
6. Is there space for an ATS/UPS connection circuit breaker in the facility main facility power panel available and will the UPS circuit breaker be provided?
ANSWER: Please refer to paragraph 2.2. of the SOW.
7. It appears the ATS/UPS will be located in a separate area from the main power panel, will the power connection point be extended from the main panel by the base?
ANSWER: The base (CES) will not be involved in making any changes to the facility.
The contractor is responsible to make all power feeder connections.
Statement: The Solicitation power schedule provided shows the ETVS, DALR and convenience outlets all being placed on the UPS. The ETVS, DALR and other equipment typically equipped with on-board battery or UPS systems are generally not connected to the facility UPS. This is to avoid potential interference generated by frequency incompatibility between the different UPS or battery charging systems. This could potentially cause premature failure of batteries or outright failure of the UPS systems. As for convenience outlets being connected, this action could potentially expose the UPS to overcurrent situations caused by vacuum cleaners, space heaters and other unaccounted for current draw devices beyond the equipment the UPS is intended to protect. Contractor will install as drawn in solicitation power schedule. The equipment identified above is currently powered from a source feed from the UPS Powerware 9390.
8. If it is desired to separate UPS power from convenience power, the following questions apply:
a. Do standard power panels exist with sufficient capacity to support the non-UPS connections in each location? If not, in which location does the capacity exist?
b. If panels must be installed, is there a connection point available within the facility, with a circuit breaker available?
c. Will each newly installed standard power panel, if new panels are required, have to be installed with main breakers?
ANSWER: Not Applicable.
9. What percentage spare capacity would be desired, if any, in each newly installed breaker panel?
ANSWER: No more than 20 percent
10. The power distribution drawing shows the STARS TCW convenience outlets daisy chained together. This is not the standard architecture of the STARS system as according to STARS STAMP documentation, the convenience outlet draw can be up to 12 AMPS.
Can the documentation be provided that allows for the break of architecture?
ANSWER: Solicitation power schedule items 2, 15 and 32 will need to be modified to be single feeds if authorization to deviate from STARS STAMP documentation cannot be provided.
11. Circuit #10 of the Power Distribution drawing shows the amperage as 15 amps. Is this correct as all other listed amperages shown of similar equipment are listed as 20 amps?
ANSWER: Circuit #10 should be a 20 Amp circuit. Contractor shall install a 20 Amp feed. Solicitation power schedule will need to be modified to reflect change.
12. Please confirm who is to relocate the ETVS MCT rack? SOW paragraph 2.2.5.2.12 shows it as a contractor responsibility and paragraph 2.2.5.2.17 shows it as a base responsibility along with the FAA FTI equipment.
ANSWER: 325OSS/OSM will relocate ETVS MCT from Bldg. 216 to Bldg. 1285.
Contractor will relocate the remainder of ETVS system.
13. Will ATC operations be conducted off of a TVCSS and Deployable RAPCON during the relocation allowing more than 48-hours to relocate all equipment?
ANSWER: Yes; D-RAPCON has a voice switch and ATC ops will be conducted from the
D-RAPCON.
14. Will base personnel be responsible for power-down and power-up procedures for the equipment specified to be relocated?
ANSWER: 325 OSS/RAWS Maintenance personnel will power down and up equipment as required.
15. During the survey it appeared as though the DASR Parrot antenna was currently mounted on the roof of the control tower. Was the DASR Parrot antenna relocated prior to the SOW being composed?
ANSWER: The DASR Parrot antenna is currently located on East side of Bldg. 216.
Contractor will relocate Parrot Antenna to roof of ATC Tower and equipment to 4th floor Comm room. The Parrot noted during survey on Bld 220 ATC tower is an FAA asset and will not be relocated.
