DESIGN/BUILD

STATEMENT OF WORK

FOR

Add/Repair Base Infrastructure

PROJECT: VLSB 15-0007 13 May 2020

This project is located at Shaw Air Force Base in Sumter, South Carolina. Shaw Air Force Base is located approximately 35 miles East of Columbia, South Carolina, and approximately 85 miles North of Charleston, South Carolina.

SCOPE OF WORK:

This Statement of Work (SOW) is a Design/Build project for work near Frierson Road, Sumter, South Carolina. The majority of the work is outside of Shaw Air Force Base current boundary fence for Shaw Air Force Base. This work includes demolition of multiple structures, slabs, foundations, septic systems, parking lots, fencing, trash rack, electrical lines and poles and capping of water wells. This project will also consist of the installation of new fencing, a vehicle gate, overhead lighting, a new roadway, and improved driving surface, among others, as described specifically in the SOW.

BASE PROPOSAL:

The contractor shall perform the following work and any work related to these tasks:

ARCHAEOLOGICAL STUDY:

• Known archaeological sites have been discovered in the area of demolition and construction, and are shown, in Attachment 03, 2014 Archaeological Survey. An archaeological study is required to be performed on the property shown in Attachment 04, Archaeological site map. A phase I and potentially a phase II study will need to be performed, the report should closely match the format and content in Attachment 03.

o Phase I investigation consists of a combination of background research and fieldwork designed to identify resources and define site boundaries within a given project area or Area of Potential Effect. During the Phase I investigation, the entirety of the project area must be studied.

o Phase I fieldwork consists of several methods including pedestrian survey, excavation of shovel test probes, remote sensing, and deep testing of appropriate landscapes. The use of specific field methods and techniques is dependent upon the type of ground cover present, the topographic setting, and the amount of observed disturbance in a given situation.

o Phase II investigations consist of additional background research and fieldwork. The Phase II scope of work may be submitted as an appendix or addendum to the completed Phase I technical report.

o Field investigations at the Phase II level are conducted to determine the horizontal and vertical limits of an archaeological site, and to retrieve spatial, temporal, and subsistence information about the site. Field investigations should be designed to retrieve the information necessary to

Attachment 01 – Statement of Work determine the eligibility of a site without seriously impacting the contextual integrity of the resource.

WETLANDS DELINEATION:

• Based upon the National Wetlands Inventory a portion of the project site has wetlands on the site. The approximate wetland boundry is shown in Attachment

02. The wetlands shall be delineated and the contractor will coordinate and apply for a Jurisdictional Determination (JD). A list of environmental consultants from the US Army Corps of Engineers website can be found at:

DEMOLITION:

• All structures, parking lots, fencing, and general debris on the property outside of

Shaw Air Force Base current perimeter fence shall be demolished and removed from the site to include: the contents of the structure, superstructure, slab/foundation, utilities, septic tanks, fencing, and general debris. The following structures and approximate sizes are below:

o Well pump house and tank with fence – 5,000 SF o Skating rink – 13,500 SF o Standalone Concrete Slab – 6000 SF o Dog Kennel / with outdoor concrete yard – 5,750 SF o Furniture store – 21,500 SF

• All wells shall be abandoned to South Carolina Department of Health and Environmental Control (SCDHEC) standards.

• Any areas demolished shall be backfilled graded for positive water drainage and match the surrounding area.

• Approximately 2,900 linear feet of primary electrical lines and poles are to be demolished that are the property of Duke Energy. The contractor will need to coordinate with Duke Energy to remove the electrical lines back to the demark point at the base. The contact for Duke Energy is Dennis Turner:

• Once the new fencing is installed, approximately 2,250 linear feet of fence shall be demolished.

o 1,000 linear feet on the North side of the runway in the low lying area between the two fence tie in points.

o 1,250 linear feet on the West side of the project site between the new double gate tie in and the existing vehicle gate.

o Remove the existing vehicle gate crossing Frierson Road and return to the Government.

• Approximately 40 feet of trash rack shall be demolished. As-builts of the trash rack are in Attachment 05, Trash Rack Drawings.

CLEARING / GRADING:

• Clear a 75-foot wide strip from the property edge inward following the alignment of the new roadway. This will be the location of the new roadway, fencing, and improved surface for patrolling.

• Clear a 20-foot wide strip from the Frierson Rd to the tie in point at the east side of the project. This will be the location of the new fencing and improved surface for patrolling.

