About this file
This is a Questions and Answers document for solicitation FA469026RA-E, issued by Ellsworth on 31 March 2026 for Large Architecture and Engineering (A&E) Services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle.
The document addresses the scope of Title I Design services covered under the IDIQ contract, specifically clarifying the meaning of "environmental restoration" referenced in paragraph 1 of the solicitation. Ellsworth confirmed that environmental restoration encompasses both ancillary environmental restoration work associated with facilities and infrastructure projects—including asbestos abatement, lead-based paint removal, and other hazardous materials abatement—as well as standalone environmental restoration services such as wetland delineation, wetland mitigation planning, and similar environmental assessment and restoration work. This dual interpretation establishes that contractors should be prepared to provide Title I design services for programming, comprehensive planning, and area development design of new facilities, as well as renovation, repair, and maintenance services for residential, commercial, and industrial facilities including roads, bridges, infrastructure, utilities, and corrosion control work.

Questions and Answers: Large A&E Services, FA469026RA-E
1. On paragraph 1, in the statement “Title I Design services may be required for programming, comprehensive planning, area development design of new facilities; or the renovation, repair, and maintenance of residential, commercial, and Industrial facilities;
Including road/bridges, infrastructure, utilities, corrosion control, and environmental restoration”, does “environmental restoration” refer to ancillary environmental restoration work associated with facilities and infrastructure Title I services (e.g. asbestos, lead-based paint, or other HAZMAT abatement), or does Ellsworth anticipate using this IDIQ for standalone Title I services in environmental restoration (e.g. wetlands restoration or groundwater remediation)?
a. Both. It does refer to ancillary environmental restoration work (Asbestos, lead-based paint, or other HAZMAT abatement). We also have used our A&E contracts in the past to conduct wetland delineation and wetland mitigation plans.
