This is a Request for Quote (RFQ) for rubber removal and airfield markings at Dyess Air Force Base in Texas. The solicitation seeks a contractor to remove rubber accumulation from two runways and repaint airfield markings, with a total project scope between $100,000 and $250,000. The contract includes five contract line items (CLINs) covering rubber removal (673,000 square feet), reflective and non-reflective markings (approximately 95,000 square feet), surface painted signs, and marking removal.

Key performance requirements include completing the work within 210 calendar days, with runway closures limited to weekends when aircraft operations are minimal. The contractor must have demonstrated past performance, specifically removing a minimum of 348,000 square feet of rubber in one weekend and painting at least 200,000 square feet of pavement markings within a five-day period. The solicitation is set aside for small businesses, with a NAICS code of 237310 and a size standard of $45 million in annual receipts. Proposals are due by January 7, 2026, at 12:00 PM local time, with award anticipated as a firm fixed-price contract. The evaluation will be based on technical acceptability and lowest price.
