About this file
This file is a Questions and Answers document associated with the Giant Voice Equipment solicitation for MacDill Air Force Base. The document addresses inquiries from potential offerors regarding the replacement of the existing Giant Voice (GV) system at the 6-square-mile installation located in Tampa, Florida. The solicitation requires contractors to Engineer, Design, Furnish, Install, and Test (EDFI&T) a new, non-proprietary turn-key GV system solution capable of delivering real-time intelligible voice messages, tone alerts, and music across all areas of MacDill AFB. The solicitation (FA481426Q0072) is being conducted by the 6th Communications Squadron under the Department of the Air Force Air Mobility Command.
The Q&A document was developed through multiple amendments to the original solicitation. Amendment 1 extended the question submission deadline to June 11, 2026 at 1000 EST, while subsequent amendments (3, 4, and 5) extended this deadline further to June 29, 2026 at 1000 EST to accommodate additional clarifications and documentation. Amendment 4 finalized the Q&A responses and added attachments, and Amendment 6 introduced a Notice to Offerors regarding solicitation reopening and scope revision. The document serves as a repository of inquiries and responses to clarify project requirements, technical specifications, and evaluation criteria for potential bidders submitting proposals for this turn-key GV system replacement project.

Giant Voice, Solicitation # FA481426Q0072 – Questions & Answers
1. Can you please clarify the exact components of a CCW vs. a CCU?
Answer: Current state: Central Control Workstation (CCW) is the operator workstation that must connect to 1 of the three CCUs to operate. The Central Control Unit (CCU) operates as a server that can operate independently with all the administrative rights to modify the system.
· Personal Computer (PC) with the latest Windows OS and a 24-inch monitor
· Latest Alert Activation Software Package
· Human Interface Devices (HIDs)
· Encoder
· Noise-canceling microphone
· Mouse pad
· Monochrome laser printer
2. The previous SOW stated UHF radios are required while the current SOW now calls for VHF. The solicitation document still states UHF radio coverage in the Notice to Offerors. Please confirm that the current requirement is for VHF radios.
Answer: Yes, the current requirement is for VHF radios. The SOW repeatedly and explicitly states the need for a VHF system. For example, Section 1. SCOPE specifies the system will "communicate over the existing, wireless, Very High Frequency (VHF) communications infrastructure." Section 5.2.4.2.1 also requires "J/F12 certified single band VHF mobile radios." The Notice to Offerors has been revised to remove any reference to UHF radio coverage.
3. The SOW requirements specify thirteen (13) J/F-12 certified radios for the pole installations but also stipulates that vendors can design a solution with a lower pole count. Please confirm that the number of radios required should be tied to the actual number of pole/RSS locations in the vendors quote.
Answer: Yes, that is correct. While Section 5.2.4.2.1 initially mentions thirteen radios for the existing thirteen Remote Siren Stations (RSSs), Section 5.2.3.4 allows vendors to "design a system which utilizes a reduced number of RSSs" if the required voice coverage is achieved. Therefore, the number of radios required will correspond to the number of RSS locations proposed in the vendor's final design.
4. Note on picture/drawing page 53, stating tower 7 in on the ground due to construction. Is this Tower/Pole going to be reinstalled, to include the Power by the construction company that removed it?
Answer: Tower #7 will be reinstalled, to include the Power will be restored by the construction company that removed it.
5. In the new scope of work, Attachment 1, Statement of Work, section 5.2.3.2 Central Control Workstation, can you please list the components of a CCW, compared to the Central Control Units (CCU’s), and provide any documentation or a riser diagram detailing out the specific equipment between the two.
Answer: Current State: For the CCU is a PC, 24” Monitors, Keyboard, Mouse and Modem connected to the Trans/Receiver frequency 165.1375 VHF. Operates independently with all the administrative rights to modify the system. The CCW is a PC, 24” Monitors, Keyboard, Mouse and a connected to the CCU. It is the operator workstation that must connect to 1 of the three CCUs to operate.

6. In the combined synopsis document under evaluation factors B technical, factor 1, you refer to the central control stations CCS’s. Can you please explain how they differ from the CCW’s and CCU’s in the above question?
Answer: Current State: The 3 CCU are servers that can operate independently. The CCW are clints that must connect to 1 of the 3 CCS’s to operate. The CCS is a typo.
