About this file

This is an Asbestos Containing Building Materials (ACBM) Inspection Report for the Air Traffic Control Tower & Base Operations Facility at Jose Aponte Airfield in Ceiba, Puerto Rico, prepared by Zimmetry Environmental Management Corp. in December 2025.

The inspection, conducted on November 24, 2025, identified asbestos-containing materials in seven distinct categories across multiple building levels. Vinyl tiles containing 2-8% chrysotile asbestos were found in approximately 6,181 square feet across the 4th, 3rd, 2nd, and 1st floors. Vinyl tile and associated mastic samples containing less than 1-8% chrysotile asbestos totaled 624 square feet on the 2nd and 1st floors. Vinyl tile associated mastic (less than 1-5% chrysotile) covered 2,556 square feet on the 2nd and 1st floors. Plaster on duct materials containing 6-10% chrysotile and 20% amosite asbestos were identified at 30 linear feet on the 3rd floor and stairwells. A/C duct black mastic with 8% chrysotile asbestos was found at 40 linear feet on the 4th, 3rd, and 2nd floors. Rigid panels containing 20-28% chrysotile asbestos measured 212 square feet on the 5th floor. Ceiling cork adhesive with 5-6% chrysotile asbestos covered 7,460 square feet across 2nd level areas. Additionally, undetermined quantities of suspected asbestos-containing materials were identified in restricted access areas on the 1st floor.

The report recommends specific management strategies for each material type based on friability classification and asbestos content. For vinyl floor tiles and mastic, recommendations include restricting disturbance, isolating damaged areas, considering encapsulation or removal, and implementing 6-12 month surveillance intervals. Plaster on duct and A/C duct mastic are classified as high-priority due to amosite content and damage conditions, with removal recommended prior to any HVAC system modifications. Rigid panels should remain in place with protective controls and signage, with no drilling or cutting allowed. Ceiling cork adhesive requires immediate stabilization through encapsulation to prevent particle detachment. All abatement work must comply with EPA NESHAP regulations and Puerto Rico Department of Natural and Environmental Resources (DRNA) requirements, with contractors required to submit abatement plans for approval and dispose of materials at approved asbestos landfill sites. The inspection involved 65 bulk samples analyzed by EMSL Analytical using polarized light microscopy in accordance with 40 CFR 763 standards.

Section 1: Executive Summary

1.1 Introduction

An Asbestos Containing Building Materials (ACBM) inspection was conducted on November 24, 2025, at the Air Traffic Control Tower & Base Operations Facility Jose Aponte Airfield, located in the municipality of Ceiba, Puerto Rico. Asbestos-containing building materials were sampled to identify materials containing asbestos fibers above allowable levels and to assist with compliance with local, state, and federal regulations.

1.2 Summary of Property Evaluation

The inspection consisted of evaluating the interior and exterior areas of the project mentioned above. The analytical report found that asbestos fibers were present in selective materials.

For specific locations and additional details on ACBM, refer to Sections 2 and 3. If suspected components and surfaces not previously evaluated are identified in the facilities, they shall be considered to contain asbestos until the appropriate analysis is performed.

1.3 Property Locations of Building Components with Asbestos

Table 1-1 summarizes the project components containing asbestos fibers. Details identifying positive asbestos findings in specific areas and on surfaces were provided in the Asbestos Sampling Inspection Report, Section 2. The quantification of positive materials in Table 1-1 is only an estimate. If an abatement of the materials is conducted, the Contractors shall estimate the amount to be abated. If homogeneous materials not accounted for are identified in areas not described in this Report, they shall be managed as asbestos-containing material.

Note:

1. The quantification of positive materials presented in this table is only an estimate. If an abatement of the materials will be conducted, the Contractors shall estimate the number of materials to be abated.

2. Presumed presence of asbestos-containing vinyl tiles and associated mastic beneath existing installed ceramic floor tiles or floor carpet. Any future construction or renovation should anticipate the presence of these materials if these existing materials are to be removed.

3. Presumed presence of asbestos-containing vinyl tiles beneath existing installed ceramic floor tiles or floor carpet. Any future construction or renovation should anticipate the presence of these materials if these existing materials are to be removed.

