Instructions AF 3052 Construction Cost Worksheet Instructions
1. Pursuant to Federal Acquisition Regulation (FAR) Part 15.404-1, Cost realism analysis is the process of independently reviewing and evaluating specific elements of each offeror’s proposed cost estimate to determine whether the estimated proposed cost elements are realistic for the work to be performed; reflect a clear understanding of the requirements; and are consistent with the unique methods of performance and materials described in the offeror’s technical proposal.
2. Contractor will follow the guidance outlined in the AF 3052 template. Contractor will provide the following information:
| 2.1 | Direct Labor: Provide a breakdown of labor hours, rates, and cost by appropriate category, and furnish bases for estimates. For all personnel, list the title, rate per hour and number of hours proposed. If a pool of personnel is proposed, list the composition of the pool and how the cost proposed was calculated. Example, crew 1 (2 laborers, 1 construction manager, 2 HVAC technicians, 1 HVAC apprentice). |
| 2.2 | Direct Material Components: Provide a breakdown of materials used by category, and furnish bases for estimates. Contractor shall list all direct material costs and per units of measure costs. Example, duct work (500 LF of neoprene-dipped polyester fabric, price per LF) |
| 2.3 | Equipment: All equipment rentals will require the make and model of equipment and usage (2 week rental). If equipment is owned, per hour use rate. |
| 2.4 | Subcontractor: Prime Contractor will provide price breakdowns from proposed subcontractor pricing for labor, materials, equipment, and profit. |
| 2.5 | Government included items of assumption, but the Contractor must add costs not captured in the list of assumptive major elements; if applicable. Contractor can use a format that is most efficient based on business practice, but must include all information requested in the AF 3052 and the above guidance. |
3. All questions will be addressed to the POC listed in the solicitation.
