About this file
This is a Combined Synopsis and Solicitation/Request for Quotation (RFQ) issued by the Department of the Air Force, 6th Air Refueling Wing at MacDill Air Force Base, Florida. The RFQ number is FA481426Q0022, and this is a set-aside for small businesses under NAICS code 334310 (size standard: 750 employees). The 6th Communications Squadron seeks to Engineer, Design, Furnish, Install, and Test (EDFI&T) a new, non-proprietary turn-key Giant Voice (GV) system to replace the existing GV system at MacDill AFB. The system must provide real-time intelligible voice messages, tone alerts, and music coverage for all areas of the base. Performance location and ship-to address is 6 CS SCX, AF BPN NO MILSBILLS PROCESSES, 8011 Red Hibiscus PL, MacDill AFB, FL 33621. The contract line item is CLIN 0001 for one Giant Voice System and Installation Replacement, with brand name or equal permitted. Offers must be submitted by email to Jamie.Hines@us.af.mil and ramon.jimenez.7@us.af.mil no later than June 4, 2026 by 1000 EST. Questions must be submitted by May 28, 2026 by 1000 EST. Offerors must maintain active registration in the System for Award Management (SAM) at submission and award. Prices must remain firm for 90 calendar days from the offer receipt date.
Award will be made using a Lowest Price Technically Acceptable (LPTA) basis. Offerors must submit complete pricing for the entire requirement; partial pricing will result in rejection as non-responsive. Technical evaluation will assess whether the offered product meets or exceeds specifications detailed in Attachment 1, with ratings of either "Acceptable" or "Unacceptable." Acceptable ratings require demonstration of the ability to meet all technical requirements, proof that the product meets or exceeds specifications, explanation of on-time delivery, and detailed warranty terms. The lowest-priced technically acceptable offer will be recommended for award, subject to a contractor responsibility determination using the Supplier Performance Risk System (SPRS), which evaluates Price Risk, Supplier Risk, and Item Risk. An adverse SPRS assessment may render an offeror non-responsible regardless of price or technical acceptability. Notably, funds are not presently available for this effort, and no award will be made until funding is available; the Government reserves the right to cancel the solicitation before or after the closing date with no obligation to reimburse offerors for costs. Required method of submission is email; ZIP files are not acceptable for the Air Force Network, and vendors should request delivery confirmation from government points of contact.

NOTE: Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
As a minimum, offers shall include—
(1) The solicitation number FA481426Q0022
(2) The name, address, telephone number of the Offeror;
(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;
(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM));
(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments;
(7) Proposed delivery terms and/or performance schedule;
(8) Proposed warranty terms (if applicable); and
(9) Discount Terms (if applicable).
(b) Submission of Questions: Submit questions regarding this solicitation by email to Jamie.Hines@us.af.mil & ramon.jimenez.7@us.af.mil not later than 28 May 2026 by 1000
EST.
NOTE: The Government will answer all questions submitted by the specified deadline.
Responses will be provided to all parties with sufficient time to submit their offers before the closing date. The Government is not obligated to answer questions received after the deadline.
(c) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
NOTE: Required method of receipt is via email. ZIP files are not an acceptable format for the Air Force Network and will not go through our email system. Vendors should place a read/delivery receipt and/or request confirmation of receipt by the government. Any offer not sent via email to the appropriate government POC’s, will be considered non-responsive.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(5) The Offeror shall have an active Federal Government contracts registration in the System for Award Management (SAM) when submitting an offer or quotation in response to this solicitation and at the time of award.
(e) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(f) Debriefings. If a post award debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

Addendum to RFO 52.212-2 Evaluation—Commercial Products and Commercial Services
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(1) Evaluation Factors:
(A) Price
The Government will perform a price analysis to determine if the offeror's total proposed price is fair and reasonable. To be eligible for award, offerors must provide pricing for the entire requirement;
offers with partial pricing will be rejected as non-responsive and will not be considered for award.
(B) Technical
The Government will evaluate the offeror's technical approach to determine if it demonstrates a clear understanding of, and a sound approach to, meeting the requirements outlined in the solicitation.
The evaluation will be conducted on an Acceptable/Unacceptable basis.
• Acceptable: The offer clearly demonstrates the offeror's ability to meet all technical requirements of the solicitation.
• Unacceptable: The offer fails to demonstrate the offeror's ability to meet all technical requirements of the solicitation.
To be considered for award, an offeror must receive a rating of "Acceptable" under this factor.
Any offeror rated "Unacceptable" will be ineligible for award and will receive no further consideration.
For products, the technical approach must provide proof that the offered product meets or exceeds the specifications as described in Attachment # 1. Approach must also explain how the products will be delivered on time to the specified location, and detail warranty terms.
(2) Basis for Award:
Lowest Price Technically Acceptable (LPTA). First, the government will organize all responsive offers by price (lowest to highest). Then, a technical advisor will compare a vendor’s quoted product/s or solutions against the requirements of the solicitation and assign a technical rating of either “Acceptable” or Unacceptable”. If the lowest priced vendor is rated to be “Technically Acceptable”, an award decision can be finalized (subject to a final determination of contractor responsibility). If the lowest priced vendor is rated to be “Technically Unacceptable”, review of the next lowest priced quote will continue until a “Technically Acceptable” rating is achieved or until all quotes are evaluated. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition).
Contractor Responsibility Determination: As a part of the responsibility determination, the Government will assess performance risk by reviewing data in the Supplier Performance Risk System (SPRS). This review will consider Price Risk, Supplier Risk, and, if applicable, Item Risk.
• Adverse Finding: An offeror with an adverse SPRS risk assessment may be determined to be non-responsible and therefore ineligible for award, regardless of price or technical acceptability.
Such a determination is at the sole discretion of the Contracting Officer.
• Absence of Data: The absence of an SPRS risk assessment for an offeror will not, by itself, result in a non-responsible determination.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). When applicable and IAW RFO Clause 52.217-8, the government will include a six-month Extension of Services in the offerors total evaluated price by calculating unit prices for the base year or last option period multiplied by six.
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
