SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 14-Jun-2013 05:00 PM to 21-Jun-2013 05:00 PM.
The offeror acceptance period has increased by 90 from 150 to 240.
SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been modified:
SCHEDULE B
SCHEDULE B
COEFFICIENTS, DEMO PROJECT PRICES and SCOPING PRICES
I. COEFFICIENTS.
“Coefficient” means a numerical factor that represents costs (generally indirect costs) not considered to be included in “Unit Price Book” unit prices (e.g., general and administrative and other overhead costs, insurance costs, bonding and alternative payment protection costs, protective clothing, equipment rental, sales tax and compliance with tax laws, and also contractor’s profit). Contingencies such as changes in wage rates and the effect of inflation in option years are also covered in the coefficient (there is NO economic price adjustment in this contract). See statement of Work paragraph 2.1.1 for a more detailed description of the coefficient. Coefficients proposed by offerors are multiplied times the unit prices in the Unit Price Book to price a job or project on individual orders. The coefficient(s) proposed by the offeror and accepted by the Government are incorporated in the SABER.
The following coefficients will be in effect for the life of the contract, inclusive of option years.
Simplified Acquisition of Base Engineering Requirements (SABER): Provide all necessary resources to perform all work required and complete in strict compliance with the specifications and terms and conditions of the contract and any resulting task orders. Work will consist of multi-discipline construction projects involving repair, alteration, or new construction of real property at Holloman AFB (HAFB), NM and federal real property within a 60-mile radius of HAFB post office. All work shall conform with the requirements of the Statement of Work and all contract specifications including providing all materials, labor, plantS, tools, equipment, transportation, supervision, management, and other services (including engineering/technical design support, for design-build only), items, and incidentals necessary thereto.
Provide Coefficient Percentage for the Base and Option Years: Date of award through 30 Jun 2018 in the space below.
DESCRIPTION
COEFFICIENT PERCENTAGE

STANDARD HOURS: Multi-discipline Construction Work at Holloman AFB, NM in accordance with the Basic SABER Statement of Work and the Statement of Work specified in the individual task orders issued against this contract.
NON-STANDARD/RESTRICTED AREA WORK HOURS: Multi-discipline Construction Work at Holloman AFB, NM in accordance with the Basic SABER Statement of Work and the Statement of Work specified in the individual task orders issued against this contract.
Option Year 2 – 1 JUL 2015 THROUGH 30 JUN 2016
STANDARD HOURS: Multi-discipline Construction Work at Holloman AFB, NM in accordance with the Basic SABER Statement of Work and the Statement of Work specified in the individual task orders issued against this contract.
NON-STANDARD/RESTRICTED AREA WORK HOURS: Multi-discipline Construction Work at Holloman AFB, NM in accordance with the Basic SABER Statement of Work and the Statement of Work specified in the individual task orders issued against this contract.
Option Year 3 – 1 JUL 2016 THROUGH 30 JUN 2017
STANDARD HOURS: Multi-discipline Construction Work at Holloman AFB, NM in accordance with the Basic SABER Statement of Work and the Statement of Work specified in the individual task orders issued against this contract.
NON-STANDARD/RESTRICTED AREA WORK HOURS: Multi-discipline Construction Work at Holloman AFB, NM in accordance with the Basic SABER Statement of Work and the Statement of Work specified in the individual task orders issued against this contract.
Option Year 4 – 1 JUL 2017 THROUGH 30 JUN 2018
STANDARD HOURS: Multi-discipline Construction Work at Holloman AFB, NM in accordance with the Basic SABER Statement of Work and the Statement of Work specified in the individual task orders issued against this contract.
NON-STANDARD/RESTRICTED AREA WORK HOURS: Multi-discipline Construction Work at Holloman AFB, NM in accordance with the Basic SABER Statement of Work and the Statement of Work specified in the individual task orders issued against this contract.
Standard Hours: The contractor shall perform any or all functions as required under this contract during standard working days of Monday through Friday, with the exception of Federal holidays. Standard working hours at Holloman Air Force Base are 7:00 am through 4:00 pm.
