3. Title REPAIR RAILROAD BRIDGES F216 F228
4. Purpose and Need for Action The railroad bridge adjacent to the Wheatland Gate is proposed for replacement. This project would remove and replace the bridge supports within the creek. The purpose of this project is to replace the railroad bridges, FAC#216 and FAC#228.
5. Description of Proposed Action and Alternatives If there is no action then the railroad bridge will fail and there will be significant unmitigated adverse environmental effects and violations of laws. The treated wood power poles would fall, many into a jurisdictional waterway that is habitat for Federally listed Central Valley steelhead with likely adverse effects to the juvenile fish of this species. The Installation would also continue to ship jet fuel by truck to meet the missions assigned by the President and Congress with significant adverse effects for air quality. The preferred alternative is to renovate the railroad bridge.
There will be no significant direct, indirect, or cumulative environmental effects if the action to renovate the railroad bridge is taken and the Best Management Practices (BMPs) are executed effectively. The infrastructure will be rebuilt, the ability to support the military mission will be improved, and violations of law will be avoided.

Remarks No significant adverse direct, indirect, or cumulative effects for the AICUZ or noise are likely. The use of cranes without the required FAA permit is not authorized.

Remarks No significant adverse direct, indirect, or cumulative adverse effects for air quality is likely with execution of the BMPs.
Control of fugitive dust is required. See the Appendix the air quality environmental Best Management Practices (BMPs) that are required. If the bridge is not replaced then there will be significant adverse effects for air quality because the alternative to truck fuel 1,500 miles results in significantly more air emissions than would rail transport.

Remarks No significant adverse direct, indirect, or cumulative effects for water resources are likely with effective execution of the required BMPs. A CWA permit and a FONPA are required.

Remarks No significant adverse direct, indirect, or cumulative effects for occupational health and/or safety or are likely.
The risk for discovering dangerous Military Munitions is considered to be low so coordination with the Military Munitions Response Program is not required. However undiscovered munitions may exist.

Remarks
No significant adverse direct, indirect, or cumulative effects for hazardous materials/waste are likely with effective execution of the required BMPs. This project must properly dispose of treated wood waste.
No effects from asbestos or lead-based paint containing material are believed to be likely. If these materials are discovered they then must be managed as required by the 9 RW Plans and the expenses will be covered by the proponent.

Remarks No significant adverse direct, indirect, or cumulative effects are likely for biological resources with effective execution of the required BMPs.
Section 7 consultation is not required. Noncompliance with the BMPs may require consultation and result in a significant costs and delay. The contractor will then be responsible for the associated expenses.

Migratory birds and their nests are protected and generally may not be removed. This project should either plan to prevent nesting or be conducted between October and February.

Bird and bats may not be removed during their breeding season. Between 1 March and 15 September 30 days prior to execution a breeding bird survey must be conducted by or provided to 9 CES/CEIEC.

SHPO coordination has been completed.
The site has been surveyed for archeological resources prior. The site has also been heavily disturbed.

Remarks No significant adverse direct, indirect, or cumulative effects for Geology & Soils are likely with effective execution of the required BMPs.
The movement of soil outside of the project footprint is not authorized.
This project will submit to the Water Quality Manager an erosion control plan when AF Form 103 is filed. This plan will incorporate the requirements of a SWPP, but need not be filed as such.
