Question&Answer1

CategoryQuestionAnswer
15% performance5. In the SOW section 5.1 states "The Contractor shall perform 15% or more of the actual construction using prime Contractor personnel; office and field supervision will not be included in the 15%." The in SOW section 6.1.2. states "The Contractor shall perform 15% or more of the construction using prime Contractor personnel." Our interpretation of this requirement is the Government is attempting to assure compliance with FAR 52.219-14 Limitations on Subcontracting. Where in section L or M is this requirement going to be evaluated and how will this be determined technically acceptable or unacceptable? Can this be demonstrated through our Past Performance Information Sheets demonstrating self performance with craft employees? This will not be evaluated. It will become a contractual requirement that the awardee will have to comply with. This information is provided now so that offerors can make staffing decisions and price their proposals accordingly.
Attachment 14. Attachment 1, 2.11.15 Coefficient states that the coefficient includes “engineering work by a PE or Registered Architect (RA) that would normally be part of a construction submittal such as stamped fire suppression drawings.”
Question: Fire suppression design requiring a registered engineer stamp is normally part of a 100% design submittal not a construction submittal. Is this statement in error ?The intent of this statement is that the coefficient rate will be the mechanism by which you recover the cost of these services, if required. The majority of our SABER projects in the past have not required stamped drawings, but this is not a guarantee that future requirements will be the same as the past. There will not be a separate cost allowed on individual projects. It is understood that this introduces additional risk to the offeror, and that offerors may, or may not, decide to increase the profit element of their coefficient rates to compensate.
Bid Acceptance Period3. Shall our proposals be made to allow the government 150 or 240 days for contract award (SF 1442 states 150 and Page 72 of 90 states 240).240 days.
Bid bond1. A bid bond is not required???No bid bond.
Bonding(4) Reference Page 85, Section 4.b.i., "The proposal must demonstrate bonding capacity of at least $300K per project and $7M aggregate."
Question: To demonstrate this capacity, is a bonding capability letter from the offeror's surety acceptable? If yes, will this letter be included in the 20-page limit for this proposal section?Yes, a letter from the bonding company is acceptable and will not be included in the page count.
Coefficient1. SCHEDULE B , I. COEFFICIENTS defines Coefficient as a “numerical” factor. Seemingly in conflict, later in the Section the contractor is asked to enter a Coefficient “Percentage” .
a. Question: Which is the desired way to enter the coefficient, as a numerical factor (i.e. 1.05) or percentage (i.e. 105%) ?Prefer numerical such as 1.05 but will accept either.
b. Question: If a numerical factor is to be entered in Schedule B, how many decimal places are desired ?Please do not exceed five digits after the decimal point i.e. 1.12345
Coefficient2. We are very confused about how you are wanting all the engineer and architectural talent to be included in our coefficient. (Design Services) - How can the coefficient cover the high impact of costs on a small $2K minimum size project; Vice-Versa if it does cover the cost on a $2K project it would be ten times too high for a $500K project - is HAFB going to require engineer/architect stamps on all task orders no matter the size????Over three years there have been approximately 170 task orders that have averaged $220K, and very few have required stamped drawings. While past history is no guarantee of future performance, an offeror could use this information, solely at his/her own discretion, to estimate this element of a coefficient rate, adjusting up or down based on his/her own risk tolerance with respect to the evaluation scheme presented in section M of the solicitation. There is no penalty for deciding not to submit a proposal if you are uncomfortable with the terms and conditions.

Exceptions2. Which volume would you like the exceptions to solicitation requirements?Volume 1.
Exceptions3. Please reference Section L.H - Exceptions to Solicitation Requirements. This submission requirement is listed under Volume 3, Past Performance
Clarification: Does this requirement belong in Volume 3 or should it be included in Volume 1, Price or Volume 2, Technical? Please note that this information is in its own paragraph (H.) and is actually NOT part of the previous paragraph G. ("Past Performance.") But you are correct that location for this information is not specified. Please put this information, if applicable, in Volume 1 after the optional Executive Summary, and use the table format specified. Please note the last sentence of paragraph H states "Failure to comply with the terms and conditions of the solicitation may result in the offeror being removed from consideration for award."