The contractor may elect, at his option, to work days/hours other than the normal working days/hours provided that: a) the request is submitted to and approved by the Contracting Officer; b) such hours will be considered/priced as performed during standard working days/hours.
Non-Standard/Restricted Area Work Hours: Non-standard/Restricted Area work days/hours are those days/hours specified in the individual task orders issued against this contract. Items or work to be accomplished during non-standard/restricted area work hours will be clearly identified in the contractor technical/cost proposal, indicating justification for the request. Non-standard/restricted area work hours, worked without the express approval of the Contracting Officer, will be at the pricing coefficients applied for standard hours. Contractor may not seek reimbursement for non-standard/restricted area work hours, if that work was accomplished during standard working hours.
Each offeror must submit coefficients as indicated above. These coefficients will be in effect for the life of the contract. These coefficients are used by the Government to determine the price of work for each task on the individual task orders. The standard and non-standard/restricted area work hour coefficients and lot pricing for proposal development fees are used by the Government to determine the price of work for each subsequent task order.
The prices established in the RSMEANS® database bare costs column (which means no markup for overhead and profit (O&P)), will be multiplied by the contractor’s coefficient on each subsequent task order to arrive at an actual price for a build or construction effort. The coefficients shall be represented as “net”, a “decrease from” or an “increase to” the prices listed in RSMEANS®. An offer of “net” would be represented as “1.0”. An example of a decrease from the prices in RSMEANS® would be “0.97”. An example of an increase above the prices represented in RSMEANS® would be “1.11”. RSMEANS® will be the Unit Price Book for the resulting contract.
The RSMEANS® Company updates their database yearly. RSMEANS® updates to pricing will become effective for project proposals at the time of exercise of option or extension of services.
The coefficient proposed will apply to each classification of work specified in the Statement of Work for each task order.
The coefficient factor must be sufficient to cover all costs not identified in RSMEANS and profit. No allowance will be made after contract award.
Any change in the applicable hourly rate of wages during the contract period shall not affect the unit price to be paid by the Government for work performed under this contract. The current Davis Bacon Wage Determinations will be included with the exercise of each option.
MINIMUM ORDER. WHEN THE GOVERNMENT REQUIRES SUPPLIES OR SERVICES COVERED BY THIS CONTRACT IN AN AMOUNT OF LESS THAN $2,000.00, THE GOVERNMENT IS NOT OBLIGATED TO PURCHASE, NOR IS THE CONTRACTOR OBLIGATED TO FURNISH, THOSE SUPPLIES OR SERVICES UNDER THE CONTRACT.
MAXIMUM ORDER. THE CONTRACTOR IS NOT OBLIGATED TO HONOR: (1) ANY ORDER FOR A SINGLE ITEM IN EXCESS OF $3,000,000; (2) ANY ORDER FOR A COMBINATION OF ITEMS IN EXCESS OF $3,000,000; OR (3) A SERIES OF ORDERS FROM THE SAME ORDERING OFFICE WITHIN 30 DAYS THAT TOGETHER CALL FOR QUANTITIES EXCEEDING THE LIMITATION IN SUBPARAGRAPH (1) OR (2) ABOVE.
GUARANTEED MINIMUM CONTRACT AMOUNT FOR RESULTANT CONTRACT IS $2,000 OVER THE LIFE OF THE CONTRACT.
ESTIMATED MAXIMUM TOTAL CONTRACT AMOUNT: ESTIMATED $9,000,000 ANNUALLY, ESTIMATED $45,000,000 FOR THE LIFE OF THE CONTRACT, INCLUSIVE OF OPTIONS.
II. DEMONSTRATION PROJECT PRICING SHEET.
In addition to filling in its coefficient rates in the blanks above, the contractor shall apply those rates to the demonstration project proposal by filling in this “Demonstration Project Pricing Sheet.” The offeror shall calculate the amounts to fill in by multiplying its direct cost proposal for the Demonstration Project (i.e., the sum of all direct cost elements derived from the Unit Pricing Guide plus non-prepriced direct costs, if any) for each contract year, times the standard coefficient and then multiplying the direct cost proposal again using the non-standard coefficient instead of the standard coefficient. These prices shall also become contractually binding.

