About this file
This is a Combined Synopsis and Solicitation/Request for Quotation (RFQ) issued by the Department of the Air Force, 6th Air Refueling Wing at MacDill Air Force Base, Florida.
The 6th Communications Squadron seeks a contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a new, non-proprietary, turn-key Giant Voice (GV) system to replace the existing GV system at MacDill AFB. The system must deliver real-time intelligible voice messages, tone alerts, and music coverage across all base areas. The RFQ number is FA481426Q0072, and this is a set-aside for small businesses under NAICS code 334310 with a 750-employee size standard. Offers must be submitted by email to melissa.biggar@us.af.mil and ramon.jimenez.7@us.af.mil no later than September 24, 2026 at 10:00 AM EST. Questions must be submitted by September 17, 2026 at 10:00 AM EST. The contract consists of two line items: Giant Voice System Equipment (CLIN 0001) and Giant Voice System Labor (CLIN 0002), both priced as Lump Sum (LO). Offerors must provide complete pricing; partial pricing will result in rejection as non-responsive. The period of performance shall not exceed 180 days. A one-year warranty covering workmanship and OEM pass-through warranties on all equipment is required, commencing at final system acceptance.
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, where the government first organizes offers by price, then evaluates technical acceptability using an Acceptable/Unacceptable standard. Technical evaluation factors include system design and technical approach, project management and key personnel qualifications, project schedule, installation and cutover plan, testing and quality control procedures, warranty and training commitments, and compliance with applicable federal, military, and commercial standards. The government reserves the right to conduct discussions if necessary and may reject any or all offers. A contractor responsibility determination will assess performance risk using the Supplier Performance Risk System (SPRS), and an adverse SPRS assessment may result in non-responsibility determination regardless of price or technical rating. Offerors must maintain an active Federal Government contracts registration in the System for Award Management (SAM) at submission and award. The solicitation notes that funds are not presently available; no award will be made until funding becomes available, and the government reserves the right to cancel the solicitation at any time with no obligation to reimburse offerors for costs.

(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;
(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM));

The Government is not obligated to answer questions received after the deadline.
(c) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
NOTE: Required method of receipt is via email. ZIP files are not an acceptable format for the Air Force Network and will not go through our email system. Vendors should place a read/delivery receipt and/or request confirmation of receipt by the government. Any offer not sent via email to the appropriate government POC’s, will be considered non-responsive.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(e) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(f) Debriefings. If a post award debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
(End of provision)
Addendum to RFO 52.212-2 Evaluation—Commercial Products and Commercial Services
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(1) Evaluation Factors:
(A) Price
The Government will perform a price analysis to determine if the offeror's total proposed price is fair and reasonable. To be eligible for award, offerors must provide pricing for the entire requirement;
offers with partial pricing will be rejected as non-responsive and will not be considered for award.
(B) Technical
The Government will evaluate the offeror's technical approach to determine if it demonstrates a clear understanding of, and a sound approach to, meeting the requirements outlined in the solicitation.
The evaluation will be conducted on an Acceptable/Unacceptable basis.
• Acceptable: The offer clearly demonstrates the offeror's ability to meet all technical requirements of the solicitation.
• Unacceptable: The offer fails to demonstrate the offeror's ability to meet all technical requirements of the solicitation.
To be considered for award, an offeror must receive a rating of "Acceptable" under this factor.
Any offeror rated "Unacceptable" will be ineligible for award and will receive no further consideration.
As part of the offeror’s technical response, they must provide the following:
Factor SOW Reference
Evidence Required in Response
1. Technical Approach & System Design
5.2, Appendix B
The vendor must provide a detailed technical plan that describes the proposed hardware, software, and system architecture. This includes:- A list of proposed equipment (Make/Model) for Central Control Stations (CCSs), Remote Siren Stations (RSSs), Siren Control Units (SCUs), radios, and antennas.- A description of how the proposed system will meet all functional requirements, including AtHoc integration (5.2.3.1), acoustic coverage (5.2.3.4.4, Appendix B), wind load (5.2.3.4.1.1), and power requirements (5.2.3.2.1, 5.2.3.4.6, 5.2.3.4.7, 5.2.3.4.8).- Confirmation that all provided equipment will be new and not at the manufacturer's end-of-life (5.0).- A plan for reusing the existing poles while completely removing and disposing of all other existing system components (1.0).
2. Project Management & Key Personnel
4.3, 4.5 The proposal must:- Identify a dedicated Project Manager (PM) by name and describe their qualifications and authority to act on behalf of the contractor.- Provide evidence that personnel are trained and/or certified on the specific systems being installed. This could include submitting training certificates or a statement of capability.
3. Project Schedule
3.2, 5.8 The proposal must include a preliminary, complete milestone schedule. This schedule must:- Detail time-phased start and completion dates for all major project activities, including site survey, installation, testing, and training.- Adhere to the government's not-to-exceed 180-day period of performance.
4. Installation & Cutover Plan
5.10, 5.11
The vendor must submit a preliminary System Installation Plan (SIP) and Cutover Plan that describes:- The methodology for installing the new system while ensuring the existing system remains operational, with exceptions only for the specific component being replaced (4.0).- The plan for phasing the installation to minimize downtime and disruption.- The approach to coordinating with the base POC for site access and planned service outages (4.1, 5.3).
5. Testing and Quality Control
5.7, 5.12, 5.12.1-2
The proposal should include a preliminary Test Plan and a Quality Control Plan (QCP). This should outline:- The approach to testing all system components and functions, including the "line of sight" signal test (5.2.3.5.3) and sound level/intelligibility tests (5.12.1).- A plan for performing inspections and identifying/correcting deficiencies.- Confirmation of providing all necessary test equipment and personnel (5.12.1).
6. Logistics:
Warranty & Training
5.15.1, 5.15.2
The proposal must explicitly commit to providing:- A one-year warranty for workmanship and pass-through OEM warranties for all equipment, starting at final system acceptance.- A detailed training plan describing the approach for conducting on-site operator and maintenance training for government personnel.
7. Compliance with Standards
5.2.1, Appendix A
The proposal must include a statement confirming the vendor's commitment to comply with all applicable Federal, Military, and Commercial standards listed in Appendix A of the SOW, including safety standards (AFI 91-202), and technical installation standards (NEC, NFPA, etc.).
(2) Basis for Award:
Lowest Price Technically Acceptable (LPTA). First, the government will organize all responsive offers by price (lowest to highest). Then, a technical advisor will compare a vendor’s quoted product/s or solutions against the requirements of the solicitation and assign a technical rating of either “Acceptable” or Unacceptable”. If the lowest priced vendor is rated to be “Technically Acceptable”, an award decision can be finalized (subject to a final determination of contractor responsibility). If the lowest priced vendor is rated to be “Technically Unacceptable”, review of the next lowest priced quote will continue until a “Technically Acceptable” rating is achieved or until all quotes are evaluated. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition).
Contractor Responsibility Determination: As a part of the responsibility determination, the Government will assess performance risk by reviewing data in the Supplier Performance Risk System (SPRS). This review will consider Price Risk, Supplier Risk, and, if applicable, Item Risk.
• Adverse Finding: An offeror with an adverse SPRS risk assessment may be determined to be non-responsible and therefore ineligible for award, regardless of price or technical acceptability.
Such a determination is at the sole discretion of the Contracting Officer.
• Absence of Data: The absence of an SPRS risk assessment for an offeror will not, by itself, result in a non-responsible determination.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). When applicable and IAW RFO Clause 52.217-8, the government will include a six-month Extension of Services in the offerors total evaluated price by calculating unit prices for the base year or last option period multiplied by six.
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