EROSION CONTROL:

• Provide a Storm Water Pollution Prevention Plan (SWPPP) with the 35% submittal and obtain the appropriate permits associated with the SWPP plan.

• Construct the appropriate erosion control measures as shown in the SWPP plan.

• Hydroseed any areas that are disturbed during the course of construction to prevent erosion.

FENCING / GATE:

• Approximately 3,000 linear feet of new fencing shall be installed along the path shown in Attachment 02.

o The fencing shall be a security fence with six strands of barbed wire on top, built to UFC 4-002-03 “Security Fences and Gates” (https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc/ufc-4-022-03 and the UFGS Guide Specifications 32-31-13 “Chain Link Fences and Gates” https://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs/ufgs-32-31-13).

• A new K-12 rolling gate shall be installed at the location shown in Attachment 02.

o The rolling gate shall be similar to the existing vehicle gate and manually operated.

• New LED lighting shall be installed for the vehicle gate to meet the Illuminating

Engineering Society (IES) recommended (standard) levels.

o power shall be utilized from a circuit on the base, the closest existing light fixture is shown in attachment 02.

ROADWAY / IMPROVED SURFACE

• Construct a new roadway approximately 1,850 linear feet, as shown in Attachment

02.

o The paved surface shall be 28 feet wide with 6 inches of crushed stone and

2 inches of South Carolina Department of Transportation(SCDOT) type C asphalt.

o Where the roadway is constructed, on the secure side of the fence construct an 11’ wide improved surface, consisting of 6 inches of crushed stone.

• At the 20 foot clearing on the east side of the project, on the secure side of the fence construct a 12’ wide improved surface, consisting of 6 inches of crushed stone.

• After construction is complete provide hydroseeding meeting base standards on new surfaces to prevent erosion and promote grass growth.

TRASH RACK

• Construct a new trash rack approximately 50 feet wide on the North side of the existing bridge. The trash rack should look similar to the trash rack in the Attachment 05. It can be made of metal or concrete and not have any penetrations larger than 65 square inches.

o The trash rack may not be structurally attached to the bridge.

END OF BASE PROPOSAL

PHASING

The exterior fence, roadway, vehicle gate, and trash rack shall be constructed and tied back into the existing perimeter fence, and approved by security forces prior to demoing any existing fencing or the trash rack on base.

DESIGN:

Attachment 02 is provided as a guide for this design/build project. The Contractor shall perform work as outlined in the SOW. When the two contradict one another, the SOW shall take precedence. Attachment 02 DOES NOT contain all work that is required to accomplish the project and some items may be inaccurate. It is the contractor’s responsibility to verify all information contained in Attachment 02, prior to submitting a proposal.

The government will require a 35%, 65%, and 95% design to be submitted and approved by the government. These should be submitted electronically as .dwg and .pdf. Hard copies of each submittal shall include (1) 24x36 and (1) half-size set.

The design schedule shall be as follows:

i. Archaeological Study, Wetland delineation, 35% Design – 15 weeks

ii. 35% Design – 3 weeks for Government review

iii. 65% Design – 6 weeks

iv. 65% Design – 2 weeks for Government review

v. Total Design time 182 calendar days

If the contractor has issues with the proposed timelines, the contractor shall express their concerns or issues and proposed an alternate timeline in their proposal.

NOTE: Once 65% design is approved contractor can begin construction while the 95% drawings are being completed.

Contract performance for each phase will start after the issuance of a Notice to Proceed (NTP) for that particular phase.”

FOR EACH PHASE OF DESIGN

The contractor shall provide design documents to include a 35%, 65%, 95% design, and as-builts.

• The design shall accurately represent the existing conditions for all trades involved.

• No specifications are required. All products/materials may be specified on the drawings.

GENERAL DESIGN AND CONSTRUCTION NOTES

1. Any references to State Government, Federal Government, or Industry standards or specifications made herein shall form a part of this specification to the extent referenced thereto and all materials and workmanship under this contract shall comply with or exceed these standards and references. All referenced standards shall be the latest edition.

2. All manufactured equipment and products shall be new materials in good condition and installed as per manufacturer's latest printed instructions, unless specified otherwise herein.

3. The Contractor is responsible for the protection of existing facilities equipment from damage during installation and testing operations.

4. The Contractor shall show all calculations on the drawings in lieu of a separate document, except where specifically allowed by the Shaw AFB Design Engineer.