It is the intent of the Government to award the contract to the offeror that provides the “best value” to the Government over the entire period of performance. The awarded contract will have one (1) twelve-month base period, and four (4) twelve-month options.
B. GENERAL INSTRUCTIONS
1. This section of the Instructions to Offerors (ITO) provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror’s proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered ineligible for award. Non-conformance with the instructions provided in the ITO may result in an unfavorable proposal evaluation.
2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal.
3. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
4. Pre-Proposal Conference: A pre-proposal conference will be held on 22 May 2013 at 10:00 AM. All prospective offerors are highly encouraged to attend this conference—note: limited to two people per offeror. In order to make the conference as productive as possible, offerors should submit, no later than 17 May 2013, any questions they may have in writing to SSgt Danielle Greenland at danielle.greenland@holloman.af.mil, and John Seamon john.seamon@holloman.af.mil. Responses to questions asked during the conference shall be posted to the Federal Business Opportunities (FedBizOpps) web site at http://www.fbo.gov. Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of explaining the concepts involved in the Demonstration Project and the specifications, terms, and conditions of this solicitation. NOTE: Questions and Answers will be limited to one round before and one round after the site visit. Offerors are encouraged to submit all questions and requests for clarifications no later than close of business fifteen (15) days prior to the solicitation closing date. The decision whether to respond to questions and requests for clarification made less than ten (10) days prior to the solicitation closing shall be at the sole discretion of the contracting officer. Failure of a prospective offeror to submit any questions or attend the conference will mean that the prospective offeror fully understands all requirements of the solicitation.
5. Proposal validity period: Prospective offerors will price their proposals in such a way as to allow the Government a minimum of 240 calendar days from date of submission in which to make a contract award. The offeror shall make a clear statement in the proposal documentation volume that the proposal is valid until this date.
6. In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. All extra copies will be destroyed when no longer needed.
C. PROPOSAL PREPARATION INSTRUCTIONS
1. Proposal Submission: Proposals must be completed and submitted prior to the time listed in Block 13 of the SF 1442. The “original” proposal shall be clearly identified, shall be addressed to the Contracting Officer, and be submitted to the following address:

Written requests for clarification may be sent to the CO and CA at the address located in Block 7 of the SF 1442.
4. Debriefings: The CO will promptly notify offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing in accordance with FAR 15.505. The CO will notify unsuccessful offerors in accordance with FAR 15.503. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.
5. Discrepancies: If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO and CA in writing with supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions.
6. Electronic Reference Documents: All referenced documents for this solicitation are available on the Federal Business Opportunities (FedBizOpps) web site at http://www.fbo.gov.

Please note that notices do not change the solicitation. Changes to the solicitation can only be made by the issuance of an amendment. If this solicitation is amended, all terms and conditions not revised will remain unchanged and in effect. Offerors shall acknowledge receipt of any amendment and provide confirmation upon submission of the offeror’s proposal. Any unacknowledged amendments in the offeror’s proposal may cause the offer to be determined unacceptable.
8. Submission, Modification, Revision, and Withdrawal of Proposals: Proposals and modifications to proposals shall be submitted in sealed envelopes or packages in paper media and electronic media addressed to the CO and CA at the address shown in Block 7 of the SF 1442, and showing the time and date specified for receipt, the solicitation number, and the name and address of the offeror.
9. Page Limitations: Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read nor considered in the evaluation of the proposal and (for paper copies) will be returned to the offeror as soon as practicable. Page limitations may also be placed on responses to Evaluation Notices (ENs), if any. The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors. Each page shall be counted except the following: executive summary, blank pages, title pages, tables of contents, tabs, and glossaries and those parts of the Proposal noted as unlimited.
10. Page Size and Format:
a) A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be single-spaced with 1.5 line spacing. Except for the reproduced sections of the solicitation document, the text size shall be no less than 12 points. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and 3/4 inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall also apply to responses to Evaluation Notices (ENs). These limitations shall apply to both electronic and hard copy proposals.
b) Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated and shall not exceed 11 x 17 inches in size. Foldout pages shall fold entirely within the volume, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics; not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 10 point. These limitations shall apply to both electronic and hard copy proposals.