4. Asbestos-containing vinyl tiles and associated mastic identified to be located beneath existent installed ceramic floor tiles or floor carpet. Any future construction or renovation should anticipate the presence of these materials if these existing materials are to be removed.

5. In some areas, the material may be found located in the wall cavity space (chase) of the area.

6. All suspected materials present at these areas shall be assumed and managed as asbestos-containing materials until the appropriate laboratory analysis is performed. If these materials are to be removed, they should be managed and disposed by a licensed asbestos contractor and disposed of as contaminated waste in an approved asbestos landfill site. Please note that the recommendations given are always the minimum action, which in our professional judgment should be taken.

Section 2: Asbestos-Containing Building Materials Inspection Report

2.1 Overview of the Evaluation

This ACBM inspection is an evaluation to identify the location of material containing asbestos that exists within. Our scope of work for this project included the following tasks.

• A walk-through and observation of the site were performed.

• Bulk sampling of Suspected ACBM within the structure.

• Polarized Light Microscopy (PLM) Analysis of bulk samples.

• Final Inspection Report.

Throughout the inspection, the following suspected ACBM were observed and sampled:

• A/C Duct Mastic • Joint Compound

• Ceiling Tiles • Plaster on Duct

• Concrete Plaster • Rigid Panels

• Cove Base Adhesive • Roofing Material

• Decorative Wall Panel Adhesive • TSI Pipelines

• Drywall Panels • TSI Elbow

• Duct Insulation • Vinyl Tiles and Associated Mastic

• Floor Mastic • Wall Adhesive

• Ceiling Cork Adhesive

The sampling was conducted by the Department of Natural and Environmental Resources (DRNA) of Puerto Rico and the United States Environmental Protection Agency (USEPA), accredited Inspectors qualified by experience, education, and training in recognition of potential ACBM and approved bulk sampling techniques. Direct access may have been restricted in certain areas due to physical hazards. In these cases, if any, assumptions were made based on findings from other locations whenever possible. Any such assumptions are duly noted in this report.

The inspection followed the Environmental Protection Agency-recommended procedures in EPA- 450/2-78-014 (Parts I and II), EPA 560/5-85-024, and 40 CFR 763. These procedures call for the visual inspection of the building for suspect friable material and the collection and analysis of representative samples of suspect material.

2.2 Sampling Procedure and Results Presentation

The bulk sampling procedures used to collect the ACBM required the establishment of homogeneous sampling areas. A homogeneous sampling area is defined as an area of friable or non-friable material of a similar type that appears to be applied or constructed during the same time. Samples collected from these predetermined homogeneous sampling areas were labeled and transported for analysis. Sample locations were identified by their current use or functional space name. Each type of asbestos displays a unique property when subject to PLM. Properties are unique to crystalline asbestos form and, therefore, can be used to identify the type of asbestos mineral as chrysotile, amosite, crocidolite, anthophyllite, tremolite, and actinolite.

The percentage of each asbestos mineral type is determined by visual estimation, which is achieved by thoroughly mixing the sample to provide a more accurate result. Any material containing over one percent (>1%) by weight of any asbestos mineral form is considered by the USEPA to be asbestos-containing material. If disturbed, it must be handled in accordance with specific State and Federal Regulations.

Sixty-five (65) samples of suspected materials were collected. It is our opinion that an acceptable minimum number of critical areas was sampled in keeping with the homogeneous nature of much of the material that was observed. Non-destructive sampling techniques were used. If they exist, walls, ceilings, columns, and other inaccessible areas were not broken into. It should be noted that these inaccessible areas may contain ACBM, which was not observed during the inspection. Any future construction or renovation should anticipate the presence of these materials.

The samples were received and analyzed by EMSL Analytical, Inc. in Cinnaminson, NJ (Certified Proficient by the National Institute of Standards and Technology (NIST) NVLAP program for bulk sample asbestos analysis; Laboratory Id 101048-0). The analysis method was polarized light microscopy with dispersion staining, as recommended by the US EPA. This survey focused on the building materials present throughout the interior and exterior of the building.

2.3 Findings and Recommendations

2.3.1 Introduction

This section describes the asbestos-containing building materials (ACBM) observed in the inspection. Please note that the recommendations provided are the minimum actions required, based on our professional judgment.

