PERFORMANCE WORK STATEMENT (PWS)

FOR

LAUNDRY SERVICE

BEALE AIR FORCE BASE (AFB), CA

1. BACKGROUND. The 9th Reconnaissance Wing (9 RW) requires regular, comprehensive, and professional laundry and linen services across multiple squadrons, tenant units, and designated mission partners operating at Beale Air Force Base (BAFB). Current operational activities requiring support encompass a wide variety of installation missions, including but not limited to the 9th Aircraft Maintenance Squadron (9 AMXS), 9th Force Support Squadron (9 FSS), 9th Maintenance Squadron (9 MXS), 940th Maintenance Group (940 MXG), and 940th Aircrew Readiness Facility (ARW). Due to the fluid nature of national defense posture, operational surges, tenant organization realignments, and shifting training requirements across Beale AFB, the laundry support envelope is intentionally structured to accommodate multiple agencies under or affiliated with the 9 RW. Maintaining an unbroken, sanitary supply chain of clean linens, shop rags, and related textile items directly underpins continuous 24/7 high-altitude intelligence, surveillance, and reconnaissance (ISR) flightline operations, temporary lodging management, and overall warfighter readiness.

2. SCOPE. The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and facilities necessary to perform comprehensive, regular, and emergency Laundry Services for all designated units, squadrons, and tenant agencies operating under or supported by the 9th Reconnaissance Wing (9 RW) at Beale AFB. This includes, but is not limited to, the 9th Aircraft Maintenance Squadron (9 AMXS), 9th Force Support Squadron (9 FSS), 9th Maintenance Squadron (9 MXS), 940th Maintenance Group (940 MXG), and 940th Aircrew Readiness Facility (ARW). The Contractor shall manage the entire laundry lifecycle to ensure a continuous, uninterrupted supply of sanitary laundry items critical to supporting active flightline operations, lodging services, and general base readiness. Logistical execution under this scope demands a secure, reliable, and highly coordinated pickup and delivery system. The Contractor is responsible for executing simultaneous pickup of soiled items and delivery of clean items at designated times and physical locations across the installation, maintaining positive custody control through signed government-joint count tickets. To support the diverse mission tempos of the various squadrons, the Contractor must remain agile enough to execute routine weekly and quarterly schedules, while maintaining the capability to rapidly scale operations to fulfill accelerated 24-hour emergency turnaround requests. To ensure the safety, health, and professional appearance of base personnel, all processing must adhere strictly to federal, state, and industry sanitation standards. The Contractor must maintain rigorous quality control protocols that prevent the co-mingling of Beale AFB property with other commercial clients, enforce complete physical segregation between soiled and clean items during transport and processing, and treat wet or moist items immediately to prevent mildew, staining, or degradation.
