About this file

Summary

This is a Standard Operating Procedure (SOP) memorandum issued by the 346th Air Expeditionary Wing (AFSOUTH) Security Forces detailing contractor vetting and commercial vehicle inspection procedures for the San Juan, Puerto Rico installation. The document establishes mandatory background check protocols and vehicle screening requirements to ensure personnel and asset safety and security. All government contractors conducting work at the facility must complete the vetting process through 346 EABS/CON with submission to 346 EABS/SF S5 no later than three duty days prior to scheduled work.

The vetting process requires contractors to provide full name, date of birth, Social Security number, state-issued photo ID or valid driver's license, and passport photos for foreign nationals. Background checks are conducted through the National Crime Information Center, with additional Air Force Office of Special Investigation checks for foreign nationals and optional checks for computerized criminal history and criminal/sex offender websites. Following a favorable background check, 346 EABS/SF S5 authenticates an Entry Authority Listing (EAL) for distribution to contracting and security personnel. Commercial vehicle inspections require contractors to submit to ID verification against the EAL, vehicle shutdown and compartment opening, exit the vehicle, and submit to Military Working Dog sweeps and Security Forces inspections. Prohibited items include firearms, ammunition, weapons, tasers, pepper spray, explosives, fireworks, illicit drugs, drug paraphernalia, and open alcohol containers. Contractors failing background checks or refusing inspection compliance are denied access; any violations are documented and reported to 346 EABS/CON.