There were six types of asbestos-containing building materials found within the evaluated project:

• A/C Duct Mastic • Rigid Panel

• Ceiling Cork Adhesive • Vinyl Tiles and Associated Mastic

• Plaster on Duct

If these materials are to be removed, they should be managed and disposed of by a licensed asbestos contractor, as contaminated waste, at an approved asbestos landfill site.

2.3.2 Specific Findings

The following ACBM was found to contain more than one percent (1%) of asbestos by weight and is listed according to its homogeneous area:

1. Vinyl Tile Samples: 25296-07, 25296-08, 25296-09, 25296-12, 25296-13, 25296-31, 25296-36, 25296-37, 25296-41, 25296-44, 25296-48, 25296-55, & 25296-57.

2.3.3 Homogeneous Areas with Special Considerations

NONE

2.3.4 Suspect Materials Presumed to be Asbestos-Containing Materials Without Laboratory Analysis

Please refer to the homogeneous materials identified in Table 1-1: Summary of Components Containing Asbestos, which outlines all suspect materials presumed to contain asbestos without laboratory analysis, including vinyl tiles, vinyl-tile associated mastic, A/C duct black mastic, ceiling cork adhesive, and materials located in areas that were not accessible.

2.3.5 Inaccessible Areas

All 1st level restricted access areas. Please refer to Appendix C: Photographic Record and Appendix D: Location of Positive Materials for location of inaccessible areas.

2.4 Conditions and Limitations—Disclaimer

Zimmetry Environmental Management Corp. has performed this asbestos-containing building materials inspection thoroughly and professionally, consistent with commonly accepted industry standards. The Preparer cannot guarantee or warrant that this evaluation has identified all adverse environmental factors and/or conditions affecting this project as of the date of the assessment. If suspected materials are identified, they shall be managed as containing asbestos until the appropriate laboratory analysis is performed. The quantification of positive materials in Table 1-1 is only an estimate. If an abatement of the materials is conducted, the Contractors shall estimate the amount to be abated.

The results reported and conclusions reached by the Preparer are solely for the benefit of the Owner and occupants. The results and opinions in this report, based solely on the conditions found at the project on the date of the evaluation, are valid only on that date. The Preparer assumes no obligation to advise the client of any changes in any actual or potential asbestos hazards at this project beyond the date of the evaluation.

2.5 Abatement Conditions

The US Environmental Protection Agency rules concerning the application, removal, and disposal of Asbestos-Containing Building Materials (ACBM) were issued under the asbestos NESHAP (U.S. EPA National Emission Standards for Hazardous Air Pollutants, 40 CFR 61 Subpart M, October 30, 1987). The asbestos N.E.S.H.A.P. regulation governs asbestos demolition and renovation projects in all facilities. The NESHAP rule usually requires owners or operators to remove all friable ACBM before demolition of a building, and it may require removal before renovation. The Department of Natural and Environmental Resources (DRNA) of Puerto Rico requires inspection for the presence of asbestos-containing materials before demolition or renovation.

If the identified materials need to be removed, they shall be handled in accordance with the work practices and procedures for removing and disposing of asbestos-containing materials by a licensed asbestos contractor, and they shall be disposed of as contaminated waste at an approved asbestos landfill site. The contractor must comply with all requirements of the Department of Natural and Environmental Resources (DRNA) of Puerto Rico. The contractor must submit the abatement work plan to the DRNA for approval. OSHA classifies asbestos abatement as Class II for miscellaneous materials, which includes abatement, packing, and storage of asbestos. The abatement must be performed without damaging any structure or adjacent area and must protect the safety and health of employees and the general public.

2.6 Management Recommendations by Material Type

1. Vinyl Floor Tile (2–8% Chrysotile) — Non-Friable / Damaged Classification: Category I Non-friable ACM, but damage increases potential for fiber release.

Recommendations

• Restrict disturbance: Prohibit sanding, grinding, cutting, or mechanical abrasion of the tiles.

• Isolate damaged areas: Implement access control or temporary barricades to prevent traffic over delaminated or broken tiles.

• Repair or Removal:

o Spot repair may be performed if only small sections are damaged, using encapsulant adhesives compatible with flooring materials.

