About this file
This is a Questions and Answers (Q&A) document dated 16 October 2026 for Solicitation No. FA468627QS002, a linen services contract for the 9th Reconnaissance Wing (9RW) at Beale Air Force Base. The document clarifies administrative and operational details surrounding the solicitation following submission deadline confusion and technical discrepancies in the original posting.
The official solicitation number is FA468627QS002 (not FA468626QS031 as initially posted on SAM.gov), with quotes due 27 October 2026 at 09:00 AM PST. This is structured as a new requirement with estimated annual laundry volumes including approximately 233,540 lodging laundry items weekly across multiple service locations (9 FSS Lodging, 940 ARW, and other facilities), with contractor-furnished shop towels managed through rental/exchange programs. Pricing is structured as Firm Fixed Price (FFP) per week by Contract Line Item Number (CLIN), with CLIN 0001 (9 FSS Lodging) billed under Non-Appropriated Funds (NAF) through NAF Standard Clauses in Section H, while other CLINs are invoiced monthly in arrears via Wide Area Workflow (WAWF). The government will not provide incumbent contractor information or historical volume data. Solicitation Amendment 0001 corrects mathematical discrepancies in quantity tables and clarifies evaluation criteria under Total Evaluated Price (TEP) methodology. Emergency laundry services (approximately two annually with 24-hour turnaround) are excluded from regular pricing and will be negotiated separately if required. Past performance submissions must reflect the Prime Offeror's capability only, not subcontractor experience. Off-base laundry processing is acceptable provided the contractor maintains segregated, labeled inventory and adheres to turnaround time requirements specified in the Performance Work Statement.

QUESTIONS AND ANSWERS (Q&A) dated 16 October 2026
9RW Linen Services
SOLICITATION NO. FA468627QS002
Question 1: The notice text refers to solicitation number FA468626QS031, but Attachment 1 is FA468627QS002. Please confirm which number quotes should reference.
Answer 1: The official and binding solicitation number is FA468627QS002, as listed on SF 1449 (Block 5). The number referenced in the SAM.gov notice text was a typographical error. The Government will not be issuing a formal amendment solely to correct this administrative typo on the web notice. All offerors shall reference FA468627QS002 on their quote submissions.
Question 2: The notice text says quotes are due 26 Oct 2026 at 09:00 AM, but the SAM response field says 10:00 AM PT. Please confirm the correct time (and whether "PST" means Pacific Daylight Time).
Answer 2: The official due date and time for proposal submission is 27 Oct 2026 at 09:00 AM PST, as explicitly stated on SF 1449 (Block 8). This document legally supersedes the web notice.
Question 3: Who is the incumbent, and what are the current contract number and awarded price? What volumes were actually delivered over the last 12 months compared with the Attachment 1 estimates?
Answer 3: This is considered a new requirement and is structured differently from previous linen contracts. Therefore, incumbent information, prior contract numbers, and historical volumes are not directly applicable and will not be provided. Offerors are instructed to utilize the estimates provided in PWS Attachment 1 to formulate their quotes.
Question 4: For CLIN 0001 (9 FSS Lodging, billed per NAF instructions), please provide the NAF billing and payment instructions, the payment office, and expected payment timing. Will this CLIN be paid through WAWF like the others?
Answer 4: The omission of the NAF Standard Clauses from the original SF 1449 attachments was erroneous. Please refer to Section H of the Attachment 1 - Solicitation which now formally incorporates the required NAF Standard Clauses. This contains the specific billing instructions, payment office details, and payment timelines for CLIN 0001.
Question 5: Are the 9 FSS lodging quantities firm or estimated? Is the weekly CLIN price fixed regardless of actual volume, or will per-unit adjustments be made?
Answer 5: Please refer to PWS Attachment 2, which explicitly states: "Extended Total of Items and Quantity of Bundles are estimates for the year of service." Offerors are to propose a Firm Fixed Price per week as structured in the SF 1449 CLIN schedule to cover these estimated volumes. The contract does not contain a per-unit variance adjustment clause.
Question 6: Why does CLIN 0005 (940 ARW) cover 4 weeks, when Table A1.5 lists annual minimums?
Please confirm the delivery frequency for the 940 ARW.
Answer 6: As outlined in PWS Section 5.1.1, pickup for the 940th Aircrew Readiness Facility is "at a minimum, one (1) week per quarter." Four quarters equate to the 4 total weeks of service priced in CLIN 0005.
