STATEMENT OF NEED

Project Title: Replace Railroad Bridges – Bridges FAC#216 and FAC#228 Project #: 1056572 Date: 17 October 2017

STATEMENT OF NEED - SUMMARY OF WORK

1. PURPOSE OF SECTION: The Statement of Need (SON) explains the general intent of the task order (TO) named above. It documents the major line items of work the Government expects to see accomplished, but it does not attempt to explain the exact details and/or method of execution for the TO; the Contractor will be responsible for providing specific performance details in their resulting proposal and Statement of Work (SOW). The Contractor must comply with all provisions and requirements of this contract.

2. CONTRACTUAL REQUIREMENTS: Questions regarding contractual requirements should be directed to the Government Contracting Officer.

3. PROJECT SCOPE: This project is located on Beale Air Force Base, CA along the railroad near the Wheatland Entry Control Point (ECP) (See Attachment 1 – Site Map). The Contractor shall furnish all design, labor, supervision, transportation, materials, testing, analysis, reports, permits, hauling, tools, equipment, and professional services to accomplish all the work involved as necessary to remove and replace two (2) bridges, Facility Number (FAC#) 216 and FAC#228, and open the railroad as soon as possible.

4. BACKGROUND: Bridges FAC#216 and FAC#228 were last inspected in 2006 by Union Pacific (UP). Requests for an inspection were made earlier in the year when AFCEC visited Beale AFB in March 2017. However, after defects were found on the rail at the bridges, it became apparent that an inspection would need to occur immediately. A Contractor performed a preliminary assessment of the bridges on 26 August 2017 and determined that the bridges were in extremely poor condition and recommended that the bridges be closed to all movements over the trestles and that all shipments be postponed until the bridges are replaced.

Until these bridges are replaced, no fuel shipments can be delivered to Beale AFB through rail.

It is imperative that bridges FAC#216 and FAC#228 be replaced as soon as possible because these fuel shipments are vital to the success of the mission at Beale AFB.

5. MAJOR ITEMS OF WORK: Work includes but is not limited to the following items:

5.1. The Contractor shall design two (2) bridges that comply with all applicable local, state, and federal codes, standards, and requirements. The design for each bridge shall include, but not limited to, the following requirements:

• The design shall include all components required for a complete bridge structure and rail system.

• The design of the bridges and rail shall comply with all applicable seismic codes, standards, and requirements including but not limited to the AREMA Manual Chapter 7 (timber), Chapter 8 (concrete), or Chapter 9 (steel) and UFC 4-860-01FA.

• The bridges shall have a design load capable of supporting loading common for similar railroad trestles (E80 minimum).

• The span lengths shall be equal to or greater than the span lengths of the existing bridges. Bridges #216 and #228 have a total length of 45 feet and 75 feet, respectively.

• The bridges shall include a walkway on one side of the track that complies with all federal, state, and local standards. The pedestrian walkways shall include a handrail.

• Bridges shall be designed such that the net cross-sectional flow area shall be equal to or larger than existing.

• The bridges shall be designed to provide adequate freeboard during a 100-year flood event to avoid overtopping, minimize backwater to prevent a 1 foot increase in 100-year flood water surface elevations, withstand flooding, and provide adequate drainage for the rail system

• Design considerations shall be made to minimize impacts to endangered species habitat and ground disturbance below the ordinary high water line. Required environmental permits to construct replacement bridges and demolish the existing structures shall be identified in the SOW and applications prepared by the Contractor for Government review and approval.

• The design shall include a site plan, details, staging areas, haul routes, and layouts.

• The Contractor shall provide full designs that will be reviewed and approved by

Government personnel.

5.2. The Contractor shall remove the existing bridges and associated rail components and replace with two (2) new bridges that comply with all applicable local, state, and federal codes, standards, and requirements. Work associated with the demolition of the existing structures and the construction of new bridges and rail shall include, but not limited to the following:

• The Contractor shall provide sufficient notice and perform all necessary coordination with base personnel prior to bringing a crane on to the base. It should be noted that, due to the project location, any crane taller than 119 feet will require additional pre-coordination and approval.

• The Contractor shall perform all work associated with demolishing the existing bridges and associated components required for the construction of the two (2) replacement bridges.

• The Contractor shall perform all work required for the construction of complete bridge structures including the relocation of the water line connected to the existing bridges.

5.3. The Contractor shall remove existing rail and associated components and install new rail, ties, fasteners, ballast, guard rail and all other associated components required for the construction of a new section of track over the bridges and approaches. The design of the railroad shall comply with all associated AREMA, FRA, and UFC standards.

5.4. The Contractor shall perform all work associated with excavating, grading, filling, compacting, hauling, and disposal as required for the construction of each bridge.

