Section M - Evaluation Factors for Award
1. SOURCE SELECTION
1.0. Basis for Contract Award
1.1. A best value determination shall be made for this requirement based primarily on the Offeror's technical approach, demonstration of understanding every requirement outlined in the attached Statement of Work (SOW), and the recency and relevancy of past performance submissions, with price as a secondary consideration.
1.2. The Government reserves the right to award to a higher-priced offeror if the Offeror's technical approach and past performance are deemed superior and more relevant, justifying the higher price.
1.3. All offers conforming with the requirements outlined in this solicitation shall be evaluated for technical acceptance (IAW the attached SOW), and price will be considered after technical acceptability.
2. EVALUATION METHODOLOGY
2.1. The award decision will be made on the basis of a best value methodology that places a stronger emphasis on technical merit. The evaluation will first assess technical approach, then past performance, and finally, price. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and evaluation factor requirements; and be deemed responsible in accordance with FAR Part 9. If an Offeror fails to meet all solicitation requirements, the Government may not make an award to that Offeror.
2.2. Proposals will be evaluated using the following factors:
(A) Technical Approach (Most Important)
(B) Past Performance
(C) Price (Least Important) Technical Approach and Past Performance are more important than price, but price will still be a consideration to ensure overall cost-effectiveness.
2.3. Proposals will be evaluated in order of technical approach first, past performance second, and price last. The Technical Approach will be evaluated for acceptability, Past Performance will be evaluated based on recency and relevancy, and Price will be evaluated for reasonableness. Proposals must meet the requirements outlined in the SOW and the evaluation criteria to be considered for award.
3. Factor A - TECHNICAL APPROACH
3.1. Step 1: Technical Compliance Evaluation (Acceptable / Unacceptable) - First, the Government will evaluate each proposal on a "Technically Acceptable/Unacceptable" basis to ensure it meets the minimum performance and capability requirements outlined in the Statement of Work (SOW).
1. Acceptable: The proposal demonstrates a clear understanding of the requirements and meets all minimum performance and capability standards of the SOW.
2. Unacceptable: The proposal fails to demonstrate a clear understanding of the requirements, does not meet all minimum standards, or contains significant omissions.
Only proposals rated "Acceptable" in Step 1 will be eligible for award and proceed to the second step of the evaluation. Any proposal rated "Unacceptable" will be removed from further consideration.
3.2. Step 2: Qualitative Assessment and Ranking - Proposals rated "Acceptable" will undergo a comparative evaluation to assess the quality of their proposed technical approach. The purpose of this assessment is to evaluate the soundness and feasibility of proposed methods for meeting the requirements. The comparative assessment will be based on the following criteria:
1. Clarity and Thoroughness of the Approach: The degree to which the proposal provides a clear, detailed, and well-organized plan for accomplishing the work required by the SOW.
2. Soundness and Feasibility: The extent to which the proposed methodology is logical, practical, and likely to result in successful performance.
3. Understanding of Requirements: The degree to which the proposal demonstrates a comprehensive understanding of the project's objectives and complexities.
Adjectival Ratings:
1. Outstanding - The proposal demonstrates an exceptional understanding of the requirements and presents a technical approach that is exceptionally clear, thorough, and sound. The approach instills a high degree of confidence in the offeror's ability to meet the requirements with very low performance risk.
2. Good - The proposal demonstrates a thorough understanding of the requirements and presents a technical approach that is clear and sound. The approach instills confidence in the offeror's ability to meet the requirements with low performance risk.
3. Acceptable - The proposal demonstrates an adequate understanding of the requirements and presents a technical approach that meets the minimum standards for soundness. The approach is considered feasible, and the risk of unsuccessful performance is moderate.
This qualitative ranking will be a significant factor in the Government's best value award decision.
4. Factor B - PAST PERFORMANCE
4.1. The Past Performance evaluation will assess the Offeror's recent and relevant experience in providing similar services. The Government will review submitted performance data and/or obtain additional performance information from past contracts to evaluate how closely the work performed relates to the requirements of this acquisition.
4.2. The evaluation of past performance will consider both the recency and relevancy of past performance, as well as the quality of the Offeror's prior work.
4.3. Recency will be assigned a rating of "Recent" or "Not Recent" based on whether the work was performed within the last five years. Recency is defined in accordance with the following:
1. Recent: Active contract/task order performance during the five (5) years preceding the date of issuance of this solicitation.
2. Not Recent: Contract/task order performance occurring greater than five (5) years from the date of issuance of this solicitation.
4.4 Relevancy will be evaluated based on the degree to which the past performance efforts involved a similar scope and magnitude of work, as described in the solicitation. Relevancy will be evaluated in accordance with the following:
1. Very Relevant: Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
2. Relevant: Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
3. Somewhat Relevant: Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
4. Not Relevant: Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation.
4.5. All offers will be evaluated and ranked. If the lowest-priced offer is found to be technically acceptable, has recent and highly relevant past performance, and the offeror is determined to be responsible, that offer will be considered the best value for the Government. However, if the lowest priced offer does not meet the past performance requirements, the next lowest-priced offer will be evaluated, and this process will continue in order of price until an offeror is identified that meets both the technical and past performance criteria, or until all offers have been evaluated. After all offers have been evaluated and ranked, the Contracting Officer will make the best value award decision based on an integrated assessment of price, technical approach, and past performance.
5. Factor C - PRICE
5.1. Price will be considered after the technical evaluation and past performance evaluation. The
Government will rank all technically acceptable proposals by total price, from lowest to highest.
5.2. Price will be evaluated for fairness and reasonableness, ensuring that the proposed prices are competitive and consistent with the technical approach.
5.3. The Government reserves the right to award to a higher-priced proposal if the technical merits and past performance of that proposal are deemed more valuable, justifying the higher cost.
6. BEST VALUE DETERMINATION
6.1. If the lowest-priced, technically acceptable offer has recent and highly relevant past performance, that offer will be selected for award. If the lowest priced offer does not have past performance that meets the "recent" or "relevant" criteria, the next lowest-priced offer will be evaluated, continuing in order by price until an offeror with both recent and relevant past performance is found.
6.2. The Contracting Officer will then make a best value determination, balancing technical approach, past performance, and price to determine which offer represents the best value for the Government.
