About this file

This is a Questions and Answers document for federal contract opportunity FA466126Q0019, addressing clarifications on evaluation criteria, payment methods, and pricing for military dress uniform cleaning services at Dyess Air Force Base.

The document clarifies five key areas: (1) subcontractor experience will be credited to the prime contractor for technical acceptability evaluation purposes if the proposal clearly demonstrates the subcontractor will perform the relevant work; (2) contractors must physically procure and deliver exact replacement items to the Linen Exchange Manager for lost or damaged articles, with estimated replacement costs provided for informational and liability valuation purposes only, not as invoice deductions; (3) Government Purchase Card (GPC) is the primary payment method, with DFARS 252.232-7006 still required to be inserted and tailored for GPC use; (4) labor and materials for component replacements (zippers, buttons, snaps) will be paid under a dedicated "Misc Component Repairs (Zippers/Buttons/Snaps)" Contract Line Item, while minor repairs such as hemming are billed separately under "Misc Hem Repairs"; and (5) estimated quantities for price evaluation are found in Attachment 3: Price List and were directly pulled from the Performance Work Statement, with all estimated quantities and extended prices to be evaluated together.

FA466126Q0019 – Questions and Answers

1. Technical Acceptability and Subcontractor Experience: Evaluation Factor 3 requires the offeror to demonstrate significant corporate experience in cleaning military dress uniforms. Section 2 of the Submission Requirements states that offerors not located within 45 miles of Dyess AFB may identify a subcontractor to satisfy the location requirement. Please clarify if the specialized experience of a proposed subcontractor will be credited to the Prime Contractor for the purpose of the technical acceptability evaluation.

A: Yes. For the purpose of evaluating Evaluation Factor 3, the Government will consider the specialized corporate experience of a formally proposed subcontractor, provided the proposal clearly demonstrates that the subcontractor will be performing the relevant military dress uniform cleaning requirements of this contract.

2. Reimbursement for Lost or Damaged Articles: PWS paragraph 1.3.1 states the contractor must reimburse the Government with the "exact item" and that "substitution of items for replacement is not authorized". However, Appendix A provides "Estimated Replacement Costs" for each item. Please clarify if the contractor is required to physically procure and deliver the exact replacement article to the Linen Exchange Manager or if the Government intends to deduct the "Estimated Replacement Cost" from the contractor's invoice.

A: The contractor is required to physically procure and deliver the replacement items to the Linen Exchange Manager. Per PWS paragraph 1.3.1, reimbursement costs will not be offset as a deduction to the contractor's invoices. The 'Estimated Replacement Costs' provided in Appendix A are for informational and liability valuation purposes only.

3. Discrepancy in Payment Methods: The BPA Terms and Conditions (Attachment 5, Paragraph 2e) state that services "may be paid only by third party government purchase credit card (GPC)". Conversely, the FAR Provisions and Clauses (Attachment 1) include DFARS 252.232-7006, "Wide Area WorkFlow Payment Instructions". Please clarify the primary method of payment and invoicing for this contract.

A: GPC will be the primary source of payment. DFARS 252.232-7006 is still required to be inserted in the solicitation and tailored for the use of GPC.

4. Pricing for Reimbursable Repairs: PWS paragraph 1.8.2 identifies "Miscellaneous Repairs" (e.g., zippers, buttons) as reimbursable items to be paid via an applicable contract line item. However, the provided Price List (Attachment 3) does not include a specific line item for these repairs beyond "Misc Hem repairs". Please provide guidance on where offerors should account for the labor and material costs of these reimbursable repairs within the provided pricing structure.

A: All clothing requiring replacement of zippers, buttons, or snaps will be identified by the Government at the time of pickup. The Contractor will be paid for the labor and materials associated with these specific component replacements in accordance with the "Misc Component Repairs (Zippers/Buttons/Snaps)" Contract Line Item (CLIN) listed in the Bid Schedule and Appendix A. Minor repairs (such as hemming) shall be billed under the separate "Misc Hem Repairs" CLIN.

5. Quantities for Evaluation: The Basis of Evaluation states that pricing will be evaluated using "estimated quantities and the estimated total cost added for all items". Appendix A contains annual estimates for many items, but several line items in the Price List do not have corresponding annual estimates provided in the PWS.

To ensure all offerors are bidding on a common basis, will the Government provide a revised Price List with the specific estimated quantities that will be used for the price evaluation?

A: Evaluation of pricing includes the evaluation of all estimated quantities and extended prices on Attachment 3: Price List. The estimated quantities were directly pulled from the PWS.