Executive Summary1. Page 73 of the RFP says the executive summary is not included in page limits, however, there is no additional requirements for an executive summary. Is an executive summary required? If so, which volume should it go in?Executive Summary should go in the front of Volume 1. It is optional. Just make sure all the other required information from section M and other parts of the solicitation are there (reps and certs, TIN, cage, DUNS, etc)
Financial InformationPage 76 of 90 states that Offerors need to provide a Financial Information Request to their Financial Institution and have it returned prior to bid opening. The sheet does not appear to be included in the RFP package - please provide. Please see section M evaluation criteria regarding offeror's financial capability. There is no required form or format. the proposal must include, or the Contracting Officer must receive, a letter from the bank that demonstrates what section M calls for.
Financial Information(2) Reference Page 76, Section (f)ii, Bank Reference. The government requires offerors to provide a "financial Information Request" to their financial institution and instruct them to complete and return it to the Contracting Officer.
Question: Is the "Financial Information Request" a Government-provided form? If yes, then please provide the form, as it was not included in the solicitation documents. Please see section M evaluation criteria regarding offeror's financial capability. There is no required form or format. the proposal must include, or the Contracting Officer must receive, a letter from the bank that demonstrates what section M calls for.
Geographic location1. The solicitation defines qualifying Offerors as “8(a) concerns in El Paso, TX and New Mexico.” Do we have to have a bona fide place of business in both El Paso AND New Mexico? No, you need to have a bona fide place of business in either El Paso or the state of New Mexico.
2. We will be submitting a proposal with our teaming partner. Our teaming partner has a bona fide place of business in El Paso, TX. Will we, as an 8(a), meet this qualification if our teaming partner is the one who has the office in El Paso? No, you would not qualify if the 8(a) does not have a bona fide place of business in El Paso, TX or the state of New Mexico.
Insurance4. The solicitation does not state if the Government will require the SABER Contractor to provide Professional Errors & Omission (E&O) Contractor Liability Insurance, because General Liability only covers for construction not design. If this will be required, is a $1,000,000 limit with $5,000 deductible acceptable? Will we need to demonstrate in the proposal compliance with E&O insurance?Section M describes in detail what the proposal must demonstrate. If it's not called for in a clause, the SOW, or the solicitation, then it is your decision whether to include it. Keep in mind this is LPTA and an offer can only be found technically acceptable or unacceptable. Unlike a "best value tradeoff approach" there is no latitude in LPTA where we could award to a higher priced offeror if they had a superior technical proposal. See section M for how the selection decision will be made based on lowest price, technically acceptable with acceptable past performance.
Location of Pricing Information4. Do we have to put pricing in both Volume 1 and Volume 2 per page 74 of 90????Yes. See clarification in the revised solicitation posted with Amendment 1.
Location of PrimeWe have an SBA approved Bonafide office in Alamogordo, however we are based out of Colorado. I just wanted to confirm that as long as we have a Bonafide office in New Mexico we are considered a New Mexico concern.Yes, you are considered a New Mexico concern and the Govt will consider your proposal should you submit one.
Non-Prepriced items5. Attachment 1, 2.29 Proposals of Non-Prepriced Items defines how items not found in the UPB are submitted.
Question: As there is no coefficient requested for non-prepriced items, will the Contracting Officer negotiate appropriate site overhead, G&A and profit for those items ?No. The coefficient will be the mechanism by which you recover these costs. There will not be a separate negotiated cost for site overhead, G&A or profit for these items.
Number of Copies(3) Reference SF1442, Block 13. Section 13.A of the SF1442 states that offerors must submit one (1) original and two (2) copies of the proposal. However, Section L requirements for each proposal volume state that two (2) hard copies and one (1) electronic copy are to be submitted.
Question: Please clarify the number of proposal hardcopies required: Does the Government wish to receive a total of 3 hardcopies (1 original and 2 copies), or a total of 2 hardcopies (1 original and 1 copy)? Please submit one original and two hard copies for a total of three physical copies, and one electronic copy on a disk.
Page size and format(1) Reference Page 73, #10, "Page Size and Format". The fourth sentence of this paragraph reads: "Pages shall be single-spaced with 1.5 line spacing."
Question 1: We interpret "single-spaced" to also mean line spacing. Is the line spacing required to be single spaced or 1.5 spaced? Please use single spaced lines where the distance between the single spaced lines is 0 pt before and 0 pt after.
