About this file
This is a Questions and Answers document for the Vindicator Intrusion Detection System (IDS) Upgrade solicitation at Beale Air Force Base, along with Amendment 0004 providing updated responses.
The solicitation concerns the upgrade of an IDS and Access Control/AACS system covering the DGS-2 campus, including 4 Sensitive Compartmented Information Facilities (SCIFs) across Buildings 23260 and 23265. The government estimates approximately 18 Honeywell V5 panels and 580 alarm points across the campus, though exact device breakouts and complete inventory information are unavailable. The upgrade prioritizes replacement of the failing AACS head-end unit and Security Access Workstation (SAW), with the option for contractors to propose alternatives to the specified Honeywell Vindicator V6 configuration if compatible and approved. Current system components requiring replacement include VBM3 (Windows 7), VCC (Windows 7), and SAW (Windows 7), with Windows 10 upgrade identified as a core project focus. The government will provide as-built drawings to certified contractors during site assessments, though system architecture diagrams, network topology, equipment inventories, programming information, and licensing documentation are not available. The contract requires database migration from existing systems, integration with the 9 Security Forces Squadron Base Defense Operations Center (BDOC), and comprehensive user training covering system functions, credential management, reporting, and basic troubleshooting. Existing infrastructure elements—including conduit, wire, and locking racks—may be reused if functional, while the UPS must be replaced. CLIN 0001 covers the evaluation phase, CLIN 0002 and 0003 cover installation on an all-inclusive firm-fixed-price basis, and CLIN 0005 provides $15,000 for unforeseen infrastructure repairs. The period of performance begins September 30, 2026, subject to funding availability, which the government cannot guarantee or forecast.

Questions and Answers
Vindicator IDS Upgrade
1. The solicitation includes FAR 52.232-18, noting funds are not presently available for this requirement. Can the Government provide an anticipated timeline for funding availability relative to the proposed 30 September 2026 period of performance start date?
Answer: We cannot give an anticipated timeline for funding availability, nor it is guaranteed.
2. Section 52.212-2(b)(ii) references a Technical Capability statement of "no more than three (8) page document(s)." Please clarify the correct page limit.
Answer: The page limit is eight (8) the next amendment will reflect that.
3. Existing Device Inventory: Is an existing device inventory/as-built documentation (e.g., current IDS/AACS device counts, floor plans, point list for the four SCIFs) available to Offerors prior to quote submission?
Answer: Current maintainers do not have a device inventory, but requestors can provide as-builts for viewing during a site walk prior to quote submission. There are approximately 580 alarm points across the campus, and the requestor is unsure of the exact breakout of these points (how many are BMS, how many are PIRs, etc).
4. Please confirm whether the Government has validated that the specified Honeywell
Vindicator V6 configuration fully supports both the IDS and AACS/access-control functionality required by the SOW, is approved for USAF deployment, and is compatible with the existing Beale AFB Vindicator infrastructure and BDOC reporting equipment. If Vindicator V6 does not support the full AACS/access-control requirement as written, please confirm whether an alternate approved Vindicator architecture, such as Vindicator ACS V3 or another Government-approved configuration, would be acceptable.
Answer: If compatible, alternatives like utilizing the existing V5s or an alternative like the V3 is potentially acceptable and will be reviewed by the SSO as submitted. The major failing components of the system are the AACS head-end unit and SAW, so replacement and upgrade of those components is the priority of this effort. Proposed alternatives to the V6s must support the priority component replacement.
5. The SOW states that the infrastructure evaluation will determine the specific equipment, cabling, software, and related components requiring replacement, while CLIN 0002 requires an all-inclusive firm-fixed price for all required VINDICATOR equipment.
Please clarify which equipment and quantities are expected to be included in the initial
CLIN 0002 price versus items identified during the evaluation that may be separately authorized by modification.
Procurement of equipment necessary to upgrade the current architecture see the statement of need. Standard software and baseline components required to make the system fully functional and integrated with the 9 SFS Base Defense Operations Center (BDOC).
Per SoN Section 1, these unknown variables will be identified during the CLIN 0001 evaluation. CLIN 0005 will be added for unforeseen infrastructure repair at dollar amounts of $15,000.00.
6. To support accurate FFP pricing, can the Government provide any releasable existing equipment inventory, panel/point schedules, drawings, network topology, software/license information, or similar system documentation? If not, will a controlled pre-quote technical site assessment be available?
Answer: Please refer to the SON. Currently site visit is not possible.
7. Please confirm whether an offeror may use the certifications, proposed personnel qualifications, and relevant past performance of its proposed specialized subcontractor/teaming partner to demonstrate compliance with the Technical Capability and Past Performance requirements.
Answer: Yes. The Government will consider the certifications, proposed personnel qualifications, and relevant past performance of a proposed specialized subcontractor or teaming partner to demonstrate compliance. However, to receive credit, the offeror must clearly define the subcontractor’s proposed role in the SoN and provide a Letter of Commitment demonstrating the subcontractor's binding involvement in this effort.
The Teaming Agreement/Letter of Commitment MUST be submitted with your offer.
8. Will a site visit be allowed prior to the proposal due? If there will be a site visit, when?
Answer: During this time, a site visit is not possible.
9. The initial “Evaluation” (CLIN 0001) is supposed to define the detailed BOM for installation part of the project (CLIN 0002 and CLIN 0003). It is not viable for contractors to price CLIN0002 and CLIN 0003 accurately without completing the evaluation. Please fix the number of materials for the project by answering the questions below.