11. Electronic Copies: The content and page size of electronic copies must be identical to the hard copies. When discrepancies exist between the written offers and those provided in electronic format, the written offer will take precedence in all cases. For electronic copies, indicate on each CD-ROM the volume number and title. Use separate files to permit rapid location of all portions, including required plans, exhibits, appendices and attachments, if any. The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2007®, MS Excel 2007®, MS-Project 2007®, MS-Power Point 2007®, and Adobe Acrobat 7.0® as applicable.
12. Pricing Information: Pricing information shall be addressed in both the Pricing and the Technical Volumes as instructed in paragraph E(b) and F(c) below.
13. Cross Referencing: To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Information required for proposal evaluation that is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted.
14. Indexing: Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.
15. Glossary of Abbreviations and Acronyms: Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.
D. OFFERS
1. The offer/proposal and other information shall be submitted in hard copy and electronic copy (standard CD) format. The proposal shall consist of the following volumes:
Volume 1 – Price (including SF 1442 and reps and certs)
Volume 2 – Technical
Sub factor 1 – Construction Management & Capability
Sub factor 2 – Demonstration Project Proposal
Volume 3 – PAST PERFORMANCE
Separate CDs are not required for each volume. Offerors shall submit the SF 1442 on paper with an original signature. Offerors are advised to submit sufficient information to enable evaluators to fully ascertain the offeror’s capability to perform the requirements contemplated by the solicitation. The data submitted with each proposal shall be complete and concise but not elaborate.
2. A list of the offeror’s primary Points of Contact shall be submitted as part of the Technical proposal.
E. FACTOR 1 – PRICE (including SF 1442 and reps and certs)
1. Format and Limitations:
a) Two (2) Hard Copies,
b) One (1) Electronic Copy
c) Page Limitation: Unlimited
2. These instructions are to assist offerors in submitting information that is required to evaluate reasonableness of proposed pricing and costs. Compliance with these instructions is mandatory and failure to comply may result in rejection of an offeror’s proposal.
a) Coefficient: “Coefficient” means a numerical factor that represents costs (generally indirect costs) not considered to be included in “Unit Price Book” unit prices (e.g., general and administrative and other overhead costs, insurance costs, bonding and alternative payment protection costs, protective clothing, equipment rental, sales tax and compliance with tax laws, and also contractor’s profit). Contingencies such as changes in wage rates and the effect of inflation in option years are also covered in the coefficient. There is NO provision for Economic Price Adjustment in this contract. The coefficient shall cover all costs addressed in paragraph 2.11 of Attachment 1 Statement of Work (SOW).
Coefficients proposed by offerors are multiplied times the unit prices in the Unit Price Book to price a job or project on individual orders. The coefficient(s) proposed by the offeror and accepted by the Government are incorporated in the SABER. The contractor shall fill in its Coefficient rates in the blanks provided for the base year and each option year in section B. If a contract is awarded, these coefficient rates will become contractually binding and shall be applied by the contractor to its direct cost proposal on all future task orders. Evaluation of this area will be addressed in Section M under the Price Factor.
b) Demonstration Project Pricing: In addition to filling in its Coefficient rates in the blanks provided, the contractor shall apply its proposed coefficient rates to the demonstration project proposal by filling in the “Demonstration Project Pricing Sheet” in section B of the solicitation. The contractor shall calculate the amounts to fill in by multiplying the direct cost proposal for the Demonstration Project (i.e., the sum of all direct cost elements derived from the Unit Pricing Guide plus non-prepriced direct cost elements, if any), for each contract year, times the standard coefficient and then multiplying the direct cost proposal again using the non-standard coefficient instead of the standard coefficient. These prices shall also become contractually binding.
c) Project Scoping: “Project Scoping” means a Task Order issued for the purpose of obtaining a Statement of Work, design, and project cost, but no “build.” These task orders, “PSTOs” will be used at Fiscal Year End or during emergencies to assist the Government in obtaining funding. The offerors shall fill in each Project Scoping CLIN (Base Year and all Option Years) with its firm fixed price amount. Since design cost is included in the coefficient rates, the entire cost of a PSTO will be credited back to the Government in any subsequent Build Task Order.