5.5. The Contractor shall coordinate and perform any studies, tests, and analysis required for the design and construction of each bridge and track. Quality Control (QC) shall remain the responsibility of the Contractor.

5.6. The area surrounding the existing bridges shall be cleared and prepared, by the Contractor, as needed to complete the work required by this project.

5.7. The design shall also include a demolition plan required to remove the existing structures, to be reviewed and approved by the Contracting Officer, the Base Project Manager (PM), and 9CES Environmental staff.

5.8. The Contractor shall assess the need for Clean Water Act Permits: U.S. Army Corps of Engineers Section 404 permit, and California State Water Resource Control Board Section 401 and 402 permits. The Contractor shall prepare any and all required environmental permit applications for the Government to submit to the necessary agency to obtain permit coverage. If needed, an Emergency 404 permit can be pursued with coordination from 9CES Environmental staff. The Contractor will be responsible for obtaining environmental permits associated with this project.

5.9. The Contractor shall complete a historic record form for the bridges, draft a State Historical Preservation Officer (SHPO) letter and provide all applicable attachments. The Contractor shall provide the above mentioned documents to the 9CES Environmental.

9CES Environmental will submit all documents to SHPO for review and concurrence.

5.10. The Contractor shall perform any and all environmental studies that may be associated with this project. A survey for endangered species and habitats, nests, and cultural resources shall be performed prior to the start of any work.

5.11. The Contractor shall conform to all requirements listed, by 9CES Environmental, in the approved AF 813, which includes but not limited to:

• Performing any asbestos or lead-based paint testing and abatement.

• Stabilizing, hydroseeding (using Beale’s approved native seed mix), and restoring all disturbed areas to pre-project conditions.

• Coordinate with CE Environmental to determine proper disposal requirements (See

Section 6 – Disposal)

5.12. The Contractor shall provide all other design, Quality Control, engineering, and construction services as deemed required by the Contracting Officer in order to provide complete and usable structures.

5.13. The Contractor is responsible for managing Stormwater runoff to limit erosion and sediment transportation into Waters of the United States. The Contractor shall be responsible for installing and maintaining all erosion and sediment control Best Management Practices (BMPs) prior to any likely rain event. The Contractor shall also be responsible for a SWPPP if the area to be disturbed exceeds 1 acre.

6. DISPOSAL: The Contractor shall coordinate with 9CES Environmental staff to determine proper disposal requirements for materials, which may include on-base recycling, hazardous waste disposal, or non-hazardous waste offsite disposal. It shall remain the responsibility of the Contractor to haul and dispose of removed materials identified for offsite disposal. All fees to dispose material offsite shall be the responsibility of the Contractor. The Contractor shall contact 9CES Hazardous Waste Program Manager for proper disposal details and required coordination and documentation references. Coordination shall also be made with 9CES Environmental regarding recycling.

7. ENVIRONMENTAL CONSTRAINTS: Trees shall not be removed until the appropriate surveys have been completed. Environmental surveys shall be coordinated with the Contracting Officer, PM and the 9CES Environmental staff. If nesting raptors are present after February 1, construction activities shall be limited until the birds have fledged in summer.

Seasonal wetlands areas are found throughout Beale AFB which may be habitat for Federally Threatened and/or Endangered species. To minimize potential impacts to these areas, equipment and vehicle traffic shall be restricted to existing roads or a 9CES Environmental approved haul route. Temporary construction fencing and/or staking/flags may be required to clearly define vehicle and equipment routes.

8. WORK RESTRICTIONS: Base access passes are required in this area. No unauthorized entry is permitted by any Contractors or delivery vehicles except by normal base entry access procedures. An Entry Access Listing (EAL) will be sent to the Contractor upon contract award and shall be turned into 9 CES and the Contract Administrator within five (5) business days prior to the start of work on base. The EAL will be sent to Security Forces who will conduct a background check on each employee. After all Contractor employees on the listing have been cleared, the Contract Administrator will notify the Contractor. Note that in accordance with the Real ID Act of 2005, individuals cannot access the base with a state-issued identification card or driver’s license from Minnesota, Missouri, Washington state or American Samoa as of 15 August 2016.

9. SUBMITTALS: The Contractor shall deliver all copies of all submittals to the Contracting Officer, who will coordinate technical reviews and design review meetings with the CEPM.

• 65% Concept Design Submittal

10. SCHEDULE: The Contractor shall develop a schedule to submit with the proposal. The schedule shall consist of a Performance Period which includes the design and construction schedule in calendar days.

• Government Design Review Milestones are: 65%, 95% &100%

• Each Government design review lasts 14 calendar days, at the end of which the

Government will submit its comments to the Contractor.

• The Contractor’s schedule shall include a design review meeting, within 7 days after receipt of Government comments, to officially respond and/or resolve all comments.

The design review meeting may be waived if comments are minimal or a meeting is deemed unnecessary.
