About this file
This is a Statement of Work (SOW) for the modernization of intrusion detection and access control systems at Beale Air Force Base, prepared for the 548th Intelligence, Surveillance and Reconnaissance Group, dated August 6, 2026.
The contractor shall evaluate, design, and upgrade approximately 18 end-of-life Honeywell V5 panels to Honeywell V6 panels with VINDICATOR IDS/AACS equipment that strictly complies with ICD 705. The scope encompasses four Sensitive Compartmented Information Facilities (SCIFs) totaling 200,000 square feet and includes evaluation of related infrastructure such as cabling, wiring, switches, hubs, software applications, system management, and peripherals. Specific equipment to be replaced or installed includes AACS control units, PIVClass credential readers, HSS alarm contacts, V6 panels, PIR/MW motion sensors, network hardware, and associated software and cabling. The upgraded systems must operate on Windows 10 or later approved secure operating system, provide integrated reporting capabilities, and seamlessly integrate with existing base infrastructure while annunciating at the 9 Security Forces Squadron Base Defense Operations Center (BDOC). The system must remain compatible with existing VBM 3 and VCC 2 software. All workmanship shall comply with ICD 705 and the National Electric Code. Deliverables due upon completion of evaluation include a layout of existing V5 panels on a map, project execution plan, estimation of downtime/system impact, and estimation of required security escorts by phase.
The contractor must provide all personnel, equipment, tools, materials, management, training, installation, operations, and supervision while complying with all applicable federal, state, and local laws, DoD, Air Force, and installation policies and standards. Contractor personnel must be certified on Honeywell VINDICATOR systems and qualified to perform troubleshooting, repair, testing, diagnostics, and programming. Prior to installation, 9 SFS will evaluate proposed equipment for compatibility with existing BDOC reporting equipment and supportability under the Integrated Base Defense Security System (IBDSS) contract. The contractor must provide 48 hours' notice prior to shipment, maintain work areas free of waste material, repair any contractor-caused damage at contractor expense, and leave work areas in clean, neat condition upon completion. All contractor employees require criminal background checks and US citizenship for SCIF access, with escorts required at all times in controlled/restricted areas.

1. Description of Work This document describes the general requirements for replacing the end-of-life (EOL) Intrusion Detection System (IDS) and Automated Access Control System (AACS) for the 548th Intelligence, Surveillance and Reconnaissance Group (ISRG) at Beale Air Force Base. The Contractor shall evaluate, design, and modernize the current IDS/AACS architecture (approximately 18 Honeywell V5 panels) to Honeywell V6 panels.
The evaluation of the related infrastructure must include cabling, wiring, switches, hubs, software applications, system management, and peripherals to determine modernization needs to ensure efficacy while operating within the bounds of the current base IDS/AACS infrastructure. During evaluation, the contractor shall identify any additional repairs required and provide a quote to the Contracting Officer immediately. Additionally, deliverables due upon completion of evaluation include layout of existing V5s on map, project execution plan, estimation of downtime/impact to system, and estimation of escorts required by phase. These additional repairs may constitute a modification to the contract if the government agrees and a modification is issued by the Contracting Officer.
The system must operate on Windows 10 (or later/approved secure OS) and provide fully functional, integrated reporting capabilities. The upgraded systems shall seamlessly integrate with the existing base infrastructure and annunciate at the 9 SFS Base Defense Operations Center (BDOC). Current system utilizes VBM 3 and VCC 2. Use of compatible software is required, but the software does not have to be an exact replacement of the existing AACS/IDS software, so long as the upgrade remains compatible with the existing infrastructure.
2. General Requirements The Contractor shall procure and install VINDICATOR IDS/AACS equipment that strictly complies with ICD 705; all components and installation must comply with ICD 705 and must be approved before installation. The Contractor shall provide all personnel, equipment, tools, materials, management, training, installation, operations, and supervision. The Contractor shall comply with all applicable Federal, State, and local laws, statues, executive orders, regulations, ordinances, and codes, and with all applicable DoD, Air Force, and installation instructions, policies, and standards in effect during performance, including any changes thereto, and including all security requirements applicable to work performed in accredited spaces. Contractor personnel must be certified on Honeywell VINDICATOR systems and qualified to perform troubleshooting, repair, testing, diagnostics, and programming. Prior to installation, 9 SFS will evaluate the proposed equipment to validate compatibility with existing BDOC reporting equipment and confirm continued supportability under the Integrated Base Defense Security System (IBDSS) contract.
2.1 Components, Materials, and Installation
All details of workmanship shall comply with ICD 705 and the latest edition of the National Electric Code. The current systems support four SCIFs encompassing 200,000 square feet. The specific equipment to be replaced, upgraded, or installed will be identified based on the infrastructure evaluation phase for each of the four SCIFs, including but not limited to:
AACS control units PIVClass Credential Readers HSS Alarm Contacts V6 panels PIR/MW Motion Sensors Network hardware, switches, and hubs Any other hardware component required for system operation Cabling Software Upgrade/Repair will include all manuals and warranties associated with installed hardware.
Contractor will also provide training to security staff to familiarize staff with all AACS and IDS hardware and software features.
