About this file

This is a Questions and Answers document for federal contract solicitation FA480326QE030, issued by the 20th Contracting Squadron at Shaw Air Force Base, South Carolina on 15 September 2026. The solicitation addresses the repair and replacement of drop arms (crash arms) at the facility.

Key clarifications provided include: the correct wage determination is SC20260036; crash arm specifications require Model M30 (not M30C); traffic lights are not required on the new crash arms; existing key control pads, bollards, control panels, hydraulic cabinets, and power feeds do not require replacement; both crash arms may be constructed simultaneously; concrete barrier foundations do not require painting; exit sensor loops are not required; and periodic preventative maintenance is not mandated during the one-year warranty period. The contractor is not responsible for installing and connecting control wires, hooking up loop controls, keypad controls, or programming arm operation. Removed existing crash arms must be disposed of offsite by the contractor. Field personnel may combine the roles of Superintendent, Quality Control, and Site Safety and Health Officer (triple-hat arrangement). Notice to Proceed (NTP) will be issued during the Pre-Construction Meeting to allow the awardee to place material orders; material delivery is approximately 14 weeks after submittal approval, with the performance start date specified in the NTP. All proposals must acknowledge this Questions and Answers document and any amendments to avoid being found nonresponsive. Questions should be directed to Contracting Specialist SrA Tariq Ellis or Contracting Officer SSgt Justin Moechnig.