Question 7: Shop towels: may the contractor provide a rental or exchange program, and what loss or replacement allowance applies to towels the government does not return?
Answer 7: Please refer to PWS Attachment 1 (Tables A1.1, A1.3, A1.4), which specifies Shop Towels are "Supplied By: Contractor." This necessitates a rental/exchange methodology. PWS does not provide a loss or replacement allowance for unreturned contractor-owned items; offerors must factor inherent operational risks into their Firm Fixed Price.
Question 8: Is the contractor responsible for replacing government-owned linens that are lost or damaged in processing? Is there a condemnation or rejection process?
Answer 8: Please refer to PWS Section 3.6. The contractor is liable for damage "beyond fair wear and tear" and compensation to the Government will be the "actual cost of replacing." PWS strictly governs this process and does not establish a separate, external condemnation or aging lifecycle process for government linens.
Question 9: Is laundry processing at an off-base commercial plant acceptable, with the contractor providing pickup and delivery? Are there any facility inspection or certification requirements?
Answer 9: Yes, off-base processing is acceptable. Please refer to PWS Section 3, which requires the contractor to provide "all plant facilities." Additionally, per PWS Section 3.4, the facility "shall be open to inspection of sanitary conditions at any time by a representative of the Government." The facility must comply with standard commercial and healthcare sanitation regulations as outlined in the PWS.
Question 10: For the Scheduling Plan, should the specific execution dates cover the base period only or also the option period? Do federal holidays shift the Monday/Wednesday/Friday pickups?
Answer 10: Please refer to PWS Section 11 regarding holidays: if a holiday falls on a scheduled service day, the Contractor is responsible for rescheduling services for the first day post-holiday observance. For the Scheduling Plan (Factor 1), offerors need only provide specific execution dates mapping out the Base Period to demonstrate feasibility and methodology, with the operational understanding that Option Periods will follow the identical frequency.
Question 11: Please confirm the base access requirements (DBIDS, vehicle passes) and expected lead time for contractor drivers.
Answer 11: Please refer to PWS Section 10. An Entry Access Listing (EAL) must be submitted 5 business days prior to the start of work. Upon clearance by Security Forces, the contractor will have approximately 10 days to obtain base passes from Pass & ID
Question 12: Will there be a site visit or an amendment answering the questions received?
Answer 12: The Government will not be hosting a site visit for this requirement. Due to a compressed acquisition timeline and the critical need to ensure uninterrupted continuity of laundry services for the 9 RW, a site visit is not feasible. The Performance Work Statement (PWS) and associated attachments provide sufficient operational detail, facility expectations, and volume estimates to allow offerors to submit a comprehensive and highly competitive quote.
Question 13: Incumbent Contract Information: Who is the current or most recent incumbent contractor?
What is the incumbent contract number? What was the original contract award amount, including the base period and any option periods? What is the total obligated or awarded value of the incumbent contract, including exercised options and modifications?
Answer 13: Please refer to Answer 3
Question 14: Previous Contract Scope: Has the scope of work materially changed from the previous contract? If so, could the Government identify the primary changes in service locations, laundry quantities, pickup frequencies, or processing requirements? Could the Government provide historical monthly or annual laundry processing quantities from the incumbent contract?
Answer 14: Please refer to Answer 3. Because this is considered a new requirement structured differently from previous iterations, the Government will not provide a comparative analysis or identify specific changes in locations, quantities, or frequencies from prior contracts. Offerors must base their methodology and pricing solely on the requirements defined in the current PWS.
Question 15: Laundry Quantities: Attachment 1 of the PWS, Table A1.2, identifies approximately 233,540 lodging laundry items per week of service. Can the Government confirm whether these represent actual anticipated weekly processing volumes, maximum estimated quantities, or another measurement?
Can the Government confirm that the quantities identified in Tables A1.1, A1.3, and A1.4 represent estimated annual quantities? For Table A1.5 (940 ARW), could the Government verify the annual quantities, as certain extended totals appear inconsistent with the listed bundle sizes?
Answer 15: Regarding the nature of the estimates, please refer to Answer 5. The quantities listed throughout PWS Attachment 1 represent estimated quantities for the year of service, not weekly volumes.
Regarding the mathematical discrepancies in Table A1.5 (940 ARF), please refer to Solicitation Amendment 0001. The Government has published a conformed, revised PWS with Amendment 0001 that provides the fully corrected quantities for Table A1.5. Offerors shall base their pricing on the revised PWS attached to the amendment.
