Coefficient ContentsThe SABER RFP draws into question the exhaustive list of items within the SABER SOW that state the coefficient should cover, but there are cost items within RS Means UPB divisions 1 and 2 that should allow it to be a job cost. We believe this list creates a wild card coefficient with numerous areas of risk that are technically job cost addressed by the RS Means UPB. In future task order proposals, will we be allowed to include such costs as direct costs, and if not, how can we possibly estimate our coefficient rates without knowing what these costs will be?The exhaustive list is the result of our years of experience during which we have found that these costs are better handled through the coefficient. Offerors should use their own experience as a guide and make their best estimate as to what these costs will be and factor that into the coefficient as appropriate. These costs will not be allowed as direct costs on future projects.

Location of PrimeSolicitation, Offer, and Award Pg. 1 of 90 (A) – ‘This is an 8(a) set-aside restricted to New Mexico and El Paso, TX 8(a) concerns’: Question. Does this mean that the 8(a) ‘concern’ must have its servicing office in either Albuquerque or El Paso? As an example, would an 8(a) business or 8(a) Joint Venture ‘not’ serviced by El Paso or Albuquerque be able to set up a ‘bona-fide’ office in these regions and qualify to bid the proposal? No, and No. This acquisition is set aside for 8(a)s currently located within the stated geographical area. If any 8(a) can set up an office to bid, then what is the point of having a geographical set-aside? (Effectively, there is no geographical set-aside in such a scenario.)
EstimatePg. 87 of 90 (3) ‘Estimating Capability, - Includes a filled in AF Form 3052, Construction Cost Estimate…’ : Question. In lieu of providing a AF 3052, can the proposer or bidder use a detailed line item estimate produced from an estimating program such as e4Clicks, Pulsar, WinEst, etc.? With the Demonstration Project potentially having a very large amount of line(s) included from the RS Means Catalog – it is very arduous to attempt to break out man-hours, and production rates from individual lines. The LIE produced from a commercial estimating tool such as e4Clicks is industry standard and provides the baseline detail provided from RS Means.Yes. Offers utilizing the form 3052, or a similar contractor-provided format, will be considered. Please note the offerors need to provide enough detail and narrative explanation of estimating methods and assumptions to allow for effective government analysis, as stated in sections L and M.
Past PerformanceIt is understood from the proposal instruction that only the 8(a) concern’s past performance shall be evaluated in the event that a ‘teaming’ partnership is presented for technical evaluation - In the case of an 8(a) Joint Venture proposal between a large business mentor and a small business protégé, will the 8(a) small business need to provide adequate past performance or capability to the JV, or can the proposed JV solely rely on the past performance of the large business partner for the technical evaluation? The scenario you present would not, in and of itself, automatically result in a past performance rating of unacceptable.
Demonstration ProjectAre record drawings for the subject Building #883 available.Yes.
Demonstration ProjectWhat is the actual square footage of Building #883?See attached as-builts
Demonstration ProjectWhat is the actual height of the ceiling AFF, at its highest and lowest points in Building 83?See attached as-builts

Demonstration Project - AwningsAs to means, methods and materials, do you have a preference for the new awning?Construct in accordance with the Holloman AFB Design Compatibility Standards, local, state, and federal rules, regulations and standards.
Estimate/SoftwareContained within the Solicitation Synopsis is the following verbiage; "The cost proposal will be comprised of the base costs in the Facilities Construction Cost Data by RS Means (e4clicks Project Estimator) multiplied by the contractor's coefficient." Is the 4Clicks software required to be used for the cost proposal for the demonstration project, or can the RS Means Facilities Data be used with other software, for example Sage Timberline? Further, will it be a requirement of this SABER contract to exclusively utilize 4Clicks software for the purpose of preparing proposals, or can other software be utilized. Also, if the use of 4Clicks software is a requirement of the contract, please indicate how many copies are required, if there is a requirement to supply the Government with any copies of same and if so, will CLINS be added to the proposal schedule for same?Any RS Means-based software is permitted. The SOW requires the contractor to provide 3 copies of the RS Means book to the Govt. This is part of mobilization (task order 0001) but the cost is included in the coefficient.
Demonstration Project - UtilitiesDoes the government have a survey of the existing limit of work showing the underground and/or buried utilities? If none exists, does the government require us to carry the cost for having one done?See utilities drawings.
Demonstration Project - Geotechnical InfoDoes the government have geotechnical information for the existing limit of work? If non exists, does the government require us to carry the cost for having one done?No and no.
Demonstration Project - ElectricalPlease confirm the overhead primary voltage.13.2 kV.
Demonstration Project - ElectricalPlease confirm the need for exterior lighting and power for the concrete pads. Please quantify each.N/A.
Demonstration Project - ConcretePlease confirm the finish for the exterior concrete pads.Broom finish.
Demonstration Project - PanelsThe SOW states that "Wall will be framed, covered & in a fashion to complement existing walls". The existing walls are insulated metal panels. Please confirm that metal panels are acceptable by the government. Not for an interior wall.
Demonstration Project - HVACPlease confirm that there is no HVAC or ventilation work in this project.Confirmed.
Demonstration Project - ElectricalThe MC2000 has an exterior load bank. Can the government provide guidance on where and how this load bank is to be installed?Government will install.
Demonstration Project - ElectricalThe RFP requires 750KVA pad mount, which will proved approximately 900A at 480V three phase, and is asking for a 600A, 480V panel. Out of the 600A panel there are two pieces of equipment that will draw 450A and the 600A panel is to feed a 208V transformer for the existing service. Since 80% of 600A is 480A, the two pieces of equipment essentially load the panel to capacity. We recommend that the panel should be at least 800A, not 600A in order to effectively feed a 208V transformer.Contractor to determine the correct size.
FormsI am looking for form 3052 and 3064 in the RFP or SOW… Is there somewhere that I can locate these forms easily? Please see attached forms.
