About this file
This document is a Brand Name Justification for a single-source procurement restricted to Honeywell VINDICATOR equipment and services at Beale Air Force Base, California. The 548th Intelligence, Surveillance and Reconnaissance Group (ISRG) seeks to modernize its Intrusion Detection System (IDS) and Automated Access Control System (AACS) by upgrading approximately 18 end-of-life Honeywell V5 panels to Honeywell V6 panels across four SCIFs encompassing 200,000 square feet. The scope includes evaluation and potential replacement of related infrastructure including cabling, switches, hubs, software applications, system management, and peripherals to ensure seamless integration with existing base infrastructure and annunciation at the 9 SFS Base Defense Operations Center (BDOC). All personnel must be certified on Honeywell VINDICATOR systems.
The justification for single-source restriction under FAR 6.302-1 centers on compatibility, standardization, and cost/time avoidance. The base currently operates VINDICATOR systems with VBM 3 and VCC 2 software platforms; upgrading to alternative systems would require complete BDOC architecture replacement, result in duplicated costs, create unacceptable downtime in sensitive SCIF environments, and degrade operational readiness by forcing the 9 SFS BDOC to operate multiple distinct reporting networks. While hardware and software are restricted to Honeywell V6/VINDICATOR, the Government will solicit proposals from multiple authorized Honeywell/VINDICATOR certified contractors to ensure competitive pricing for installation, evaluation, and repair services. The Contracting Officer will determine fair and reasonable cost based on historical pricing, market research, and competitive quotes from certified vendors. Market research confirms only VINDICATOR equipment is fully compatible with existing BDOC annunciation hardware and the Integrated Base Defense Security System (IBDSS) at Beale AFB.

Text version
1. Contracting Activity: 548th Intelligence, Surveillance and Reconnaissance Group (ISRG), Beale Air Force Base, California.
2. Description of Action: This action is a request for approval to restrict competition to a Single Source for the modernization of the Intrusion Detection System (IDS) and Automated Access Control System (AACS) for the 548th ISRG campus.
3. Description of Supplies/Services: The contractor shall evaluate, design, and modernize the current IDS/AACS architecture, upgrading approximately 18 end-of-life Honeywell V5 panels to Honeywell V6 panels across four SCIFs encompassing 200,000 square feet. The scope includes evaluation and potential replacement of related infrastructure (cabling, switches, hubs, software applications, system management, and peripherals) to ensure seamless integration with the existing base infrastructure and annunciation at the 9 SFS Base Defense Operations Center
(BDOC). The required equipment is the VINDICATOR IDS/AACS, and personnel must be certified on Honeywell VINDICATOR systems.
4. Statutory Authority Permitting Other Than Full and Open Competition: FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
Specifically, this is a restriction for standardization and compatibility (often executed as a brand-name restriction for Honeywell VINDICATOR).
5. Justification for Single Source / Standardization: Although there are multiple security vendors and access control systems in the commercial market, it is in the best interest of the Government to restrict this procurement to Honeywell V6 (VINDICATOR) equipment and certified installers. The rationale for this Single Source strategy includes:
Compatibility with Existing Infrastructure: The base currently utilizes the VINDICATOR system, including VBM 3 and VCC 2 software platforms. The upgraded panels must seamlessly integrate with the existing 9 SFS BDOC without requiring a completely new base-wide management system architecture.
Standardization: Procuring VINDICATOR (Honeywell V6) equipment ensures operational continuity. Introducing a disparate system would require the 9 SFS BDOC to operate multiple distinct reporting networks, fundamentally degrading operational readiness and response times.
Cost and Time Avoidance: Competing this requirement without a restriction to the existing infrastructure ecosystem would require a total replacement of the BDOC reporting architecture, resulting in duplicated costs and unacceptable downtime for highly sensitive
SCIF environments.
BRAND NAME JUSTIFICATION
6. Efforts to Obtain Competition: While the hardware and software are restricted to Honeywell
V6/VINDICATOR to meet the compatibility requirements, the Government will still solicit proposals from multiple authorized Honeywell/VINDICATOR certified contractors to ensure competitive pricing for the installation, evaluation, and repair services.
7. Determination of Fair and Reasonable Cost: The Contracting Officer will determine the anticipated cost to the Government to be fair and reasonable based on historical pricing, market research, and competitive quotes received from certified Honeywell vendors.
8. Market Research: Market research confirms that while other IDS/AACS manufacturers exist, only VINDICATOR equipment is fully compatible with the existing BDOC annunciation hardware and Integrated Base Defense Security System (IBDSS) currently operating at Beale AFB.