Question 16: Contractor-Furnished Shop Towels: Are contractor-furnished shop towels permitted to be provided through a commercial rental/exchange program? Are there any additional material or performance specifications beyond the stated red 12" × 12" dimensions?
Answer 16: Regarding the rental/exchange program, please refer to Answer 7. There are no additional material or performance specifications beyond those explicitly stated in the PWS and its attachments.
Question 17: Emergency Laundry Services: Section 3.8 indicates that approximately two emergency service requests may occur annually, requiring delivery within 24 hours. Will these services be separately priced, or should their costs be incorporated into the regular contract pricing? What is the anticipated quantity of laundry associated with each emergency request?
Answer 17: Offerors shall not incorporate the potential costs of emergency services into their regular Firm Fixed Price (FFP) CLIN pricing. Historically, the Government has not had to exercise this emergency provision. Should an unforeseen emergency arise requiring 24-hour turnaround per PWS Section 3.8, the required volume, capability, and associated pricing will be evaluated and negotiated with the Contractor at that time and executed via a separate contract modification or appropriate alternative purchasing method.
Question 18: Facility and Transportation Requirements: Is there a maximum allowable distance between the contractor's laundry processing facility and Beale AFB? Are there any specific vehicle requirements or restrictions for commercial laundry delivery vehicles entering the installation?
Answer 18: Regarding facility locations, please refer to Answer 9. PWS does not establish a maximum allowable distance; however, the contractor must be capable of strictly adhering to the turnaround times mandated in PWS Section 3.8 and Service Summary PO-1. Regarding vehicle requirements and base access, please refer to Answer 11; standard commercial vehicle inspection and base access procedures apply.
Question 19: Table A1.2, 9 FSS Lodging: the column headings read “Quantity of Bundles/Year” and “Extended Total of Items/Year”, but footnote ** states these are “numbers needed for each week of service”. Could you please confirm whether the quantities (for example 50,600 pillowcases and 40,000 bath towels) are per year or per week?
Answer 19: Please refer to Answer 15. The quantities provided in the columns, specifically the 50,600 pillowcases and 40,000 bath towels, represent estimated quantities for the year of service. The footnote stating "numbers needed for each week of service" is an administrative error and should be disregarded.
Offerors must base their weekly Firm Fixed Price on the annual estimated volumes provided in the column headers.
Question 20: Tables A1.1, A1.3 and A1.4, contractor-supplied shop towels: footnote * describes these quantities as estimates for the year. Is that the number of towels to be exchanged each year, or the number to be kept in circulation at each location?
Answer 20: The estimated quantities for the year represent the total anticipated volume of towels to be exchanged and processed annually. It does not represent the static inventory kept in circulation at each location.
Question 21: Please confirm the correct quantities for pricing each laundry item, including annual totals, expected weekly volumes, and pieces per bundle. Table A1.2 labels lodging quantities as annual, but its footnote describes them as weekly. Some bundle calculations also appear inconsistent. Can you provide an exact quantity table and clarify whether quantities are estimates, guaranteed minimums, or fixed requirements, and how volume increases would affect payment under the weekly fixed price?
Answer 21: Regarding the exact quantity table and bundle math inconsistencies, please refer to Solicitation Amendment 0001. The Government has published a conformed PWS correcting the tables.
Regarding the nature of the estimates and pricing structure, please refer to Answer 5. Regarding the Table A1.2 column headers versus the footnote, please refer to Answer 19.
Question 22: Please confirm the governing solicitation number, quote submission date, time, and time zone. We identified differences between SAM.gov and the attached solicitation.
Answer 22: Regarding the official solicitation number, please refer to Answer 1. Regarding the official due date and time zone, please refer to Answer 2.
Question 23: When may each Contract Line-Item Number (CLIN) be invoiced, and what payment terms apply? Please clarify whether billing is weekly, monthly, or on another schedule, and provide the Non- Appropriated Funds (NAF) billing instructions referenced for lodging services.
Answer 23: Billing and payment instructions differ based on the funding type of the CLIN. For CLIN 0001 (NAF), please refer to Answer 4 and the NAF Standard Clauses located in Section H of the amended solicitation regarding specific billing instructions and payment terms. For all other standard CLINs, invoicing shall occur monthly in arrears via Wide Area Workflow (WAWF) for services rendered during the preceding month.
