When bidding this project, we are assuming the working hours are between 7am and 4pm. There will be a three-week period of 24 / 7 Working hours at the time of drilling, is this correct?
Contractor will need to submit the schedule to government requesting the 24/7-time frame when needed.
2 What specifications will need to be met for the Barbed wire topping around new well and associated Piping?
UFC 4-022-03 Security Fences and Gates
3 Will, vehicle gates be required with the new fencing? We are assuming one man gate will be required.
A Vehicle gate is required at the location to provide easy access while servicing the Well. The exact location for the vehicle gate will be identified through design.
What is the new fencing footprint? Will the new transformer pad be inside or outside of the fencing lay out?
Fenced area shall extend from the building and include new well head area and new transformer. Provide a minimum 3-foot clearance around all site features. Fence can be installed within 1ft to the containment pad of the transformer at the north-east corner, because of the limitation from the adjacent gravel road.
There is no mention of prepping the site inside the Fence yard when complete.
Is the USAF expecting for the grounds to be concrete and A/B or vapor barrier or other, please clarify
a. The existing site has concrete in the working areas beneath and between well head, valves, piping, etc. The modified working area shall have concrete poured in the new working area beneath the well head and between the well and piping, valves, etc.
b. The remainder of the site can remain as existing with gravel in parking and access areas and natural outside of working areas.
The AF-813/ USFWS speaks of a lot of different categories. Page 3 of the Statement of need states Contractor is responsible to follow the requirements incorporated with the attached AF-813/USFWS consultation as part of the SON.
This document has the following clarifications, are they part of this contract?
Beale AFB Landscape Design Plant List, followed by at least two years of maintenance (watering and weeding). Mitigation plantings will be coordinated with the NRM. Is these two years required?
AF-813 is part of the contract, however, explains general instructions for construction at Beale. This particular paragraph refers to planting. Area around well-9 does not need planting except reseeding of the disturbed grassy areas. And the seed mix will be provided for approval.
7. Per AF-813 will this be adhered to? Contact 9 CES/CEIEC at least 30 calendar days in advance to arrange the pre-construction site survey. Birds, nests, and eggs are protected by law from 15 February - 31 August (nesting season). A qualified biologist must perform a pre-construction site survey at least 30 calendar days before construction to determine whether any protected species are present on or near the site. If protected birds are present and nesting on or near the site, construction may be temporarily postponed until the nesting season is over. if the project is shut down will compensation be given to awarded contractor for delays?
Yes, Survey for bird nests and protected species will be conducted by a qualified government biologist, and the schedule will be updated if work is stopped due to discovery of bird nests or other species.
ADDITIONAL INFO: See Section K of solicitation and CLIN(s) description for issuance of Notice to Proceed to both CLINS. Compensation will not be given unless the NTP for construction is issued outside the bounds of the contract . RFI - Amendment 1
Pre-bid RFIs-Well #9
Per AF-813 Removal of any swallow nests on a facility between September and January is needed to prevent reuse the following nesting season. Starting in late February, the facility should be monitored for arrival of swallows, and nesting material hosed off before a nest can be completed. These actions can prevent a project from being delayed until the nesting season is over. The contractor is advised to plan for these activities, if appropriate, to avoid delays to construction or demolition projects. There is an active canal, and it is known for nest to be made at well house if the project is shut down will compensation be given to warded contractor for delays?
Sep-Nov, is called working season, and assumed the contractor will be onsite.
Based on the paragraph from AF-813, the contractor is responsible to remove the existing swallow nests at this season. Delaying due to reuse of the bird nests will not be compensated.
Per AF-813 Normally, project construction is expected to occur from 1 May through 31 October. All construction activities must be completed by the end of the construction season unless other arrangements have been cleared with the NRM. No work will be conducted between November 1 and May 1 unless on gravel or paved areas and previously approved by the NRM and SWM so start date will not be before May 1st, correct?
Yes, digging work beyond the gravel road or paved area will be conducted up on formal request and approval from CE NRM, and SWM.
However, design may be accomplished in the interim time period.
