Questions and Answers: Large A&E Services, FA469026RA-E

1. Is there a set aside for this SF330 Responses are due on May 4, 2026 at 1:00 PM MT?

This announcement says UNRESTRICTED FULL AND OPEN but a couple of sentences later gives small business guidance on SAM registration.

a. This SF 330 request is posted via full-and-open competition, with no set-asides currently in use.

2. Do the Architects need to be local to the base and are they full-time positions? It appears that this is an “as needed” and an FFP per requirement.

a. No, the architects do not need to be local so long as they can physically communicate with the customer and send deliverables in a timely and proper fashion.

b. This requirement is intended to be awarded as an indefinite delivery-indefinite quantity contract that will be exercised via firm-fixed price Task Orders/Delivery Orders. Any awarded vendor will be under no obligation to perform, nor will the Government be under obligation to request performance beyond the minimum stated value of the contract.

3. Please confirm that the government intends to award 4 contracts for up to 10 years each, and that the total capacity of each IDIQ contract is not to exceed $5,000,000.

a. The Government intends to award up to four contracts for up to ten years each, with a total capacity of each IDIQ not to exceed $5,000,000. It is possible that the final number of contracts awarded varies from the anticipated number of four.

4. The announcement does not state the deadline for questions. Is there a deadline for (additional) questions?

a. The deadline for questions is 27 April 2026, 1:00 PM MDT, one week before qualification packages are due.

5. The announcement states “The selected firms must perform the primary Architectural and Engineering civil-structural disciplines…” Later the announcement says “A-E’s with engineering categories civil and structural will be considered.” Will the government please denote the resume requirements of the prime contractor in a proposal versus what resumes may be proposed with the prime’s teaming partners (subs)?

a. We plan on awarding up to two firms whose primary discipline is Architectural and up to two firms whose primary discipline is Civil Engineering.

6. Will the government please confirm that they expect to evaluate the following 21 resumes:

a. Question List:

i. Architect

ii. Master Planning

7. Can the government please define what specifications/registrations/certifications they expect for the following disciplines as they are non-standard for A&E request for qualifications:

a. List:

i. Industrial/Process Engineering

ii. Refrigeration Engineering

iii. Aircraft Fire Protection (how is this different from a Fire Protection

Engineer?)

iv. Engineering and Life Safety (also seems similar to a Fire Protection

Engineer)

b. No qualifications are needed to be supplied for those disciplines.

8. Can the government confirm that their requirement for Landscape Engineering is the same as a Landscape Architect?

a. The requirement is for a Landscape Architect, not a Landscape Engineer.

9. The announcement states that “Firms should have the capacity to respond to a very short performance timeline for projects which contain specialized discipline requirements and keen management/project oversight.” Will the government please define what “Very short performance timelines” are?

a. This would not be our normal way of business. This would have to be an emergency or something that would affect the mission directly so that we would need to fix something or inspect something quickly to become operational. If something like this happened, we would be working with you as to what performance timeline would be doable.

10. For evaluation of Section E and section F (professional qualifications and specialized experience), will the government please annotate which subjects will be evaluated more favorably?

a. Both will be evaluated equally.

11. For part a of the selection criteria and evaluation factors, does the government have a required number of projects to be included in section F of the SF 330?

a. No required number as long as proof of having worked in the area or similar area

(climate and environmental conditions).

12. For part a of the selection criteria and evaluation factors, does the government have a requirement for Title II projects specifically to be evaluated or can Title I projects that include Title II services be used?

a. SF 330 should clearly demonstrate their ability to perform all requirements und this contract. There will not be a separate evaluation for Title I and Title II but rather a consolidated evaluation.

13. For past performance documentation, will the government confirm that PPQs and CPARS are both acceptable documentation for past performance evaluation?

a. CPARS is sufficient past performance documentation. Currently, PPQs are not requested. If the contractor does not have CPARS, the contractor may submit past performance in a format of their choosing.

14. Part e of the selection criteria and evaluation factors is Volume of Work. Is there a specific timeframe the government is measuring that volume of work? 2 years? 5 years?

a. “Recent” is defined as a project completed within 5 years of the SF 330 due date.

15. The announcement requires two copies of the PDF to be emailed to the POCs for submission of proposals. Can the government please confirm they desire two copies of the same digital file in the same email?

a. This announcement is for submission of the SF 330 only. One copy should be submitted. This is not a request for proposal.
