About this file
This is a Questions and Answers document for the Large A&E Services solicitation FA469026RA-E, dated 20 April 2026.
The document addresses a single inquiry regarding the scope and submission requirements for master planning services. The government clarifies that master planning services are intended to support broader installation-level planning efforts rather than DD1391 development/programming activities. Past planning documents completed by A&E firms include district plans (such as Flightline District, Town Center District, and industrial areas) and component plans focusing on specialized sub-plans in areas such as transportation, utilities, and stormwater management. The government confirms that firms must demonstrate this master planning capability as a distinct qualification within the SF330 submission package.
