1. Can the trash gate be moved downstream of the bridge near the current structure?
There may be some issues on property lines at the east end of the subject property, also this would create less problems.
Answer: It could be possible. The Government chose the area proposed to maximize the entire area for ATFP. There has been no encroachment permit started with SCDOT as to the location of such structure on the right of way. This is a design build the selected contractor will have to procure all permits and permissions to build such as structure. Please be advised the detail provided was to illustrate such a structure is just that a general depiction of the intended structure across the stream “Long Branch”. The dimensions and load capabilities of such a structure will have to be designed to fit the space.
2. Can the road be shifted slightly to avoid topography issues? At the current location along the northern property line of the furniture store property it dips into the bay on the property to the north. This creates a lot of additional fill as well as issues in keeping storm water off the adjoining property to the north.an videos be provided?
Answer: It is possible the designed center line of the road may have to be shifted to provide a suitable constructible route that will meet the intent of the RFP. Please note the intent is to follow the property line to the closest extent possible to meet ATFP requirements allowing Shaw AFB to monitor all property line boundary. The amount of fill material will not be a limiting factor in the construction of the road.
3. Attachment 6 trash gate shows 1 ½” steel tube and 5/8” rebar for the vertical and horizontal bars. Which is preferred.
Answer: Refer to answer #1. The detail provided is a depiction of existing structure for demolition. However the new structure exact length, width and height structural steel and design loads will have to be designed and built in area noted on plan view.
The contractor will have to make some assumptions of the size and magnitude to close the opening on the upstream side of the bridge.
4. Please provide diameter and depth of wells to be abandoned per SCDEHC standards.
Answer: Unknown at this time. If there is a well tag on the casing the information can be found there. It is likely this well was before SCDHEC required such tags.
5. “Scope of Work” The RFP does not indicate that items left in the buildings are to be removed by the contractor. During the site visit it was noted that there still remains:
appliances, car, etc.? Please quantify the contractor’s responsibility.
Answer: Per statement of work under DEMOLITION “to include the contents of the structure”.
6. Archaeology Study – Instead of a “Potential Phase II” study- May we suggest that an allowance amount be established by the government for bidding purposes.
The government is requesting potential offerors submit an email NLT 1100 EST on Monday, 10 August 2020, stating whether or not they are having trouble providing

7. What is the length and width in lineal feet of the new paved road to be installed?
Answer: Estimated at this time with no construction drawings of exact center line;
length. Assume for estimating to be 2,200 LF on Center Line, paved width would be 25 LF wide as indicated on Plan View provided by the Government. Asphalt placed on crusher run granite or RCC base rock 6 inches deep by 27 feet wide compacted 100% Modified Proctor.
8. What is the base material, thickness, SCDOT cross section for this type of road use?
Answer: Crusher Run or RCC 6 inches thick compacted to 100% Modified Proctor.
Asphalt surface course thickness shall be no thinner than 2 inches. Asphalt base thickness if required will be determined by designer of record.
9. Roadway testing and QCM protocol will be determined by DOT standards, is there any additional protocols required?
Answer: No
10. What new utilities (if any) are to be reinstalled?
Answer: Light at the gate.
11. What are the required specifications of the security fence, height, gauge and composition?
Answer: All security fence requirements shall meet all Unified Facilities Requirements these can be acquired in the internet. UFC 4-022-03 Security Fences and Gates.
12. Is an archaeological specialist to be onsite during the entire project, if not during any particular phases of demo, excavation or utility removal?
Answer: This would be determined by the location of the center line of the road and disturbed area as proposed. Phase I would be if the disturbed area has the potential to penetrate an area showing or indicating artifacts are suspected to be in that area. If so it would be likely that and on site archaeological specialist would be required. The Government suggests all prospective bidders consult with those accustom to providing this service prior to submitting a proposal.
13. Does the government want the existing demo fence for future use? Or the contractor to dispose of it?
Answer: All demolished debris belongs to the contractor for disposal in an approved SCDOT Landfill or is deemed as salvage by the contractor shall become the contractor’s property.
14. SC DOT Road 364 runs thru proposed work area. Will any coordination be required with SCDOT for the proposed fence and gate encroachments?
Answer: Yes, the contractor will be responsible for all coordination, permitting and encroachments on to SCDOT property.
15. Trash Gate shown in Attachment 6 is schematic in nature. Is the intent for the DB contractor to provide an engineered design for the new trash gate?

Answer: See Below.
16. No dimensions are shown on Trash Grate in Attachment 6. Please provide dimensions in order for DB contractor to accurately price.
Answer: This is a design build contract the contractor will have to inspect the area and make a reasonable assumption of the size and magnitude of such structure and estimate the effort to design, build/construct and permit if required such a structure.
Please note Attachment 6 was for demolition purposes of and existing structure downstream on Long Branch of Government Property.
17. State the scope of work, if any, regarding the guard house shown in photo #3 of the design/build-Add Repair Base Infrastructure VLSB 15-0007 dated 4-21-2020.
Answer: None required at this time.
18. Define the scope of work for demolition at the following areas regarding plumbing waste lines both under the slab and outside the building foot print. Skating rink, dog kennel and furniture store.
Answer: Demolition will be complete to the extent a new structure or roadway could be constructed without interference from any residue from any existing demolished site or structure.
19. In the FA480320B0001 VLSB 15-0007 Attachment 01-Statement of Work Demolitions. Regarding septic tanks, will this include unknown septic tanks that are discovered during demolition?
Answer: Yes the contractor shall assume multiple.
20. Please provide prevailing wages for electricians/linemen. There is some utility demolition required for Add/Repair Base Infrastructure Project.
Answer: In addition to the Heavy Wage Determination the following Wage Determinations have been added into this solicitation:

22. I checked on the mitigation prices for offsetting wetland permits and impacts. There are no credits available in this project’s watershed. The USAF could pay up to 400,000 to fill 1.5 acres of wetland for the planned roadway. Our proposal includes

4 | P a g e costs for submitting a wetland permit, but not for these credits. The USACE requires the permit to be issued before calculation of final credit cost, so that is an unknown, and I think you understand this, but we did want to clarify prior to our final proposal.
If there is any issue with this please let me know. Also please note that the solicitation is unclear on whether a weapons permit is required. We will include the cost, but it would be great to get clarification so that we are all bidding on the same value to add.

The intent is to have the intersection for the roadway as close as possible to the existing bridge. Limit the area disturbed is under 1/10 of an acre while providing the intersection for the roadway as close to the existing bridge as possible.
23. Please clarify what we are to include for the asbestos/lead line item in the cost estimate form. The SOW implies on page 7, we are to include the cost of the surveys and the cost for abatement, if required, will be determined later. While line 14 on the estimate appears to be looking for a square foot quantity and unit price. We cannot offer an estimate for this without a survey to determine what may contain asbestos or lead. Should this be an allowance so funding could be determined or is this just a lump sum price for the surveys all that is needed? If this is to be an allowance, please provide an amount to include so all offerors are providing the same value.

Please add a Tab to Attachment 12, Cost Estimate Sheet, workbook; which provides a breakout of offeror’s estimate for abatement; which will be totaled and placed in Row 14, Item, and Abatement of the workbook. Amounts below are approximate and may increase or decrease once work commences. An upward or downward adjustment post award could potentially be accomplished if estimated amounts are proven to move up or down.
