About this file
This is a Questions and Answers document for a Replace Electric Meters federal contract opportunity.
The document addresses six key inquiries from potential bidders regarding contract requirements and submission procedures. Regarding bonding, performance and payment bonds are required at the Contracting Officer's discretion even if the bid stays below the $150,000 Federal Miller Act threshold. Quote submissions are acceptable via email. Document submission must comply with Shaw design standards rather than alternative formats such as PDF substitutes for Raken. The cut sheet provided in the bid package contains all necessary technical specifications for the Schneider Electric Box installation, including dimensions and wiring diagrams, eliminating the need for physical inspection of the equipment. Second site visits for individual contractors cannot be accommodated due to fairness concerns and time constraints; all contractors must work from the initial bid package information. Regarding permitting, only dig permits through CE (presumably the contracting entity) are required under the Statement of Work; state or city electrical permits are not necessary for this project.

Replace Electric Meters Questions/Answers
1. If my bid stays below $150,000 (the threshold for the Federal Miller Act), do I still need to provide performance and payment bonds?
Answer: Yes, performance and payment bonds will be required at the Contracting Officer discretion.
2. Are we allowed to send the quote by email? Or will it be mandatory by mail?
Answer: Email is acceptable.
3. May we use PDF format for the reports as opposed to Raken?
Answer: The Shaw design standards provide all requirements including document submission requirements. These standards will have to be adhered to for this project.
4. Can we get a look at the actual Schnieder Electric Box to be installed?
Answer: The cut sheet provided in the bid package includes all relevant details needed for the project, including dimensions and wiring diagrams.
5. Can we get our electrician to see a few (2 or 3) locations of the sites to be installed.
Answer: We are not able to provide a second visit without allowing the same opportunity to all contractors. Time does not permit a second visit at this time.
6. Do we need to pull an electrical permit with the state or the city?
Answer: The permits discussed in the SOW are for dig permits through CE if needed. This should not require electrical permits