d) Cost and Pricing Data: Cost data is NOT required for the Coefficient rate. However, cost data IS required for the Demonstration Project, and will be addressed later in this solicitation.
e) Contract Documents: In addition, the offeror’s proposal shall include the following sections in the Price Proposal Volume from the solicitation:
i. Section A - Solicitation/Contract Form SF 1442: Complete Form SF 1442 as applicable and sign and date. Signature by the offeror on the SF 1442 constitutes an offer, which the Government may accept. The "original" copy should be clearly marked under a separate cover sheet.
ii. Section I - Contract Clauses: Offeror shall complete and submit any applicable clause requiring information to be filled in.
iii. Section K – Representations and Certifications: Complete and submit this section in addition to completing On-Line Representations and Certifications and Application (ORCA) at http://www.bpn.gov/orca.
f) Other Information Required
i. Authorized Offeror Personnel: Offerors shall provide the following information.
· The name, title and telephone number(s) of the company/division point(s) of contact regarding decisions made with respect to the proposal and who can obligate the company contractually.
· The name, title, and telephone number(s) of those individual(s) authorized to negotiate with the Government for this solicitation.
· Company/Division Address, Identifying Codes, and Applicable Designations: Offerors shall provide company/division’s street address, county and facility code; CAGE Code; DUNS Number; TIN number; and size of business (large, small, 8(a); etc.).
ii. Bank Reference: Offerors shall provide a Financial Information Request to their financial institution, and instruct them to complete and return it to the Contracting Office not later than the required proposal submission date.
iii. 8(a) verification from the cognizant Small Business Administration (SBA) office: SBA approved status in the 8(a) program is a prerequisite for award. Joint Venture (JV) relationships and Mentor/Protégé agreements require SBA approval prior to award. It is imperative that offerors intending to perform as a JV or under the Mentor/Protégé program submit verification of their status in the 8(a) program with, or as soon as possible after, submission of their proposal. Prior to award, the Government will notify potential awardees who have declared their intent to apply for SBA approval of a JV or Mentor/Protégé program that they must provide their approved agreement within three (3) calendar days of receipt of the notice. Such notice does not, in any way, imply that the Government will make award to any particular offeror. No award will be made to an entity that has not been approved by SBA in their 8(a) program.
F. FACTOR 2 – TECHNICAL
1. Format and Limitations:
a. Two (2) Hard Copies,
b. One (1) Electronic Copy

The narrative shall address the method and frequency of inspections; qualifications and experience of QA personnel and the scope of their responsibilities and authority; and the supervisory relationship between the contractor’s on-site managers/superintendents and its QA personnel.
4. Sub factor 2: Demonstration Project Proposal: (Page limitation: unlimited) The offeror shall provide a technical approach to accomplish the design-build Demonstration Project. At a minimum, the proposed approach shall include all of the following essential components:
a) Design: The contractor shall provide a complete 35% construction design which ensures the successful completion of the Demonstration Project.
b) Project Management: Provide description of procedures, processes and methods for tracing the progress of the project and interface with the Government which addresses overall performance for both design phase and construction phase. Description shall include, but not be limited to, a discussion of the overall performance time for both the design and construction phases, composition of the design-build team (including any major subcontractors) and their involvement throughout the process with particular attention to quality, timeliness, and cost control. Include filled out AF Form 3064 Progress Schedule, and 66, Schedule of Material Submittals. NOTE: the offeror is responsible for obtaining any forms required by this solicitation regardless of whether they are provided as an attachment.
c) Estimating Capability: Include narrative descriptions and a completed AF Form 3052, Construction Cost Estimate Breakdown for the direct cost proposal ((i.e., the sum of all direct cost elements derived from the Unit Pricing Guide) for Demonstration Project. Information should be complete, accurate, and sufficiently detailed to demonstrate the offeror’s capability to properly understand and estimate project requirements and material quantities and successfully apply the offeror’s proposed technical approach. Offeror shall include narrative descriptions with the cost breakdowns explaining direct materials, quantities, associated RS Means costs and the estimating methodologies/tools and assumptions used to derive them. Offerors should use the RS Means-based Unit Price Book specified in the SOW when preparing this portion of the proposal. Note: This portion of the proposal will also be used in selecting a source for the Demonstration Project should funding become available. (See section M.)