• Prefer removal if damage is widespread or if renovation will disturb the tiles.

• Cleaning: Use HEPA-filtered vacuuming and wet methods only. No dry sweeping.

• Surveillance: Reassess condition at least every 6–12 months.

• Training: Custodial/maintenance staff must receive 2-hour Asbestos Awareness training before working near this material.

2. Vinyl Tile & Associated Mastic (<1%–8% Chrysotile) — Non-Friable / Damaged Classification: Category I Non-friable ACM; <1% materials still considered ACM under OSHA if airborne fiber exposures may occur.

Recommendations

• Treat as ACM for management purposes, especially since tiles are damaged, and mastic may be exposed.

• Avoid disturbance: No mechanical removal of adhesive residues without controls.

• Repair or Removal:

o Localized patching is acceptable for minor tile loss.

• Consider complete abatement if tiles are buckling, cracked, or lifting, or if renovation involves replacing flooring.

• Encapsulation Option: Install new flooring as a floating system to ensure adhesives do not disturb the ACM.

• Surveillance: Reassess condition at least every 6–12 months.

3. Vinyl Tile Mastic (<1%–5% Chrysotile) — Non-Friable / Intact Classification: Intact Category I Non-friable ACM.

Recommendations

• Leave in place (preferred): Since mastic is intact, encapsulation is appropriate.

• Avoid disturbance: Do not grind or use chemical solvents without a regulated abatement setup.

• During renovations: If flooring is removed, assume mastic is ACM and use authorized abatement procedures.

4. Plaster on Duct (6–10% Chrysotile, 20% Amosite) — Non-Friable / Damaged Classification: Category II High-risk ACM due to:

• Amosite content (more potent amphibole asbestos),

• Damaged condition,

• Location on HVAC system (potential for fiber migration).

Recommendations

• Immediate isolation: Prevent air movement and access near the damaged duct insulation/plaster.

• Priority Repair or Removal:

o Complete removal is strongly recommended, especially if ductwork is active or will be modified.

• If interim repair is needed, encapsulate with a compatible bridging encapsulant to ensure loose material is stabilized.

• Air Monitoring:

o Consider background sampling before work if the area is occupied.

• HVAC Shutdown: Required before intervention.

• Urgency Level: High priority due to friability potential and amosite presence.

5. A/C Duct Mastic (8% Chrysotile) — Non-Friable / Significantly Damaged

Classification: Category II Non-friable ACM, but significant damage increases friability risk.

Recommendations

• Immediate stabilization or isolation to prevent further deterioration.

• Removal Recommended:

o Mastic on HVAC systems in a deteriorated condition poses a risk of fiber entrainment.

o Employ a licensed asbestos abatement contractor.

• Replacement of Affected Duct Sections: Recommended if the material cannot be repaired or encapsulated safely.

6. Rigid Panels (20–28% Chrysotile) — Non-Friable / Intact Classification: Category II High-percentage chrysotile ACM, but intact and non-friable.

Recommendations

• Leave in place with controls (best option since intact and stable).

• Label as ACM: Apply signage in mechanical or restricted areas.

• Protect from impact: Install guards or barriers if panels are in high-traffic or mechanical service areas.

• No drilling or cutting: Any penetrations require licensed abatement.

• Renovation Planning: Treat removal as complete containment abatement due to high asbestos percentage.

7. Ceiling Cork Adhesive (5–6% Chrysotile) — Non-Friable / Damaged Classification: Category II Non-friable ACM; damaged adhesive increases disturbance likelihood.

Recommendations

• Stabilize immediately: Apply a compatible encapsulant to prevent adhesive particles from detaching.

• Avoid disturbance: Do not scrape or attempt removal without abatement controls.

• Repair or Remove:

o If damage is minimal, spot encapsulation may suffice.

• If widespread delamination exists or ceiling renovation is planned, remove ACM under full containment.

• Ceiling Access Limitations: Trades must be informed that no drilling, fastening, or penetration is allowed without approval.

EMSL maintains liability limited to cost of analysis . Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.

Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.

Samples analyzed by EMSL Analytical, Inc. Cinnaminson, NJ NVLAP Lab Code 101048-0, AIHA LAP, LLC-IHLAP Lab 100194, PA ID# 68-00367, LA #04127
