About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a sports officiating and scorekeeping services contract with the United States Air Force.

The amendment, numbered 0002 and effective August 17, 2026, modifies solicitation FA468626Q0006, originally dated July 30, 2026, issued by the Air Force at Beale Air Force Base, California. The primary changes include: extending the response due date from August 18, 2026 to September 8, 2026; updating the solicitation number from FA468626Q00060001 to FA468626Q00060002; revising all line item periods of performance to align with calendar years (January 4 through January 3) instead of the original fiscal year schedule (September 11 through September 10); and updating the Performance Work Statement attachment from September 2026 to January 2027. The contract covers six line items across multiple years through July 2031, including a six-month extension option. The solicitation is structured as a total small business set-aside for a firm fixed-price award. Evaluation criteria employ a Lowest Priced Technically Acceptable (LPTA) approach, with technical acceptability based on two sub-factors: Staffing & Certifications (requiring NASO or state-registered sports officials association certification) and Management Approach (requiring identification of a Contract Manager and description of scheduling, communication, and quality control procedures). Price evaluation will assess fair and reasonableness under FAR 12.204(a), with Total Evaluated Price including all CLINs and Government-calculated value for the six-month extension. The amendment also adds FAR clause 52.222-43 regarding Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment for multiple-year and option contracts.

Contract Clauses

Header Miscellaneous Text (Added):

52.222-43 Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts).

As prescribed in 22.1002-2(d)(1), insert the following clause:

Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts)(Deviation DATE)

(a)This clause applies to both contracts subject to area prevailing wage determinations and contracts subject to collective bargaining agreements.

(b)The Contractor warrants that the prices in this contract do not include any allowance for any contingency to cover increased costs for which adjustment is provided under this clause.

(c)The wage determination, issued under the Service Contract Labor Standards statute, (41 U.S.C. chapter 67), by the Administrator, Wage and Hour Division, U.S.

Department of Labor, current on the anniversary date of a multiple year contract or the beginning of each renewal option period, must apply to this contract. If no such determination has been made applicable to this contract, then the Federal minimum wage as established by section 6(a)(1) of the Fair Labor Standards Act of1938, as amended, (29 U.S.C. 206) current on the anniversary date of a multiple year contract or the beginning of each renewal option period, must apply to this contract.

(d)The contract price, contract unit price labor rates, or fixed hourly labor rates will be adjusted to reflect the Contractor's actual increase or decrease in applicable wages and fringe benefits to the extent that the increase is made to comply with or the decrease is voluntarily made by the Contractor as a result of:

(1)The Department of Labor wage determination applicable on the anniversary date of the multiple year contract, or at the beginning of the renewal option period. For example, the prior year wage determination required a minimum wage rate of $4.00 per hour. The Contractor chose to pay $4.10. The new wage determination increases the minimum rate to $4.50 per hour. Even if the Contractor voluntarily increases the rate to $4.75 per hour, the allowable price adjustment is $.40 per hour;

(2)An increased or decreased wage determination otherwise applied to the contract by operation of law; or

(3)An amendment to the Fair Labor Standards Act of1938 that is enacted after award of this contract, affects the minimum wage, and becomes applicable to this contract under law.

1.

2.

(e)Any adjustment will be limited to increases or decreases in wages and fringe benefits as described in paragraph (d) of this clause, and the accompanying increases or decreases in social security and unemployment taxes and workers' compensation insurance, but must not otherwise include any amount for general and administrative costs, overhead, or profit.

(f)The Contractor must notify the Contracting Officer of any increase claimed under this clause within 30 days after receiving a new wage determination unless this notification period is extended in writing by the Contracting Officer. The Contractor must promptly notify the Contracting Officer of any decrease under this clause, but nothing in the clause shall preclude the Government from asserting a claim within the period permitted by law. The notice must contain a statement of the amount claimed and the change in fixed hourly rates (if this is a time-and-materials or labor-hour contract), and any relevant supporting data, including payroll records, that the Contracting Officer may reasonably require. Upon agreement of the parties, the contract price, contract unit price labor rates, or fixed hourly rates must be modified in writing. The Contractor must continue performance pending agreement on or determination of any such adjustment and its effective date.

(g)The Contracting Officer or an authorized representative must have access to and the right to examine any directly pertinent books, documents, papers and records of the Contractor until the expiration of 3 years after final payment under the contract.

Evaluation Factors for Award

Additional Regulation or Supplemental Clauses Incorporated by Full Text

The following Clause modifications were made:

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Tailored) Feb 2026 hereby reads as follows:

(a) Evaluation factors.

The Government intends to award a single firm fixed price contract. The solicitation will be solicited as a total small business set aside.

The Government will award a contract on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors and whose offer conforms to the solicitation. The lowest priced offer will be evaluated for technical acceptability. If technically acceptable, that offeror will be awarded the contract, and no other offers will be evaluated. If the lowest priced offer is technically unacceptable, the next lowest priced offer will be evaluated, and so on, until a technically acceptable offer is found. This LPTA approach prioritizes cost-effectiveness while ensuring technical capability.

Volume 1: Technical Capability

The following sub-factors will be used to evaluate technical capability:

Sub-Factor 1: Staffing & Certifications The offeror meets this subfactor when its proposed staffing plan demonstrate its ability to provide qualified officials certified by NASO or a state-registered sports officials association.

Sub-Factor 2: Management Approach The offeror meets this subfactor when its proposed management plan clearly identifies the proposed Contract Manager and describe their approach to scheduling, communication, and quality control as it relates to the requirements identified in the PWS.

NOTE: To be considered "Technically Acceptable," the offeror must receive a rating of "Acceptable" for all sub-factors. Any rating of "Unacceptable" for a sub-factor will render the entire Technical Capability factor "Unacceptable," and the offeror will not be considered for award

Technical Ratings:

The quote clearly meets the minimum requirements of the solicitation for all sub-factors.Acceptable:

Unacceptable: The quote fails to clearly meet the minimum requirements of the solicitation for one or more sub-factors.

Volume II: Price

The Government will evaluate price for in accordance with FAR 12.204(a). The fair and reasonableness Total Evaluated Price (TEP) will include all CLINs, including the Government-calculated value for the six-month extension under FAR 52.217-8.