Question 24: Zanovi Federal Partners is a new company. May we propose an established laundry subcontractor to perform processing and delivery and submit that subcontractor’s relevant past performance for evaluation? Please identify any required supporting documentation.
Answer 24: While the Government recognizes and supports the use of teaming arrangements and subcontractors for contract execution, the evaluation criteria for this specific requirement mandates that the Prime Offeror demonstrates its own capability to manage and perform the services. Therefore, to be evaluated for Past Performance under Factor 2, the submitted contracts must reflect the performance of the Prime Offeror only. Past performance records belonging solely to a proposed subcontractor will not be considered or evaluated.
Question 25: Please clarify the prohibition on mingling government laundry with other customers’ items during washing, storage, and transportation. Are separate wash loads and labeled, segregated containers sufficient, or are dedicated equipment, storage areas, or vehicles required?
Answer 25: Per PWS Section 3.5, "The Contractor shall not co-mingle Beale AFB property with commercial property." Operationally, this requires that Beale AFB laundry be processed in distinct, dedicated wash and dry loads (physical separation in the machines) and be stored and transported in clearly labeled, segregated bins or carts. PWS does not require dedicated washing machines, dedicated physical warehouse buildings, or dedicated delivery vehicles, provided the items remain strictly segregated from commercial items within those shared spaces.
Question 26: Lodging quantities: PWS Table A1.2 labels quantities “per year,” while its footnote states they are needed each week. Are these annual or weekly quantities? Are historical annual usage figures available?
Answer 26: Regarding the Table A1.2 quantities and the footnote, please refer to Answer 19. Regarding historical annual usage figures, please refer to Answer 3
Question 27: Aircrew Readiness Facility quantities: Several figures in Table A1.5 do not reconcile. For example, bath towels show 16 bundles of 20 items, but a total of 64. Could you provide corrected bundle quantities and item totals?
Answer 27: Please refer to Solicitation Amendment 0001. The Government has published a conformed PWS correcting the data in Table A1.5.
Question 28: Dates and pricing units: Please confirm the correct option labels, delivery dates, and billable weeks. Some entries repeat earlier option labels and dates, and the fifth option lists approximately six months of performance but retains 53-week service quantities.
Answer 28: Please refer to Solicitation Amendment 0001. The amendment includes a corrected SF 1449 Schedule of Supplies/Services resolving the administrative errors regarding Option Period labels, dates, and the misalignment of billable weeks in Option 5. Offerors shall base their pricing on the amended SF 1449 schedule.
Question 29: Price evaluation: Will bids be evaluated on base-period pricing only or the base plus options? FAR 52.217-3 and the instruction to sum all proposed pricing appear inconsistent. Will an amendment addressing these discrepancies be issued before quotations are due?
Answer 29: Please refer to Solicitation Amendment 0001. The amendment removes FAR 52.217-3 and incorporates FAR 52.217-5 to clarify the evaluation criteria. Offerors will be evaluated on the Total Evaluated Price (TEP), calculated by adding the total price for all options to the total price for the basic requirement.
Question 30: Can you provide historical or estimated weekly laundry quantities for each squadron?
Answer 30: Regarding historical quantities, please refer to Answer 3. Regarding estimated quantities and weekly volumes, please refer to Answer 5 and Answer 19.
Question 31: Can you confirm the pricing quantities and option-period dates?
Answer 31: Regarding pricing quantities, please refer to Solicitation Amendment 0001 and Answer 15.
Regarding option-period dates, please refer to Solicitation Amendment 0001 and Answer 28
Question 32: May subcontractor past performance be submitted for evaluation, and can you provide Attachment 4 — Past Performance Summary Sheet?
Answer 32: Regarding the use of subcontractor past performance, please refer to Answer 24; past performance must be for the Prime Offeror only. Regarding Attachment 4, the Past Performance Summary Sheet (PPSS) was inadvertently omitted from the original SAM.gov posting. The official Attachment 4 form is now provided alongside Solicitation Amendment 0001. Offerors shall utilize this provided form for their submissions.
Question 33: Are emergency laundry services included in the fixed weekly pricing?
Answer 33: No. Please refer to Answer 17. Offerors shall not incorporate the potential costs of emergency services into their regular Firm Fixed Price (FFP) CLIN pricing
Question 34: Is there an incumbent contractor currently providing these services? If so, could you provide the previous contract number, contractor name, and award value?
Answer 34: Please refer to Answer 3.