Question 2: If line spacing is to be 1.5 for the entire proposal, are offerors required to increase the spacing on the Government-provided Past Performance Information Sheet (PPIS) so that it complies with this requirement (currently the form is single spaced). Or, can the responses provided on the PPISs be single spaced? You are not required to change the PPIS.
Past PerformanceIf our firm has existing/current IDIQ or SABER contracts, should our past performance be on individual delivery orders under those contracts or should they be on the entire master contract?Recommend you use the Relevance table on page 88 of the solicitation to be your guide when choosing projects for inclusion in your past performance volume.
Past Performance3. The solicitation states, "Efforts that have not yet been completed shall have had at least six months of performance prior to the date of issuance of the solicitation." If the total duration of an on-going project is less that six months performance, can we assume that at least 50% completion by the issuance date of the solicitation will be accepted?Yes.
Pricing Sheet2. SCHEDULE B , II DEMONSTRATION PROJECT PRICING PROJECT SHEET states that the offeror shall calculate the amounts to fill in by multiplying its “prepriced” proposal times the coefficient.
Question: How will “Non-Prepriced” items be entered in the Demonstration Project Pricing Sheet ?The term "prepriced proposal," as used here, includes all direct costs whether they are "pre-priced" from RS Means or "non-pre-priced" iaw SOW para 2.29. Please refer to page 12 of the solicitation. There you will see the "Demonstration Project Pricing Sheet". It includes three fill-in-the-blanks for each line. The first one is where you fill in the "pre-priced proposal." For clarification purposes, the term "prepriced proposal" has been replaced with "direct cost" proposal in the solicitation, Amendment 1. Reminder: offerors must acknowledge all amendments on their offer or else be ineligible for award.
Pricing Sheet3. SCHEDULE B , II DEMONSTRATION PROJECT PRICING PROJECT SHEET states that the prices entered “shall also become contractually binding”.
Question: As the bare costs are to be adjusted each option year by incorporating the latest RS Means pricing data, how are the option year prices binding? The demonstration project pricing is unique in that it, unlike any other future project priced on this contract, it will have binding prices on contract, for the base year and each option year. All other projects will be priced using the RS Means pricing data that is current at the time the Task Order Proposal Request is issued. Being aware of this, the government considers it reasonable and actually expects offerors to include some sort of inflation factor for the out years, keeping in mind the competitive nature of this acquisition and the manner in which the total evaluated price (TEP) will be calculate as detailed in section M. It is worth mentioning that while we appreciate your interest in this solicitation, and hope you will submit an offer, nobody is forcing you to do so. These are the terms of the solicitation. By offering a proposal in response to this solicitation, you are accepting these terms (unless you specifically state an exception to the terms and conditions, in which case you may, or may not, be found non-responsive or technically unacceptable and ineligible for award.)
Specifications6. Attachment 1, 2.21 Guide Specifications(Spec) refers to Holloman Air Force Base Supplemental Specifications
Question: Can the Holloman AFB Supplemental Specifications be made available to the contractor ?No. Any additional specifications not listed at the web site provided will be made available, as required, on future task order proposal requests.
Resumes6. Please confirm we do need to submit individual resumes for the required key personnel in section M, due to the page limitations, although resumes are noted in the Attachment #1 SOW, paragraph 6.1.5.Section M on page 85 states the proposal must demonstrate : "• A staffing plan that identifies program management, engineering, skilled labor and other necessary expertise who meet the minimum experience and qualifications in the table below, and describes how these personnel can successfully perform two or more simultaneous construction projects on Holloman AFB:" The requirement for resumes in the SOW is a contractual requirement for the Contract Management Plan that the eventual awardee with have to comply with, but is not a mandatory requirement for the proposal. However, resumes would be one good way to "demonstrate" as required by section M.
RS Means7. We are unable to locate within the contract documents what year RS Means price book. Is it to be 2013?2013
Number of copies5. Can you state how many copies of each are required? The SF 1442 state original and 2 copies and then page 75, 77, & 78 state 2 hard copies and 1 electronic. Please clarify???Please submit one original and two hard copies for a total of three physical copies, and one electronic copy on a disk.
