About this file

This is a Price Schedule document for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract solicitation (FA468626Q0006) for Sports Officiating and Scorekeeping Services at Beale Air Force Base. The contract covers a four-year ordering period divided into four one-year CLINs, with an optional six-month extension for evaluation purposes. Offerors must provide fully burdened, firm-fixed-price hourly rates that include all direct labor, fringe benefits per Service Contract Act Wage Determination, uniforms, officiating equipment, transportation, overhead, and profit. The estimated quantities are 958 hours of Sports Officiating Services and 320 hours of Scorekeeping Services annually (CLINs 0001-3002), with a reduced optional period of 479 hours and 160 hours respectively (CLINs 4001-4002). One scheduled game or match equals one labor hour and encompasses a required 15-minute pre-game arrival plus the standard contest duration.

Evaluation of proposals will be based on the Total Evaluated Price (TEP), calculated as the sum of all extended totals (hourly rate multiplied by estimated hours) for the base period and all four ordering periods. The Government will calculate the optional six-month extension at fifty percent of the extended totals for CLINs 3001 and 3002 for evaluation purposes only, though this evaluation does not obligate the Government to exercise the extension. The estimated quantities provided are for pricing evaluation only; actual quantities will be established through individual Task Orders, with the Government's only ordering obligation being the Guaranteed Minimum amount specified in contract clauses. This is a 100% small business set-aside solicitation issued by the Department of the Air Force Air Combat Command.

1. Nature of Estimated Quantities The quantities listed in the "Estimated Quantity" column are estimates only and do not represent a guaranteed purchase volume. These estimates are based on historical workload and projected sports seasons at Beale AFB (PWS Appendix A). These figures are provided for the sole purpose of establishing a Total Evaluated Price (TEP) for contract award. The Government’s only ordering obligation is the Guaranteed Minimum amount specified in the contract clauses. Actual quantities ordered will be established via individual Task Orders throughout the ordering period.

2. Fully Burdened Hourly Rates & Unit of Measure The unit price for "Hours" must be a fully burdened Firm-Fixed-Price (FFP) rate. This rate must include all direct labor, fringe benefits (IAW applicable Service Contract Act Wage Determination), uniforms, officiating equipment, transportation, overhead, and profit. For the purpose of standardizing quotes and subsequent invoicing, one (1) scheduled game/match shall be treated as one (1) labor hour. This unit encompasses the required 15-minute pre-game arrival and the standard duration of the contest as defined in PWS 8.3.

3. Evaluation of Price The Total Evaluated Price (TEP) will be the sum of all Extended Totals (Proposed Hourly Rate × Estimated Hours) for the base and all subsequent ordering periods.

4. FAR 52.217-8 Evaluation Offerors do not fill out the 52.217-8 line or the TEP line. The Government will calculate the 6-month extension for evaluation purposes by taking fifty percent (50%) of the offeror's extended totals for CLIN 3001 and CLIN 3002. The Total Evaluated Price (TEP) is the Subtotal plus the 52.217-8 extension amount. Evaluation of this option does not obligate the Government to exercise the extension.