10 Per AF-813 who will oversee approving the Erosion and Management Controls Government Environmental specialist-CEIE
Per AF-813 will hydroseeding need to be done?
Yes, if the current grassy area is disturbed, need to be reseeded, and seed mix will be submitted to government for approval
12 Per AF-813 will Jute netting, geotextile, or other erosion material properly placed on slopes and other sensitive areas be required.
Yes, if steep slope is existed to be protected from erosion.
13 Per AF 813 is an approved Biologist required per the documents? Biologist will be provided by government.
14 Per AF-813 all roads be required for watering and dust control? Will this be a requirement?
Construction of well does not impact the road surface. The contractor will not be required to water any roads at the area.
Per AF-813 is A United States Fish and Wildlife Service (USFWS) approved biologist will monitor construction activities in or adjacent to sensitive habitats.
The biological monitor will ensure compliance required to protect federally-listed species and their habitats is this required?
Yes, government biologist will be monitoring the site.
There are domestic material concerns that we will need to use foreign material to get this project completed in a timely manner. Will foreign material be allowed for these Piping concerns?
We are looking into an exception of the buy american act for the well casing and seal. If a determination is made, an update to the solicitaiton clause 52.225-9 (b)(2) will reflect the excepted materials. a potential contractor may make a request per 52.225-10 & 52.225-9 (c)(1)(i) by providing adequate information directly to 9CONS pre-proposal; or may choose to price within their respective proposal by filling out applicable data from 52.225-9(d). Please make note of exception on first page of Volume 2 if submitting request in proposal. RFI - Amendment 1
18 Is the existing concrete containment pit staying or being removed? And the pipes to the containment pit active or abandoned.
The adjacent concrete containment and its piping on the east side of the well are abandoned and can be demolished if needed.
19 Are you allowed to use explosives to demolish existing well, and if so, what sort of coordination must occur?
Explosives will not be permitted on base, please utilize another method to decomissioning well no.9 RFI - Amendment 1
20 Are the Construction wage rates applicable (Davis-Bacon) for water driller, the driller helper, and pump installer?
Per the DOL Western Regional Office, the Drill Operator will be "Power Equipment Operator group 5", and the helper will be "Power Equipment Operator group 3" and the pump installer falls under "Pipefitter".
21 what are the boundaries for work area?
See the site map (laydown area) attached with the AF-813.
Can the discharge be used for development of the well?
Contractor will need to provide a spill and discharge plan, submit to government for approval. See, SON Section (ENVIRONMETNAL
CONSTRIAINTS, DISPOSAL, SPILL, AND RECYCLING REQUIREMENTS) and Plan/Permit at AF-813.
Where can the VFD be placed, and does it need to be elevated to 100 year flood plan?
Well Head will be elevated 2 ft from the existing surface to accommodate the 100y flood plain requirements. Based on the site condition, sufficient space is available inside the generator room and outside to install the VFD. Final location for VFD will be chosen through the design phase.
26 Are there any power quality or circuit issues at well no 9? Power quality or circuit issue is not reported at well #9.
27 how deep is the existing well? See SON-Background 28 Will we need to create a retention pond? Retention pond is not needed, and will not be created.
29 Can we dig an earth pit for the drilling, or do we need to set up above ground pits?
All capturing of cuttings and materials will need to be done above ground. A pit is not permitted. RFI - Amendment 1
Can the well destruction be completed before drilling the new well?
Destructing the old Well before digging the new Well is not a requirement. Contractor can chose whatever work best for the project.
31 At the job walk a document referenced to as the “813” was discussed. Can we be provided a link or copy of this document?
AF-813 is provided with the solicitation
32 What is the method of award for this project, and can the scoring rubric be provided?
Lowest Price Technically Acceptable. Please see sections L & M of solicitation.
Is there a project narrative required and if so, does the government have a specific format?
Please review section M for evaluation criteria of technical proposal.
34 Will government provide the requirments for the new valve, SON-3.4.2. RFI - Amendment 1
How much Sampling will be Required of Drilling Waste Removal Waste sampling depends on the criteria of the waste management company. See the attached sampling requirement criteria from Recology for information purposes. RFI - Amendment 1
