About this file
This is a Statement of Work (SOW) for the modernization of the Intrusion Detection System (IDS) and Automated Access Control System (AACS) at the 548th Intelligence, Surveillance and Reconnaissance Group (ISRG) at Beale Air Force Base, California, prepared as of September 3, 2026.
The contractor shall evaluate, design, and upgrade approximately 18 end-of-life Honeywell V5 panels to Honeywell V6 panels with strict compliance to ICD 705 standards. The evaluation phase must assess related infrastructure including cabling, wiring, switches, hubs, software applications, system management, and peripherals; the contractor must identify additional repairs needed and provide quotes to the Contracting Officer immediately. Deliverables from the evaluation phase include a layout of existing V5s on a map, a project execution plan, estimation of system downtime/impact, and estimation of escorts required by phase. The upgraded systems must operate on Windows 10 or a later/approved secure operating system and provide fully functional integrated reporting capabilities. The systems must seamlessly integrate with existing base infrastructure and annunciate at the 9 SFS Base Defense Operations Center (BDOC), remaining compatible with current VBM 3 and VCC 2 software. Specific equipment to be replaced or installed includes AACS control units, PIVClass Credential Readers, HSS Alarm Contacts, V6 panels, PIR/MW Motion Sensors, network hardware, cabling, and software. An optional scope item includes replacement of the Korby pinpad with an HID proximity reader integrated into SCIF open/close capability. All contractor personnel must be Honeywell VINDICATOR certified and qualified for troubleshooting, repair, testing, diagnostics, and programming. Prior to installation, 9 SFS will validate equipment compatibility with existing BDOC reporting equipment and confirm supportability under the Integrated Base Defense Security System (IBDSS) contract.
The contractor shall provide all personnel, equipment, tools, materials, management, training, installation, and supervision while complying with all applicable Federal, State, local laws, DoD, Air Force, and installation standards. All contractor employees require criminal background checks by Beale Air Force Base Security Forces and must be US citizens for entry into SCIFs, always escorted per local base procedures. The government's normal duty hours are Monday through Friday, 7:30 AM to 5:00 PM; work outside these hours requires coordination and approval. The contractor must provide 48 hours' notice prior to shipment, repair any contractor-caused damage at its own expense, and maintain clean work areas throughout the project.

STATEMENT OF WORK
548 ISRG Campus Automated Access Control and Intrusion Detection System Upgrade
Beale Air Force Base, California
Prepared for:
548th Intelligence, Surveillance and Reconnaissance Group
Date: September 3, 2026
548th ISRG | Statement of Work
Executive Summary
This Statement of Work (SOW) outlines the modernization of the Intrusion Detection System (IDS) and Automated Access Control System (AACS) for the 548th Intelligence, Surveillance and Reconnaissance Group at Beale Air Force Base. The Contractor will evaluate, design, and upgrade the current end-of-life Honeywell V5 panels to Honeywell V6 panels, ensuring full compliance with ICD 705 and seamless integration with the 9 SFS Base Defense Operations Center (BDOC).
1. Description of Work This document describes the general requirements for replacing the end-of-life (EOL) Intrusion Detection System (IDS) and Automated Access Control System (AACS) for the 548th Intelligence, Surveillance and Reconnaissance Group (ISRG) at Beale Air Force Base. The Contractor shall evaluate, design, and modernize the current IDS/AACS architecture (approximately 18 Honeywell V5 panels) to Honeywell V6 panels.
The evaluation of the related infrastructure must include cabling, wiring, switches, hubs, software applications, system management, and peripherals to determine modernization needs to ensure efficacy while operating within the bounds of the current base IDS/AACS infrastructure. During evaluation, the contractor shall identify any additional repairs required and provide a quote to the Contracting Officer immediately. Additionally, deliverables due upon completion of evaluation include layout of existing V5s on map, project execution plan, estimation of downtime/impact to system, and estimation of escorts required by phase. These additional repairs may constitute a modification to the contract if the government agrees and a modification is issued by the Contracting Officer.
The system must operate on Windows 10 (or later/approved secure OS) and provide fully functional, integrated reporting capabilities. The upgraded systems shall seamlessly integrate with the existing base infrastructure and annunciate at the 9 SFS Base Defense Operations Center (BDOC). Current system utilizes VBM 3 and VCC 2. Use of compatible software is required, but the software does not have to be an exact replacement of the existing AACS/IDS software, so long as the upgrade remains compatible with the existing infrastructure.
2. General Requirements The Contractor shall procure and install VINDICATOR IDS/AACS equipment that strictly complies with ICD 705; all components and installation must comply with ICD 705 and must be approved before installation. The Contractor shall provide all personnel, equipment, tools, materials, management, training, installation, operations, and supervision. The Contractor shall comply with all applicable Federal, State, and local laws, statues, executive orders, regulations, ordinances, and codes, and with all applicable DoD, Air Force, and installation instructions, policies, and standards in effect during performance, including any changes thereto, and including all security requirements applicable to work performed in accredited spaces. Contractor personnel must be certified on Honeywell VINDICATOR systems and qualified to perform troubleshooting, repair, testing, diagnostics, and programming. Prior to installation, 9 SFS will evaluate the proposed equipment to validate compatibility with existing BDOC reporting equipment and confirm continued supportability under the Integrated Base Defense Security System (IBDSS) contract.
2.1 Components, Materials, and Installation
All details of workmanship shall comply with ICD 705 and the latest edition of the National Electric Code. The current systems support four SCIFs encompassing 200,000 square feet. The specific equipment to be replaced, upgraded, or installed will be identified based on the infrastructure evaluation phase for each of the four SCIFs, including but not limited to:
AACS control units PIVClass Credential Readers HSS Alarm Contacts V6 panels PIR/MW Motion Sensors Network hardware, switches, and hubs Any other hardware component required for system operation Cabling Software
Upgrade/Repair will include all manuals and warranties associated with installed hardware.
Contractor will also provide training to security staff to familiarize staff with all AACS and IDS hardware and software features.
OPTION: Replacement of Korby pinpad with HID proximity reader and integration of this point into SCIF open/close capability. This includes addition of necessary points, hardware, software, configuration, and any other materials or process needed to ensure SCIF status (open/secure) is controlled by HID proximity reader.
2.2 Period of Performance
The Government estimates the period of performance for this project to be determined upon contract award. Any changes to the period of performance or terms and conditions can only be approved by the Contracting Officer (CO).
3. General Information
3.1 Normal Hours of Operation
completed outside normal duty hours must be coordinated and approved by the Government.
