About this file
This is a Questions and Answers document for Ellsworth Air Force Base's Large A&E Services Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, solicitation number FA469026RA-E, dated 29 April 2026.
The document addresses six key inquiries from prospective contractors regarding scope, staffing requirements, and response format. Respondents are permitted to include a Section H for Additional Information to address evaluation criteria such as professional capacity for timely work accomplishment and volume of work previously awarded by the office and Department of Defense. Large firms may hold both Small Firm and Large Firm A&E ID/IQ contracts simultaneously with Ellsworth AFB. The Environmental Engineer discipline encompasses ancillary environmental restoration work including asbestos abatement, lead-based paint remediation, hazardous materials abatement, wetland delineation, and wetland mitigation plans. Telecommunications Engineering includes both building systems such as IT data cabling, telephone systems, door access control, security/surveillance, intrusion detection, HVAC controls, lighting controls, and audio/visual systems integration, as well as external telecommunications infrastructure. Fire Protection work on larger projects under this contract requires a licensed Fire Protection Engineer (FPE) in compliance with UFC 3-600-01 requirements, rather than designs performed by mechanical engineers with performance-based specifications as may have been acceptable under smaller firm contracts.

Questions and Answers: Large A&E Services, FA469026RA-E
1. There is no explicit mention of having a SECTION H. ADDITIONAL INFORMATION within our response, but there are a few other criteria in the RFQ that need to be addressed, such as d. Professional capacity for timely accomplishment of the work, and e.
Volume of work previously awarded by this office and DoD. Could you please clarify that a Section H is permitted as part of our response?
a. Yes, Section H is permitted as part of the response.
2. Is it allowable for a large firm (ISG) to hold an Ellsworth AFB Large Firm A/E ID/IQ when they also hold an Ellsworth AFB Small Firm A/E ID/IQ?
a. Yes, an awardee can hold both a Small Firm A/E and a Large Firm A/E.
3. Do you have a requirement for Hazardous Materials Investigation? We do not see it listed in the Opportunity description.
a. Yes, it does refer to ancillary environmental restoration work (Asbestos, lead-based paint, or other HAZMAT abatement). We also have used our A&E contracts in the past to conduct wetland delineation and wetland mitigation plans.
4. Could you clarify your description of Environmental Engineering? Is this what you might be looking for with regard to my description of Hazardous Materials as mentioned in the question above? If not, we would intend to provide Civil Engineering type Environmental Engineering expertise for on-site sanitary waste disposal, industrial waste, etc.
a. Environmental Engineer refers to ancillary environmental restoration work (Asbestos, lead-based paint, or other HAZMAT abatement). It also is planned to be used for items like wetland delineation and wetland mitigation plans.
5. Could you clarify Telecommunications Engineering? We otherwise envision providing the following expertise:
a. Inside of buildings that currently provide Technology Design/Engineering for IT data cabling and telephone systems. We also provide design of systems for Door Access Control; Security/Surveillance; Intrusion Detection; HVAC Controls;
Lighting Controls; Audio/Visual Systems Integration, etc. We would anticipate that these systems would be frequent within your potential projects.
i. Yes, they would be frequently used in the projects we use for this contract.
b. Outside of the buildings, we would consider telecommunications to mean telecommunications infrastructure. Will this type of work be within the scope of the Large Firm A/E ID/IQ?
i. Yes.
6. The Opportunity description includes “Fire Protection”. In our past Small Firm A/E ID/IQ projects we have provided stamped/sealed fire protection system design/engineering through our Mechanical Engineer (PE). The design of the fire protection system typically includes a performance-based specification. Typically, the fire protection system (sub) contractor is responsible for the construction of the fire protection system including the final hydraulic calculations of the systems. Can we assume a similar approach to the Large Firm A/E ID/IQ projects, or would we be required to have a Fire Protection Engineer (FPE)?
a. In most of our larger projects which this contract would be used for mainly you would have to have a Fire Protection Engineer (FPE), UFC 3-600-01 requirement.
