Performance Work Statement Summary: Laundry Service at Dyess AFB
This Performance Work Statement (PWS) establishes requirements for laundry and dry-cleaning services at the 7th Force Support Squadron Linen Exchange at Dyess Air Force Base, Texas. The contractor must furnish all personnel, equipment, transportation, and supplies to provide comprehensive laundry services including pickup and delivery. Services must comply with Joint Commission on Accreditation of Health Care Organization (JCAHO) standards, Infection Control Committee guidelines, International Fabricare Institute Publications, and Accreditation Association for Ambulatory Health Care (AAAHC) requirements. Pickup and delivery occur on a bi-weekly schedule between 5:00 a.m. and 10:30 a.m. (Mondays and Wednesdays), with service adjustments for federal holidays and approximately six annual AFGSC Family Days, which the contracting officer will communicate three workdays in advance.
The contractor must maintain strict accountability for all items processed, with delivery quantities equaling pickup quantities. Articles missing for seven calendar days are considered lost and require replacement with exact items per Air Force mandatory linen standards; estimated replacement costs are provided in Appendix A. Soiled and clean articles must be transported in separate enclosed vehicles, with vehicle interiors cleaned between loads. Ceremonial uniforms (polyester/wool blend) require professional dry-cleaning per manufacturer specifications with sharp military creases and prohibition on hard pressing. Minor repairs (rips, tears, seams under four inches) are non-reimbursable; replacement of zippers, buttons, and snaps are reimbursable per contract schedule. Performance is measured against six objectives with 95 percent monthly compliance thresholds: pickup/delivery schedule adherence, packaging compliance, workmanship and sanitation standards, vehicle interior cleanliness, repair performance, and correct quantity delivery. Appendix A specifies workload quantity estimates, packaging sizes, finishing methods, and replacement costs for approximately 62 item types across APF laundry, dry-clean, and Honor Guard ceremonial uniforms.