Page Size and Format1. Please reference Section L.C.10., Page Size and Format. This paragraph states in part: "Tracking, and kerning, and leading values shall not be changed from the default values of the work processing or page layout software". The paragraph spacing default values for Word 2010 is 0 point before and 10 point after. The 10 point after paragraph default combined with the 1.5 line spacing is excessive and affects the ability to provide a responsive proposal with the 20 page limit established for Volume 2, Subfactor 1 Construction Management and Capability.
Question: Since 1.5 line spacing is required, would the Government allow setting the paragraph defaults to 0 before and 0 after? Please use single spaced lines where the distance between the single spaced lines is 0 pt before and 0 pt after.
Past Performance - due date6. Page 79 paragraph C states to turn in the Past Performance proposal within 14 days of solicitation closing - but also states if it isn't you will not be disqualified. Please clarify????Submit this information in advance if possible. However, if you don't submit it in advance, you will not be disqualified for late submission as long as it is turned in by the solicitation closing date/time. The rationale for this is that offeror's need less time to assemble this information and early submission gives the Govt evaluation team a chance to work ahead.
Past Performance - joint venture vs. teaming partner1. Our firm intends to team under subcontract agreement for professional Architectural and Engineering services. Section M.5.c - Factor 3 Past Performance, Evaluation process states in part: "c. Joint venture partners' past performance shall be part of the aggregate performance evaluation. Past performance of other teaming partners or subcontractors shall not be considered."
Attachment 2 - Consent Letter and Attachment 5 - Client Authorization Letter each include similar language that states in part: "We are currently participating as a _________________________ (subcontractor/teaming partner/joint venture partner with __________________________(prime contractor or name of entity providing the proposal) in responding to the Department of the Air Force, Holloman Air Force Base, New Mexico; Request for Proposal FA4801-12-R-0005, Simplified Acquisition of Base Engineering Requirements, (SABER) at Holloman AFB, NM."
Section M clearly states that Past Performance of teaming partners or subcontractors shall not be considered and only joint venture partners will be evaluated.
Question: Will the evaluation team consider evaluation of past performance for architectural and engineering firms that are proposed but are not joint venture partners? No, we will not consider Past Performance of other teaming partners or subcontractors, only primes and joint ventures. The difference between a joint venture and a teaming arrangement is the contractually binding nature of the joint venture. This applies to past performance. Please do not confuse this answer with the requirement under "Technical" for you to demonstrate a relationship with an AE. You must still do this.
Past performance - due dateI just wanted to confirm that the Volume 3 Past Performance is due on Friday May 31st. The instructions state that the Volume is due 14 days prior to the proposal date.Submit this information in advance if possible. However, if you don't submit it in advance, you will not be disqualified for late submission as long as it is turned in by the solicitation closing date/time. The rationale for this is that offeror's need less time to assemble this information and early submission gives the Govt evaluation team a chance to work ahead.
Section M2. Please reference Section M.D.4.b.i. - Factor 2 Technical Acceptability, Construction Management & Capability. This section includes 3 criteria not included in Section L as follows: i) Construction Management & Capability. To clearly meet the minimum requirements of the solicitation, the proposal must demonstrate that the offeror possesses all of the following: The proposal must demonstrate access to cash and/or lines of credit totaling at least a minimum of $100,000.00; The proposal must demonstrate bonding capacity of at least $300K per project/$7M aggregate; Also the proposal must demonstrate an established relationship with a design (A-E) firm, a construction equipment supplier, a construction material supplier and an independent testing lab.
Clarification: Should these items be included in Volume 1, Price or in Volume 2, Technical, as currently listed in section M?Section M is the controlling section in terms of what the Govt Evaluation Team must use in making the source selection. Please include this information in Volume 2, Technical, as stated in section M.
Site SuperintendentAre bidders required to have an on site superintendent at the base 40 hours per week regardless of whether there is any work ongoing? No. However, per the superintendence clause (FAR xyz) and HAFB instructions para ABC, the SABER contractor will be required to have a superintendent on site when work is going on.
Unanswered QuestionsIf I submitted a question that is not answered, what should I do?If your question is not answered you should use your best judgment based on the information provided in and with the solicitation to determine whether or not to submit an offer, and to determine what should be included in the offer.
