Evaluation Factors for Award

FAR Clauses Incorporated by Full Text

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Tailored) (Feb 2026)

(a) Evaluation factors.

The Government intends to award a single firm fixed price contract. The solicitation will be solicited as a total small business set aside.

The Government will award a contract on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors and whose offer conforms to the solicitation. The lowest priced offer will be evaluated for technical acceptability. If technically acceptable, that offeror will be awarded the contract, and no other offers will be evaluated. If the lowest priced offer is technically unacceptable, the next lowest priced offer will be evaluated, and so on, until a technically acceptable offer is found. This LPTA approach prioritizes cost-effectiveness while ensuring technical capability.

Volume 1: Technical Capability

The following sub-factors will be used to evaluate technical capability:

Sub-Factor 1: Staffing & Certifications The offeror meets this subfactor when its proposed staffing plan demonstrate its ability to provide qualified officials certified by NASO or a state-registered sports officials association.

Sub-Factor 2: Management Approach The offeror meets this subfactor when its proposed management plan clearly identifies the proposed Contract Manager and describe their approach to scheduling, communication, and quality control as it relates to the requirements identified in the PWS.

NOTE: To be considered "Technically Acceptable," the offeror must receive a rating of "Acceptable" for all sub-factors. Any rating of "Unacceptable" for a sub-factor will render the entire Technical Capability factor "Unacceptable," and the offeror will not be considered for award

Technical Ratings:

The quote clearly meets the minimum requirements of the solicitation for all sub-factors.Acceptable:

Unacceptable: The quote fails to clearly meet the minimum requirements of the solicitation for one or more sub-factors.

Volume II: Price

The Government will evaluate price for in accordance with FAR 12.204(a). The Total Evaluated Price (TEP) will include all CLINs, including the fair and reasonableness Government-calculated value for the six-month extension under FAR 52.217-8.

(b) Options. Except for the evaluation of the Option to Extend Services under FAR 52.217-8 described in paragraph (a), this solicitation does not contain separate option periods.

(c) Notice of award. A written notice of award or acceptance of an offer, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