G. FACTOR 3 – PAST PERFORMANCE
1. Format and Limitations:
a. Two (2) Hard Copies,
b. One (1) Electronic Copy
c. Page Limitation: 4 pages per Past Performance Information Sheet, unlimited for all else.
2. Your response will be evaluated against the Past Performance factor defined in Section M, Evaluation Factors for Award.
Note: the offeror is responsible for obtaining any forms required by this solicitation, regardless of whether they are provided as an attachment.
a) Past Performance Information Sheet (PPIS):
i. Each offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with the format contained in the PPIS (See Attachments). Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past performance. All past performance information shall be evaluated in accordance with the Past Performance factor as defined in Section M, Evaluation Criteria.
ii. Offerors shall submit information on at least three (3) but no more than six (6) recent contracts considered most relevant in demonstrating performance abilities on the proposed effort. Also, offerors shall include information, if applicable, on up to three (3) recent contracts performed by each joint venture partner considered most relevant in demonstrating their ability to perform the proposed effort. Please refer to the Past Performance factor in Section M, Evaluation Criteria for definitions of what is considered “recent” and what is considered “relevant”. Each PPIS shall not exceed 4 pages. Offerors shall include rationale supporting the assertion of relevance. Offerors who submit less than the preferred number of PPIS forms requested are not automatically assigned an “Unknown Confidence” rating. Fewer numbers may be acceptable if the Government determines there is sufficient information to determine a confidence rating.
b) Consent and Client Authorization Letter: The offeror shall submit, along with the information required in this paragraph, a Consent Letter (See Attachments), executed by each joint venture partner (if applicable), authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a Client Authorization Letter, authorizing release to the Government of requested information on the offeror’s performance.
c) Early Proposal Information: Each offeror is requested to submit the past performance volume with past performance information for each relevant/recent contract at least fourteen (14) calendar days prior to the solicitation closing date. Failure to submit proposal information early will not result in offeror disqualification.
d) Past Performance Questionnaire: Questionnaires will not be used in this LPTA selection.
e) Specific Content: Offerors shall provide a narrative explaining what aspects of the contracts are deemed relevant to the proposed effort, what aspects of the proposed effort they relate to, and an overall self-assessment/rating of their performance. This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a little or no confidence rating, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror shall clearly demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified. This may allow the offeror to be considered a higher confidence candidate.
f) Organizational Structure Change History: Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. These changes may have taken place during the time of performance of relevant past efforts or between the conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevance determination, offerors shall include a "roadmap" describing any/all such changes in their organization. A pamphlet or other commercial document describing such reorganizations may suffice. As part of this explanation, show how these changes impact the relevance of any efforts identified for past performance evaluation/ performance confidence assessment. Since the Government intends to consider past performance information provided by other sources as well as that provided by the offeror(s), the "roadmap" should be both specifically applicable to the efforts identified, yet general enough to apply to efforts on which the Government receives information from other sources.
H. EXCEPTIONS TO SOLICITATION REQUIREMENTS: Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. This information shall be provided in the format and content of Table 1. Failure to comply with the terms and conditions of the solicitation may result in the offeror being removed from consideration for award.

The offeror who is awarded a contract under the SABER will be awarded a task order to meet the minimum guaranteed amount (also see Section M, Paragraph H.2). The Government reserves the right to issue a task order for the Demonstration Project to the lowest priced successful offeror in lieu of a task order for the minimum guaranteed amount. NO OFFEROR WILL BE COMPENSATED FOR SUBMITTING A PROPOSAL.
J. GOVERNMENT FURNISHED PROPERTY (GFP)/EQUIPMENT (GFE): Government Furnished Property (GFP) or Equipment (GFE) to be provided will be specified in each individual Task Order (T.O.). For proposal purposes, the only GFP or GFE to be provided as part of the Demonstration Project will be a vacant lot upon which an offeror may place its own, self-provided office/storage trailer.