5. The contractor shall take into account the special treatment of hazardous waste, as well as the environmental implications related to building demolition management (i.e. fluorescent lighting tubes, t-stats, etc.). Every effort shall be made to recycle eligible materials, and those not suitable shall be disposed of off base in accordance with all SCDHEC regulations.

6. Any refrigerant amounts removed or installed shall be documented and the information shall be provided to Shaw AFB.

7. The contractor shall include make, model number, and inherent operational characteristics on the drawings for all of the major equipment supplied for the facility. The Contractor shall supply the manufacture’s cut sheets with the submittal where the component is identified.

8. If any submittal doesn’t, in the opinion of the Contracting Officer, meet or exceed the requirements contained within this SOW, in the Shaw AFB Design Standards or any referenced design guidance or nationally recognized code then it shall be considered to be unacceptable and returned to the Contract for correction and resubmission. The Contracting Officer has the option, in lieu of disapproval, to provide acceptance of a submittal with required corrections identified if it is determined the submittal is substantially complete and correct.

9. Ensure that any demolition, utility cut and capping, and debris removal service performed at Shaw AFB, South Carolina in completed in such a manner that will restore a neat and professional appearance of base areas.

10. The facility/area shall be cleaned in its entirety, including exterior areas, before being returned to the government.

WARRANTY

The contractor shall furnish a minimum one year warranty against defects in material and workmanship starting on the final acceptance date.

GENERAL INFORMATION

The contractor shall provide all management, tools, supplies, equipment, labor, and applicable licenses and permits necessary to complete the requirements within. All work shall be done in strict accordance with this Statement of Work and subject to the terms and conditions of the contract and in accordance with Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), the International Building Code (IBC), International plumbing code (IPC), South Carolina Department of Health and Environmental Control (SCDHEC), National Electrical Code (NEC), National Electrical Safety Code (NESC), National Fire Protection Association (NFPA), EPA 402-K-01-001 (2008), South Carolina Department of Transportation (SCDOT), Shaw Air Force Base Design and Construction Standards, Change 2, 21 Aug 2018 Attachment 06) and all other applicable codes.

PERMITS

The contractor shall pay for and obtain any required permits. The contractor shall act in accordance with this Statement of Work, SCDHEC, Federal, and Shaw AFB guidelines.

WORKING CONDITIONS

The Contractor shall take all precautions to ensure that his operations are conducted in a manner as to minimally interfere with the normal operations of the base and the safety and convenience of the base personnel. The contractor shall coordinate utility outages with the Civil Engineering Squadron (CE) service call.

GENERAL PROJECT NOTES

The contractor is responsible for verifying all dimensions, quantities, and square footage. All dimensions, quantities and square footages included are approximations.

Construction and demolition shall be in strict accordance with the Shaw Air Force Base Design and Construction Standards. The information provided in this Statement of Work, the provided drawings, and the requirements of the Shaw Air Force Base Design and Construction Standards shall be determined to be the minimum standards required in this project.

The contractor shall video all areas in which work shall occur prior to starting work. UFC’s take precedence over all standards, codes, and Shaw AFB Design Standards and requirements that pertain to the work within this SOW.

During construction, the contractor shall take care not to damage existing structures, etc.

that will not be replaced as part of this contract. The contractor shall be responsible for the temporary support of all devices as required to perform work. Any demolition work that needs to be accomplished to complete the contract is the responsibility of the contractor. All material shall be installed per manufacturers’ recommendations. All items listed in the SOW are to be supplied and installed by the contractor unless otherwise noted.

A pre-construction meeting will be held at Shaw AFB to include the Contractor and Government representatives. The Government shall set up this meeting, to be held on Shaw AFB, with the Contractor and Government representatives, to discuss all requirements, as well as any other construction issues the Contractor may have.

Where specific part numbers or manufacturers are referenced, it shall be understood that the contractor may use an approved equal.

ASBESTOS/LEAD BASED PAINT

Selective Building Material System Demolition: Prior to any demolition, the Contractor shall perform a destructive asbestos and lead survey in accordance with SCDHEC regulations and requirements and prepare an electronic version to be submitted to the Government. The electronic version shall be in Adobe pdf format. The report shall be submitted to the Government for approval prior to requesting an abatement permit. The survey shall be used as estimated quantities for abatement.

Contractors pricing shall take into account all updated code requirements.
