About this file

This document is a Question and Answer (Q&A) file for a containerized nitrogen generator system solicitation (FA466126Q0078) issued by the Department of the Air Force Global Strike Command for installation at Dyess AFB.

System Specifications and Configuration: The Government requires a fully enclosed, containerized nitrogen generation system with maximum dimensions of 156 inches long by 78 inches wide by 74 inches high and a corrected maximum weight of 15,000 pounds (not 5,000 pounds as initially stated). The system must be skid-mounted or trailer-mounted and designed to fit within an existing equipment removal area. If trailer-mounted, the system need not be DOT highway compliant as it will remain stationary at the installation location. The system must produce a minimum of 26 SCFM at 95.5% nitrogen purity continuously, with discharge pressure adjustable to maintain 400 PSIG minimum while delivering full flow. The system requires 900 SCF of onboard storage in a single ASME-coded and stamped pressure vessel with full OSHA rating. The storage vessel must maintain a minimum pressure of 400 PSIG and support continuous 24-hour operation at full specifications. The system will interface with existing 480 VAC, 3-phase, 60 Hz electrical service via a wall-mounted power box with disconnect switch, requiring only the contractor to make the final connection.

Installation, Testing, and Delivery: The contractor is responsible for offloading, rigging, electrical connections, piping/hose connections, startup, commissioning, site-acceptance testing, and removal of packing materials. Preliminary testing and system tuning must occur at the manufacturer's facility prior to shipment, with acceptance testing conducted on-site at Dyess AFB for 8 hours demonstrating production specifications without leaks. The Government desires physical delivery within 120 calendar days, but the schedule is negotiable; contractors proposing 6-8 months delivery will be considered. Onsite installation, testing, and training must commence within 14 days of delivery. Training consists of eight hours for three Government personnel, with travel costs includable in the training line item. The system must meet all OSHA and ANSI standards with ASME certification. No preventive maintenance, spare parts, or specific warranty response times are contractually required, and there are no additional country-of-origin restrictions beyond FAR/DFARS requirements.

Containerized Nitrogen Generator System

1. The requirement is described as a “containerized” system, while Item 0001.1 permits a skid-mounted or trailer-mounted system. Will the Government accept any of these configurations, or must the skid or trailer be housed within a weather-resistant enclosure?-

a. Any of the options will be considered acceptable

2. Item 0001 / 0001.1: Must the unit be totally containerized (i.e. fully enclosed)? Or is an open design allowed, such as a skeletonized container or a skid with no sides/roof?—

a. Fully enclosed

3. For the maximum dimensions of 156 inches long by 78 inches wide by 74 inches high:-

a. we would prefer skid, but if its trailer it would not be including the hitch, the axle must be able to support the proposed equipment, normal clearance for trailers

4. Salient Characteristics 0001.6 identifies a maximum system footprint of 156" L x 78"W x 74" H. Please confirm whether these dimensions are mandatory pass/fail requirements or represent the Governments preferred installation envelope.-

a. This is considered a maximum, it is ok to be a smaller size, but larger sizes will need to be evaluated. Anything larger you must provide exact specs on quote the unit as a whole because it must be able to fit area in which the older unit’s was removed from
